Nissan Motor Chairman Carlos Ghosn is suspected of directly instructing his close aide by email to make a 1.5 million dollar payment to remodel his home in Lebanon.

Tokyo prosecutors arrested Ghosn on Monday for allegedly understating his income by 5 billion yen, or about 44 million dollars, in securities reports.

Ghosn has been accused of making Nissan purchase luxury residences for him using the company's investment funds, including in Rio de Janeiro, Brazil and Beirut, Lebanon.

Informed sources say Ghosn allegedly sent an email telling an executive, who is a close aide, to arrange a payment for the Lebanon house.

Sources say about 9 million dollars was spent to purchase it and about 6 million dollars went for renovations.

Prosecutors are believed to have obtained emails between Ghosn and his close aides as part of their investigation into his suspected financial misconduct.

They allege that Ghosn gave email orders to another close aide, Nissan Representative Director Greg Kelly, to underreport his income in securities statements.

Kelly was also arrested for his involvement in the alleged financial misconduct.

Some French media are speculating that Ghosn's arrest is part of a plot. The newspaper Le Monde on Wednesday quoted a source as saying the arrest appears to be an ouster of Ghosn from Nissan.

In another article on Thursday, the newspaper referred to a report that Ghosn had proposed a merger between Nissan and Renault, which the Japanese carmaker strongly opposed.

The French paper claims a growing number of business leaders in France believe the merger proposal prompted Nissan to take such tough action.

French Economy Minister has also weighed in. Bruno Le Maire says there's nothing to support the allegation that led to the executive's arrest.

The minister is apparently dissatisfied with the Japanese side, which has yet to provide evidence for Ghosn's alleged wrongdoing.

Lebanon's information minister has told NHK that he feels bad about the arrest of Nissan Motor chairman Carlos Ghosn as people in the country respect him as a great businessman who holds Lebanese citizenship.

Ghosn spent more than 10 years of his childhood in Lebanon where his parents are from. He has strong ties with the Middle Eastern country and has often visited there.

Information minister Melhem Riachy expressed concerns about overheated press reports. He stressed people should wait for the Japanese court ruling as Ghosn has not been found guilty yet.

Riachy said many Lebanese people want to clarify the reason why he was arrested.

He also said he is willing to support Ghosn in various ways including sending Lebanese lawyers.

Sources say Nissan Motor provided Ghosn with a house in a high-end residential area in Beirut several years ago without any legitimate business reason. He was seen checking the renovations himself by local people.

A female college student says that her parents seemed disappointed by the news of Ghosn's arrest as they think he is a successful businessman.

Some are showing their support for Ghosn.
A man running a sightseeing business says the money in question is a small amount for Ghosn. He also said Ghosn may have been entangled in some plots.

US Defense Secretary James Mattis has announced that the joint military exercise with South Korea scheduled for next spring won't be cancelled but will be scaled back in consideration of denuclearization talks with North Korea.

The US Defense Department canceled a regular joint exercise with South Korea in August, and a large-scale air exercise scheduled for next month, following the US-North Korea summit in June of this year.

Mattis told reporters on Wednesday that next year's US-South Korean exercise, known as Foal Eagle, would be "reorganized to keep it at a level that will not be harmful to diplomacy."

There had been speculation that Foal Eagle would be called off as US President Donald Trump seeks a second summit with North Korean leader Kim Jong Un early next year.

On the other hand, there were concerns that cancelling multiple joint exercises would reduce the troops' rapid response capabilities.

The United Nations Security Council says it may simplify the procedure to exempt humanitarian assistance from its sanctions against North Korea. There are concerns the process of delivering aid to people in the country is too cumbersome.

The Security Council held a closed-door meeting on Wednesday to discuss a report on the implementation of its sanctions against the North's nuclear and missile development.

After the meeting, Swedish Ambassador Olof Skoog, representing the council, read from a statement.

The statement noted the North Korean government has the primary responsibility to provide funds to address the country's serious shortages of food and medical services.

He also said the process to exempt humanitarian assistance from the sanctions is cumbersome, and that humanitarian agencies are concerned about the delays in the council's sanctions committee for approving these exemptions.

Specifically, the council refers to procedures at banks and customs to send money and relief supplies to aid workers from the UN and other countries stationed in North Korea.

The United States is maintaining a cautious stance on adopting exceptional measures, citing the possibility of financial aid being diverted to the North's nuclear and missile development.

But following developments of the US-North Korea summit in June, China, Russia, and some African and European countries are calling for expanding humanitarian assistance.

