Heavy rains in Hiroshima Prefecture have been subsiding over the past 2 days but another river has burst its banks. Local authorities have instructed residents to seek refuge.

The town of Fuchu issued the evacuation order on Tuesday for more than 23,000 people living near the Enoki River. It broke its banks after mud and wood piled up under a bridge. Some houses nearby have been inundated.

Town officials are instructing residents to move to shelters or other safe places. A kindergarten near the river is reportedly evacuating children and staff. The officials say there are no reports of injuries so far.

The prefectural government says its officials witnessed a wall of mud and water coming down the river in the morning, and a mudslide further upstream. It reportedly flowed over a sand control wall. Prefectural officials are investigating the possibility of another mudslide occurring.

People affected by record rainfall in western Japan remain without water and electricity due to damaged lifeline infrastructure.

The health and welfare ministry says 269,000 households remained without water as of 5 AM on Tuesday. At least 2,300 households were without power as of 11 AM.

NHK has learned that more than 8,400 people in 15 prefectures, mainly in hardest-hit Okayama and Hiroshima, were staying at shelters as of Tuesday morning.

The distribution of goods to the affected areas has been disrupted, mainly due to the suspension of freight train operations between the Tokyo Metropolitan area and the western regions.

Prime Minister Shinzo Abe has said the government will use a reserve fund to send relief goods to areas in western Japan that have been ravaged by record rainfall.

Abe was attending the third meeting of the government's emergency task force on the disaster on Tuesday.

He said many people have been forced to evacuate, and are struggling mentally and physically as the summer heat intensifies.

Abe said the government will use about 18 million dollars from the reserve fund to supply goods to affected areas.

Abe also said he has instructed relevant officials to send air conditioners, water and other items, without waiting for such requests from affected municipalities.

Abe noted that many roads have been closed and pointed to the need to facilitate transport of relief supplies and rebuilding efforts. There have also been reports of serious shortages of daily necessities.

The prime minister said he will designate some vehicles as emergency transport vehicles, so that they can supply goods to convenience stores and other locations quickly.

A very strong typhoon, Maria, is battering an island chain of Japan's southwestern prefecture of Okinawa.

The Meteorological Agency says that as of 5 PM on Tuesday, Maria was moving west near Miyako Island in the prefecture's western region at 30 kilometers per hour.

The agency says the typhoon is packing winds of up to about 180 kilometers an hour near its center and that its maximum gusts could reach 250 kilometers an hour.

Most of Miyako and the Ishigaki islands to the west are in the storm zone and under the typhoon's thick raincloud, with heavy localized downpours. Gusts of about 160 kilometers per hour were logged at an airport near Miyako in the afternoon.

The storm is forecast to continue moving west, bringing violent winds to the islands through Wednesday. It is also expected to move north of Taiwan and land in mainland China.

Weather officials are advising people to be on alert for strong winds and high waves.

US President Donald Trump has chosen conservative judge Brett Kavanaugh as his nominee for the Supreme Court.

Trump announced on Monday that he had tapped Kavanaugh to replace Justice Anthony Kennedy, who is retiring at the end of July.

Trump described Kavanaugh as a "judge's judge," with a proven commitment to equal justice under the law. He said there is no one more qualified for the position and no one more deserving.

The 53-year-old Kavanaugh is a federal appeals court judge. He once worked for Independent Counsel Kenneth Starr, who investigated Democratic former President Bill Clinton in the 1990s.

The retiring Kennedy was the swing vote in the 9-member Supreme Court, which was otherwise split between conservatives and liberals.

Although considered to belong to the conservative camp, Kennedy sometimes voted with the left on issues such as same-sex marriage.

If approved by the Senate, Kavanaugh's appointment could shift the Supreme Court to align more closely to Trump's views. Observers say this could have major implications on social issues, such as abortion, immigration, and gun control.

UK Prime Minister Theresa May faces a possible leadership challenge after Foreign Secretary Boris Johnson quit over Brexit strategy.

Johnson's resignation came hours after Brexit Secretary David Davis stepped down.

They opposed May's plan to seek a "softer" version of Brexit than the one she previously pursued.

Johnson was a key supporter for leaving the EU in the 2016 vote. British media say the round of resignations could prompt a no-confidence vote in May as head of her party.

May told a parliamentary session that she had listened to every possible version of Brexit over the past 2 years. She described her proposal as the "right Brexit."

The BBC quoted a Downing Street spokesperson as saying May is ready for any challenge to her leadership.

The de facto deadline for reaching a final Brexit deal with the EU is said to be October.

However, prolonged political instability could further undermine the talks between the UK and the EU.

The United Nations' annual forum on sustainable development kicked off on Monday at the UN headquarters in New York.

Ministers from around 50 countries will present their efforts to achieve the Sustainable Development Goals, or SDGs, adopted by the General Assembly in 2015.

The SDGs are a set of 17 objectives in health, education, the environment and other fields to eradicate poverty and income disparity by 2030.

Under-Secretary-General for Economic and Social Affairs Liu Zhenmin urged member nations to speed up international cooperation to achieve the SDGs.

Liu explained that economic losses caused by climate change topped 300 billion dollars last year. He also noted that conflicts forced an additional 3 million people to leave their homes.

The meeting will run through July 18th. Participants are expected to adopt a ministerial statement on the closing day.

Japan will host a reception at the UN headquarters on July 16th. The mayor of Osaka will present a bid to host the 2025 World Expo with a focus on SDG-related themes, including medical care and health.

The Japanese government has approved guidelines for the fiscal 2019 budget.

Ministers decided to limit the growth of social security expenditures at 5.4 billion dollars from the current fiscal year's initial budget.

Pensions and healthcare costs have been ballooning in step with Japan's aging population.

The guidelines also call for a 10 percent cut in discretionary policy spending. This covers public works and national defense projects, among other items.

Ministers earmarked 36 billion dollars for the government's economic growth strategy.
But they did not set numeric targets to offset the economic impact of the next consumption tax hike, scheduled for October 2019.

Ministries and government agencies will present their budget requests based on the guidelines by the end of August.
