People in Osaka are counting the cost of Monday's major earthquake and bracing for more.

Tremors believed to be aftershocks have been rattling the prefecture. And the death toll has risen to 5.

The magnitude-6.1 quake left a huge crack in a school ground in northern Osaka Prefecture.

Officials say at least 470 buildings have been damaged across 4 prefectures.

The quake has left 5 people dead, including a 9-year-old girl. More than 380 others have been injured.

Most people in the prefecture have electricity and running water again.
But about 110,000 homes are still without gas. The gas company says it will take a week to check all the pipes and turn the supply back on.

With many people unable to cook, shoppers have been snapping up bread and microwave meals.

More than 1,000 people are staying in temporary shelters.

The Meteorological Agency is warning that a quake of about the same intensity could hit the area in the next week or so. It also says the heavy rain forecast for this week could trigger landslides because of ground loosened by the earthquake.

Taiwan's President Tsai Ing-wen has sent her condolences to those affected by Monday's earthquake in Osaka, western Japan.

Tsai posted a message in Japanese on her Twitter account on Monday.

She wrote that she prays for the quick recovery of people affected by the disaster and for reconstruction of quake-hit areas.

Tsai also said her government is preparing to help by providing as much assistance as possible, if requested by Japan.

People in Taiwan offered extensive donations and words of support after northeastern Japan was hit by a powerful earthquake and tsunami in March 2011.

When eastern Taiwan suffered a major quake in February this year, Japan's Prime Minister Shinzo Abe sent his condolences and dispatched a team of disaster experts.

North Korean leader Kim Jong Un is in China for his 3rd summit since March with Chinese President Xi Jinping.

Kim arrived at an airport in China's capital Beijing on Tuesday morning, shortly after an Air Koryo transport plane unloaded his vehicle.

Kim's motorcade, led by police motorcycles, headed to a guest house in central Beijing.

China's foreign ministry says Kim is on a 2-day visit. He's expected to brief Xi on his meeting with US President Donald Trump in Singapore a week ago.

The US and North Korea agreed last week to work to denuclearize the Korean Peninsula, but they differ on how to make that happen.

North Korea wants phased denuclearization and relief in exchange for any progress. But the US wants to maintain sanctions until the North is nuclear-free.

China provided Kim with a plane for his trip to Singapore. Observers say the North aims to strengthen ties with China to gain the upper hand as it enters talks with the US.

The United States and South Korea have agreed to suspend a regular joint military exercise scheduled for August.

The US Defense Department announced on Monday that it has suspended all planning for the Ulchi Freedom Guardian drills.

The Pentagon said that the US and South Korea will continue to coordinate additional actions.

The department also said that Defense Secretary James Mattis and Secretary of State Mike Pompeo will meet later this week at the Pentagon to discuss the matter.

South Korea's defense ministry has also announced the suspension of the exercise.

The UIchi Freedom Guardian exercise focuses on computerized simulations designed to enhance readiness on the Korean Peninsula.

Following his summit with North Korean leader Kim Jong Un, US President Donald Trump said he would stop the drills as long as the North carries on a sincere dialogue with the US.

North Korea has demanded that the exercise be suspended, calling it an unacceptable provocative act.

Democrats in the US Congress have criticized Trump, saying that he made too many concessions to Kim.

Japanese government officials have also expressed concern that the move could diminish the ability of the US and its allies to deter aggression in Northeast Asia.

Japan's Foreign Minister Taro Kono says he wants to confirm the intention of the South Korean government, which says it plans to raise international awareness of the issue of those referred to as comfort women.

Japan's Foreign Ministry says South Korean Foreign Minister Kang Kyung-wha said at a news conference on Monday that she plans to work to make the matter recognized as a serious humanitarian issue.

Kono told reporters in Tokyo on Tuesday that the move runs counter to the spirit of a 2015 agreement by Japan and South Korea to resolve the issue definitely and irreversibly.

Kono said he recently met South Korean President Moon Jae-in and Kang separately, and that both sides agreed to develop future-oriented bilateral relations. He added that he wonders why Kang made the remark.

The Japanese Foreign Ministry's Asian and Oceanian Affairs Bureau chief, Kenji Kanasugi, lodged a protest by phone with the South Korean Embassy in Tokyo.

The Japanese Embassy in Seoul also lodged a protest with South Korea's government.

South Korea's Foreign Ministry says Japan shouldn't criticize its new plan to raise international awareness of the issue of those referred to as comfort women.

