Chinese Premier Li Keqiang has pledged to work with the ASEAN nations toward the conclusion within 3 years of a code of conduct covering the disputed South China Sea. The code is aimed at preventing conflict in the waters.

His remarks are being seen as an effort to highlight China's willingness to deal with maritime issues in the region, while keeping in check increasing US involvement.

Li gave an address in Singapore on Wednesday at a summit meeting of the Association of Southeast Asian Nations.

He said he hopes the code of conduct will contribute to peace and stability in the South China Sea.

A question remains, however, over whether any code of conduct will be legally binding to ensure its effectiveness. Li did not elaborate on the point.

Tension is mounting between the US and China, with Washington saying Beijing is building military facilities on man-made islands it has created in the waters without resolving territorial disputes with some countries.

South Korea's intelligence agency says it was aware of a missile base in North Korea before the facility was analyzed in detail by a US think tank.

In a report released on Monday, the Center for Strategic and International Studies, or CSIS, says that it located 13 bases that North Korea has not declared.

CSIS analyzed one of them, the Sakkanmol missile operating base, which is about 85 kilometers from the demilitarized zone in the province of North Hwanghae. It said the base currently houses a unit equipped with short-range ballistic missiles, but could easily accommodate more capable medium-range ballistic missiles.

South Korea's National Intelligence Service briefed lawmakers about the report in a closed-door National Assembly intelligence committee meeting on Wednesday.

According to participants at the meeting, an NIS official explained that there have been usual levels of activity at the Sakkanmol base. The official also reported that the agency has been sharing intelligence with the US about other nuclear and missile facilities as well.

South Korea's presidential spokesperson Kim Eui-kyeom said on Tuesday that North Korea never promised to shut down this missile base. He added that there is no agreement or negotiation that makes it mandatory for the North to shut down missile bases.

Media and others have criticized the spokesperson for sounding like a spokesperson for North Korea, and they say the administration of President Moon Jae-in is too conciliatory toward Pyongyang.

Crude oil futures continued to tumble in New York, sending the benchmark West Texas Intermediate to its lowest level in a year.

WTI futures sank to the lower 55-dollar range per barrel on Tuesday, down more than 7 percent from the previous day.

The declines fly in the face of speculation that oil prices would temporarily rise in the wake of economic sanctions imposed last week by the US, targeting Iranian crude.

The WTI's plunge comes on the back of rising US crude oil output and a stronger dollar.

Other major oil-producing countries are keen to shore up prices. A growing number of market participants believe that OPEC members will decide to reduce next year's output when they meet on December 6th.

The Australian government says people coming for working holidays will be able to extend their stay up to 3 years starting from July 2019. The change is aimed at coping with labor shortages at farms in the country.

Australia's working holiday visa currently allows young foreigners to stay up to 2 years while working.

The revised system allows visitors aged between 18 and 30 to apply to stay for a 3rd year. To do so, they need to complete farm or other designated regional work for 3 months in the first year and 6 months in the second year.

Australia is one of the most popular destinations for working holidays. The Japan Association for Working Holiday Makers says about 10,000 Japanese visit the country annually under the program.

Japan's government expects to take in some 345,000 foreign workers through fiscal 2023 to make up for the country's labor shortage.

The government presented the figure in the Diet on Wednesday after the opposition asked how many new foreign workers to expect if revised immigration legislation takes effect next April.

The government said Japan needs some 586,000 more workers. Around 33,000 to 48,000 foreigners are expected to enter the country to work in the fiscal year starting in April 2019.

7,300 of them are to work in agriculture, 7,000 as building cleaners and 6,800 in food and beverage production.
The worker shortage is likely to grow to 1.45 million in the fiscal year starting April 2023.

Around 263,000 to 345,000 foreign workers are expected to come to Japan during that time, with 60,000 employed in nursing care, 53,000 in restaurants and 40,000 in construction.

Okinawa Governor Denny Tamaki is planning to hold a referendum early next year on a plan to relocate a US air base within the prefecture.

The prefecture announced an ordinance on October 31st calling for a referendum on reclaiming the coastal area of Henoko in Nago city to relocate the US Marine Corps Futenma Air Station. It said the vote will be held within 6 months, or by the end of April.

Tamaki has been in the US meeting government officials to convey his opposition to the relocation plan. He spoke to reporters on Tuesday in New York.

Tamaki said he wants to hold the referendum as soon as possible, but municipalities need time to prepare.

He said he's thinking sometime between the end of January and the end of February to avoid the fiscal year-change hassle in March and April.

Four of the 41 municipalities in the prefecture have not made clear whether they will provide staff for the referendum.

Japan's economy contracted for the first time in 2 quarters. Government officials say a string of natural disasters in the period dented exports and consumer spending.

Gross domestic product in the July-September period shrank an inflation-adjusted 0.3 percent from the previous quarter. That translates to an annual contraction of 1.2 percent.

Officials say exports dropped 1.8 percent due to an earthquake and typhoons. One powerful storm in September forced the temporary closure of Kansai International Airport, which serves as a logistics hub.

The disasters also dampened foreign tourists' spending, which is included in exports.

Personal spending fell 0.1 percent as the weather discouraged consumers from visiting department stores and tourist spots.

Public spending tumbled 1.9 percent. Corporate investment in facilities and equipment fell 0.2 percent.