Attention is now focused on how the latest statement will prompt the sanctions committee to review and simplify the process for exemptions, and how that will increase aid for North Korea.

Interpol has a new president, South Korea's Kim Jong-yang. He beat a Russian candidate who was viewed with deep suspicion by officials in the US and Europe.

Kim will succeed China's Meng Hongwei. He disappeared during a trip to China in September and then resigned from the post.

Chinese anti-corruption authorities have said they are investigating Meng.

The US and its European partners lobbied hard against Russian candidate Alexander Prokopchuk.

They said if he won, Moscow would keep pursuing dissidents with Interpol's tools.

Russia accused critics of a smear campaign.

Kim will serve as the organization's president until 2020.

The head of the International Committee of the Red Cross says he doubts Rohingya refugees will be able to return home any time soon.
Peter Maurer's comments come after last week's failed attempt to repatriate refugees from Bangladesh to Myanmar.

The head of the ICRC says Bangladesh and Myanmar might feel ready to send thousands of Rohingya Muslims home.
But Peter Maurer says refugees still don't feel safe.

ICRC President Maurer said "There is a political will to demonstrate that things are different from 1 year ago, and the political will to demonstrate that has translated into an agreement between the two governments."

The head of the ICRC added "The security situation may be better as seen by the security forces, but there is also a subjective impression of security. And obviously what has transpired in the reaction of refugees over the last couple of days is that they don't feel comfortable in going back. So this is a very delicate situation."

About 720,000 Rohingya Muslims fled to neighboring Bangladesh in the wake of a violent crackdown by Myanmar's security forces last year.

UN investigators have concluded that Myanmar's military carried out genocide and crimes against humanity.

Amid ongoing safety fears, Dhaka and Naypyitaw had agreed to begin sending people home on November 15th . But that never happened.

Myanmar said Bangladesh bungled the process and Bangladesh said it couldn't find anyone who wanted to go.

The ICRC has a unique vantage point. It's the only international aid agency allowed to operate on both sides of the border in Myanmar's Rakhine State and in Bangladesh's refugee camps.

Initially, the group's role was to provide emergency relief.
But now Maurer says it's more complex.

ICRC President Maurer said "Rakhine State is one of the most complex situations that we are working in because it is not only just a conflict between an army and armed groups, but it's a conflict also and it's tension among communities, it's minority and majority relationships, cultural, economic and political tensions which materialized .... So the response is logically a complex one."

According to Reuters, Bangladesh will likely put off the issue of repatriation until the new year.

Maurer says there's more to it than simply going home.

ICRC President Peter Maurer said "We don't know any other context in the world where successful return is happening, if it is not happening with certain rights for people, in order to stabilize lives and livelihoods, in order to regain economic activity, in order to go back to the markets, you have to have freedom of movement, you have to have some economic rights. It is flowing out of the necessity of not prolonging humanitarian work but bringing people back to normalcy."

Maurer says there's still a long way to go before that sense of normalcy returns to Rakhine State, meaning there will be no quick solution when it comes to repatriation.

A Japanese government survey has found that around 40 percent of construction firms employing foreign workers under an emergency program have had problems about payments.

In order to alleviate labor shortages in the lead-up to the Tokyo Olympic and Paralympic Games in 2020, the government is allowing firms in the construction and shipbuilding industries to hire more foreigners than allowed in the past.

Chief Cabinet Secretary Yoshihide Suga said on Thursday that the land and infrastructure ministry conducted a survey in fiscal 2017 on 518 firms.

Suga said the ministry is instructing relevant firms to improve the situation. He added that the government needs to continue to supervise and give guidance to the industries.

Suga was asked whether similar problems could occur if Japan expands the ranks of foreign workers by creating new visa statuses beginning in April next year.

The top government spokesperson responded that the government will make sure that foreigners will be paid at least the same as Japanese workers.

He added that a new agency overseeing immigration will be created to ensure proper oversight on firms that employ foreign labor.

Officials at Japan Airlines say they were forced to cancel a domestic flight after it was overbooked. The move stranded about 400 passengers.

JAL-335 was scheduled to leave Tokyo's Haneda Airport around 8 PM on Wednesday for Fukuoka. The officials say they accepted about 400 reservations, 25 more than the airliner's seating capacity.

Staff asked if some passengers would be willing to take other flights. But the airline wasn't able to arrange the flight to arrive in Fukuoka before the airport closed for the day.

Some passengers had to spend the night in Haneda Airport.

A passenger said, "Today is my daughter's birthday, but I just called her and we can't do anything now. I'm angry but it's not as if screaming about it will help."

Airlines often overbook flights, anticipating some cancellations.
