All 12 boys and their soccer coach have been confirmed alive after going missing in a flooded cave network in northern Thailand.

They entered the cave in Chiang Rai province on June 23rd and were believed to have become trapped after heavy rains caused floods that blocked the exit.

The round-the-clock search and rescue operation involved the country's military and police. Personnel from Japan and other countries also assisted.

The heavy rainfall that hampered earlier search efforts subsided over the weekend. This allowed rescuers to pump more water out of the cave.

The governor of Chiang Rai on Monday night told reporters that the 13 were found alive at an elevated location some 5 kilometers from the cave's entrance.

The governor expressed gratitude for the international support toward the rescue effort.

No details have yet been given about the condition of the 13. Thai authorities are now studying how to bring them out of the cave that remains partially flooded.

The boys wearing their red soccer uniforms were shown sitting on the ground. They appeared weakened after being trapped in the cave.

The children couldn't stand up even when the rescue team approached.

Rescuers were seen cheering up the boys, promising that more people would come to help them out. The rescuers also praised the children, saying they are so tough to have survived for 10 days.

Japan's Cabinet has given the green light to a long-term energy plan aimed at fighting climate change. It calls for greater reliance on solar power and other renewables.

The medium-to-long-term energy policy is reviewed every 3 years. The latest version includes targets toward 2050 in line with the Paris accord on climate change.

The plan aims to lower the cost of renewable energy and make output less dependent on weather conditions.

The policy says nuclear technology development will continue. But the construction of new reactors is not included in the plan. It calls for cutting reliance on nuclear power as much as possible.

The total energy-mix target for fiscal 2030 remains the same as before. It puts renewables at 22 to 24 percent, nuclear energy at 20 to 22 percent, and thermal generation at about 56 percent.

US Secretary of State Mike Pompeo plans to visit North Korea this week to discuss denuclearization issues.

White House Press Secretary Sarah Sanders told reporters on Monday that Pompeo will leave for North Korea on Thursday.

Pompeo is expected to meet North Korean leader Kim Jong Un during the visit.

The State Department issued a statement saying that Pompeo will travel to Pyongyang from Thursday to Saturday. It says he will build on the progress made by President Donald Trump and the North Korean leader in Singapore.

The statement says Pompeo will then visit Tokyo to meet with Japanese and South Korean leaders. They will discuss full verification of denuclearization of the North.

The visit comes as reports begin to surface that Pyongyang continues to work on its nuclear and missile development programs.

It will be Pompeo's first Pyongyang visit since US President Donald Trump and the North Korean leader met in Singapore in June.

Speaking to reporters on Tuesday, Kono said Pompeo will visit Japan on Saturday and Sunday.

South and North Korea have exchanged lists of families who were separated in the 1950-53 Korean War ahead of reunions scheduled next month.

The two sides agreed to resume reunions of separated families for the first time in 3 years at the inter-Korea summit talks in April.

Officials later agreed to hold the event at the Mount Kumgang resort in the North from August 20th to 26th.

The two Koreas exchanged lists of those who were separated at the truce village of Panmunjom on Tuesday. The South's list carries 250 names, and the North's, 200.

Officials on each side will examine whether the people on the lists are still alive, and inform the results by July 25th.

They will then exchange lists of 100 people from each side who will actually take part in the reunions on August 4th.

South Korea's Unification Minister Cho Myoung-gyon told reporters on Monday that reunion events will be organized more often and on a larger scale, as the families age.

US President Donald Trump has again expressed his frustration with the World Trade Organization.

Trump has indicated that he might pull the US out of the WTO in the future. The remark follows media reports that Trump has repeatedly told White House officials he wants to quit the trade body.

He said that the WTO had been unfair to the United States for years. Trump also said that although he doesn't have anything planned, he will take action if changes aren't made.

His administration has previously said it will not necessarily accept WTO decisions in settling trade disputes if they put the US at a disadvantage.

US President Donald Trump has indicated that a 20 percent tariff may be charged on imported cars.

Trump mentioned the rate during an interview with US TV channel Fox Business Network on Sunday.

The Trump administration is investigating whether to impose additional tariffs on imported vehicles and auto parts, citing threats to national security.

Until now, media reports have said the administration was considering raising the levy on cars to as high as 25 percent from the current 2.5 percent.

Trump has suggested the investigation on auto imports will be completed by the end of this month. He's expected to make a final decision before the midterm congressional elections in November.

Japan, the European Union, and other trading partners strongly oppose the potential tariffs. They're worried the Trump administration's policies will become even more protectionist.

Trump also indicated that negotiations would be prolonged for a revised version of the North American Free Trade Agreement between the US, Canada and Mexico. He mentioned during the same interview that he would delay signing any NAFTA agreement until after the fall midterm election.

The European Union says that the United States could face global retaliatory tariffs on some 300 billion dollars' worth of US goods if it goes ahead with new levies on auto imports.

The European Commission on Monday unveiled a letter sent to the US Commerce Department. The letter says the US investigation on auto tariffs lacks legitimacy and factual basis and violates international trade rules.

It says the EU and other American trading partners' possible retaliatory tariffs would be worth about 19 percent of US exports in 2017.

The Commission says they would curtail US GDP by up to 14 billion dollars and hurt American jobs.

It asks that EU officials be allowed to attend a Commerce Department hearing on the issue later in July.

European Commission President Jean-Claude Juncker plans to visit the US this month to discuss the matter with President Donald Trump.

Severe Tropical Storm Prapiroon is moving northward toward the Sea of Japan, bringing heavy rains to western Japan, including the main islands of Kyushu and Shikoku.

Japan's Meteorological Agency says that as of Tuesday afternoon, the storm was moving north-northeast at a speed of 30 kilometers per hour off Nagasaki Prefecture in Kyushu. Parts of the Prefecture were in the storm zone.

More than 10 people in Kyushu have suffered minor injuries due to the strong winds. More than 51,600 households there were without power as of Tuesday afternoon.

More rain is expected in Kyushu and Shikoku, as well as in areas further east through Wednesday. Evacuation advisories have been issued across the regions.

Meanwhile, Japan's northernmost main island of Hokkaido is experiencing a record rainfall due to a stationary front.

Seven countries and Taiwan opened an annual conference in Tokyo on Tuesday to preserve fisheries resources in the northern Pacific Ocean.

Representatives from Japan, China, South Korea, Russia, the US and others are taking part in the meeting of the North Pacific Fisheries Commission.

The delegates will discuss a Japanese proposal to introduce catch quotas for Pacific saury.

Japanese officials are concerned about the sharp rise in catches of Pacific saury by China and some other countries in recent years.

The fish is prized as an autumn delicacy in Japan. But the country's annual haul dropped 26 percent last year, hitting its lowest level in about half a century.

Japan has proposed setting annual catch quotas in proportion to the size of the stock.

But China and others are expected to disagree. They say stocks aren't depleted, so catch limits aren't necessary.
