People in western Japan are still struggling to deal with the extensive damage a week after torrential rains led to flooding and landslides. The number of dead has risen to more than 180 while crews frantically search for any signs of the more than 60 still missing.

This security camera footage shows how quickly a river in Ehime Prefecture flooded on Saturday. Drivers first watch, then flee the scene. Just 10 minutes later, the whole area is inundated.

A viewer took this video around the same time. He says he told a man in the parking lot to get in the back of a truck.

Dozens of missing people are believed to be in one of the hardest-hit prefectures... Hiroshima.
In Kumano, hundreds of police and firefighters are digging through thick layers of mud from a major landslide. Crews have been looking inside homes, but they've expanded the search to the mounds of mud around them.

At least 14,000 homes and buildings in Okayama prefecture have been damaged after some areas were turned into rushing rivers.

Across the region, about 5,500 people are staying in evacuation centers.

And more than 200,000 homes are without water. That's hampering clean-up work.

The lack of water can also make it harder to cool down... with daytime highs reaching 30 degrees Celsius in many areas. Officials are calling on evacuees and recovery workers to keep hydrated to avoid heatstroke.
Meanwhile, prefectural officials in Okayama are apologizing for trouble with emails about weather warnings and evacuation advisories. They say nearly 2 million e-mails were delayed for up to 2 hours last week because they were rejected as spam.

Japan's Prime Minister Shinzo Abe has pledged financial assistance to help local authorities dispose of debris from the rain-triggered disasters in western Japan.

The government's emergency response taskforce met on Thursday morning for the 4th time.

Abe told the meeting that the government has secured 54,000 privately-owned housing units and 17,000 public housing units to accommodate people affected by the disasters.

Abe also said the cleanup operations in the affected areas are expected to generate huge volumes of debris. He said the government is sending assistance teams of Environment Ministry officials and experts to help local municipalities cope with the situation.

Abe said the government will extend financial assistance for removing the debris and rebuilding disposal facilities.

He instructed officials to respond promptly to the needs of the survivors. He said the government may also provide assistance for the transportation of debris by the Self-Defense Forces and the coordination of the disposal work by local authorities.

Taiwan has made a donation to people affected by recent record heavy rain in western Japan.

The head of Taiwan's liaison office in Japan, Frank Hsieh, visited the Japan-Taiwan Exchange Association in Tokyo on Thursday.

Hsieh gave the association's head Yasuaki Tanizaki 20 million yen, or about 180,000 dollars, to help with reconstruction in regions hit hard by the record rainfall.

Hsieh expressed condolences to victims of the disaster and their families.

He said Taiwan and Japan are both prone to natural disasters and have helped each other every time either has been hit by one.
Hsieh added that people in Taiwan wanted to offer support the moment they heard the news, and that he hopes the donation will help rebuild affected areas.

Tanizaki expressed gratitude for the heartwarming message from Taiwan.

The donation is to be delivered to the affected regions through the Japanese Red Cross.

People in Taiwan donated in 2011 when northeastern Japan was hit by a powerful earthquake and tsunami, and in 2016 when the southwestern Japanese prefecture of Kumamoto was rattled by strong earthquakes.

Japanese and Indonesian coast guard teams have held a joint drill off the coast near Jakarta in an apparent bid to promote Japan's free and open Indo-Pacific strategy.

On Wednesday, Japan's patrol vessel Tsugaru took part in the final day of the 2-day exercise.

The scenario of the drill involved an Indonesian patrol vessel taking control of a suspicious boat that was being used to smuggle drugs.

Japanese officers then showed their Indonesian counterparts how to seize items of evidence and confirm the identity of suspects in custody.

Tsugaru's commanding officer Hirohisa Suzuki expressed the hope of continuing joint drills with Indonesians to sharpen their capabilities.

In light of China's increasing maritime advances in the South and East China seas, Japan and the United States have been promoting a free and open Indo-Pacific strategy that attaches importance to the rule of law and freedom of navigation.

People in Japan traditionally eat grilled eel in the summer and that means more sales for businesses that export the delicacy to Japan.

Eating grilled eel is a tradition said to boost stamina during the summer heat. Taiwan is the second-largest exporter of the fish to Japan and shipments are hitting their peak.

The exporters are getting higher prices this year because catches in Japan fell.

Workers at a Taiwanese fish farm packed 8 tons of eels to ship to Japan by air.

The farm says prices are about 20 percent higher than last year.

Demand for grilled eel is expected to peak around the Midsummer Day of the Ox. It's one of the hottest days of the year according to the Chinese calendar and falls on July 20th this year.

US retail giant Walmart is said to be sounding out potential buyers for its subsidiary in Japan, supermarket chain Seiyu.

The retailer is reportedly keen to streamline its global operations as it takes on Amazon and other online stores.

But analysts say Walmart could have trouble finding a buyer among Japanese retailers, which face intensifying competition in a sluggish consumer market.

Walmart acquired all of Seiyu's shares in 2008. The chain has over 300 outlets across the country. Some are open 24 hours a day, with a focus on affordable pricing.

Seiyu officials declined to comment on the reports.

The torch relay for the 2020 Tokyo Olympics will start in Fukushima Prefecture, with an emphasis on areas hit hard by the 2011 quake, tsunami and nuclear accident.

The route drawn up by the Tokyo Games organizing committee was approved at a meeting with the central and Tokyo governments on Thursday.

The torch relay will begin on March 26th 2020 in Fukushima and move southward to Okinawa Prefecture, before heading north again and arriving in Tokyo on July 10th.

The disaster-hit prefectures of Miyagi, Fukushima and Iwate will each have the flame for 3 days. Saitama, Chiba, Kanagawa and Shizuoka will also get the torch for 3 days. The 4 prefectures near Tokyo have multiple Olympic venues.

The flame will spend 2 days each in other prefectures and 15 days in Tokyo, taking 121 days in all and covering all of Japan's 47 prefectures.

The other proposed routes included one starting in Okinawa.

But the committee decided on the route originating from Fukushima to highlight a key theme of the Tokyo Games, the reconstruction from the 2011 disasters.

Regional committees to be set up in each prefecture will decide the more detailed routes by the end of this year.

The Tokyo Games organizing committee will announce the final route by the summer of 2019, after it is approved by the International Olympic Committee.