South Korean Foreign Minister Kang Kyung-wha revealed on Monday that the ministry will begin working on the plan. Japanese Foreign Minister Taro Kono said on Tuesday that this runs counter to the spirit of the 2015 bilateral agreement on the issue.

A South Korean Foreign Ministry spokesperson said the same day that wartime violence against women is a major issue debated in the international community, and that South Korea will take part in those discussions.

The spokesperson said the new plan won't be aimed at specific countries, and that Japan should not link it with the 2015 agreement.

Under the agreement, Japan and South Korea are to refrain from criticizing each other over the issue on international stages, including the United Nations.

The head of a veterinary school operator at the center of a political scandal in Japan denies he ever had a meeting with Prime Minister Shinzo Abe to discuss a school project.

Kotaro Kake heads the Kake Educational Institution, which opened a vet school in a government deregulation zone in the city of Imabari in Ehime Prefecture earlier this year.

The school project has been at the center of a favoritism scandal involving Abe.

Kake spoke to reporters on Tuesday about documents Ehime Prefecture submitted to the Diet in May. The records state that the chief secretary of the school said Kake met with Abe to discuss the school project in February 2015, before Imabari applied to the government to open the school.

Kake said he and Abe have been friends for decades, but that he has made it a rule not to talk about his business with the prime minister. He said they never discussed the school project.

He said there was no meeting as described in the prefectural documents, nor does he have any memory of such a meeting.

Earlier, Abe denied meeting Kake on the date referred to in the documents.

The chief secretary of the school has also said the meeting never took place and apologized to the prefecture for the misinformation.

Kake said the chief secretary will receive a pay cut, and that he himself will voluntarily give up part of his allowance.

Political reaction to Kotaro Kake's first meeting with reporters has been swift.

Komeito chief Natsuo Yamaguchi says it's natural for the most responsible person at the school to fulfill his duty and give an explanation.

He said the issue has been debated extensively in the Diet and it's evident that the school has not given an appropriate explanation to Ehime Prefecture.

The Constitutional Democratic Party's Kiyomi Tsujimoto says the news conference took place too late, like it was intentionally held around the end of the Diet session. She says it was conducted stealthily and seemed like it was a makeshift measure.
Tsujimoto said if what Kake said is true, he should give sworn testimony in the Diet. She said she intends to ask the ruling camp to summon Kake and hold intensive debates in the Budget Committee.

Japan's Chief Cabinet Secretary says the government has notified China of its concern that it pressured 2 Japanese airlines into changing the way they refer to Taiwan.

Yoshihide Suga's remark on Tuesday came after Japan Airlines and All Nippon Airways began referring to the island as "Taiwan, China" on their Chinese language sites for mainland and Hong Kong customers. Taiwan has criticized the move.

The carriers' Japanese and English websites refer to the island simply as Taiwan.

Taiwan media say JAL and ANA bowed to Chinese authorities' demand that they not refer to Taiwan as a country. Taiwan's foreign ministry is urging the carriers to change what it calls the improper labeling.

Suga told reporters that Japan takes a dim view of governments demanding that private companies fall in line with their own political stance.

He said the Japanese government conveyed its concern to China via a diplomatic channel.

The government spokesman added that Japan expects China and Taiwan to settle their bilateral issues peacefully through direct dialogue.

Japan's Lower House has passed a bill paving the way for the opening of integrated resorts that include casinos. The bill has been sent to the Upper House for final Diet approval.

In debates in the plenary session on Tuesday, the main ruling Liberal Democratic Party said that the resorts will serve as a trigger for new growth and business.

It insisted that tourism, local revitalization and the creation of jobs will be brought into full play and the party expects the bill to be enacted as soon as possible.

Leading opposition force, the Constitutional Democratic Party, argued against voting for the bill after less than 20 hours of debates.

It said casinos will destroy the country, bring unhappiness to the people and will not help Japan's economic growth.

The bill passed the chamber with the backing of the LDP, Komeito and Nippon Ishin, or Japan Innovation Party.

It calls for initially allowing the integrated resorts to be built in 3 locations across Japan. The zones are to be reviewed 7 years after the designations are first approved.

Operators will be required to pay 30 percent of casino revenues to the government.

Admission is to be set at the equivalent of about 55 dollars and each visitor would be allowed entry up to 3 times a week, or 10 times per month.

Operators that illegally obtain business permits will be penalized.

The government and ruling camp hope to extend the current session of the Diet, which is scheduled to end on Wednesday, and have the bill enacted.

The CDJ and other opposition parties are putting up a fight and demanding more debate time. The battle is expected to continue in the Upper House.
