Leaders from 21 Pacific-rim economies have begun their summit in the south Pacific nation of Papua New Guinea.

The Asia-Pacific Economic Cooperation summit began with a dinner in the nation's capital Port Moresby on Saturday evening.

Japanese Prime Minister Shinzo Abe arrived in the country earlier in the day. He joined US Vice President Mike Pence and Chinese President Xi Jinping in attending a meeting of the APEC business advisory council.

Abe also attended a dialogue session with Pacific island nations including Fiji and Micronesia.

During the 2-day summit, the APEC leaders will discuss deepening regional economic integration amid a rise in protectionism.

Prime Minister Abe plans to stress that no countries benefit from retaliatory trade restrictions. At a time when the United States and China are embroiled in a trade dispute, he plans to express his commitment to establishing free and fair trade rules.

Abe also plans to state that infrastructure projects must meet international criteria in terms of transparency and the fiscal soundness of recipients. He will make the comments at a time when China is trying to expand its influence through infrastructure assistance to developing countries.

The summit will close on Sunday after the leaders adopt a declaration.

Chinese President Xi Jinping has criticized protectionist policies by the US administration while promoting his country's Belt and Road economic initiative.

Xi was speaking to business leaders from the Asia-Pacific region in Port Moresby, Papua New Guinea on Saturday, ahead of a summit of the Asia-Pacific Economic Cooperation forum.

From the start of his speech, Xi said the shadow of protectionism and unilateralism was hanging over global growth. He added that such approaches would only add uncertainty to the world economy.

Xi said rules should be drawn up by the international community and not by someone exerting power.

Xi expressed his willingness to resolve trade frictions through dialogue, saying that "history has shown that confrontation, whether in the form of a cold war, a hot war or a trade war will produce no winners."

The Chinese president referred to the China-led Belt and Road plan, which aims to create a huge economic zone. He said it "does not exclude anyone" nor is it "a trap". He said it will allow countries to develop together.

Xi announced plans to hold another Belt and Road forum in his country next April and expressed hope to expand the initiative to the entire Asia-Pacific region.

US Vice President Mike Pence has criticized China for creating massive debt burdens through infrastructure assistance to recipient countries in the Indo-Pacific region.

Pence was speaking to a forum of world business leaders in Papua New Guinea's capital, Port Moresby, on Saturday, ahead of the Asia-Pacific Economic Cooperation summit there.

He pointed out that many of China's infrastructure projects come with conditions and saddle the recipients with loans they can't afford.

He told the audience not to accept foreign debt that could compromise their sovereignty.

Pence said infrastructure projects are a top priority for the Indo-Pacific region. He pledged 60 billion dollars in development financing.

The vice president stressed that his country is working with allies such as Japan and Australia for regional development. He said the US, along with Japan, will offer 10 billion dollars for energy infrastructure in the region.

In reference to trade friction with China, he voiced his country's hardline stance. He said the US will not change course until China changes its ways.

Reports in US media say the CIA believes Crown Prince Mohammed bin Salman of Saudi Arabia ordered the killing of journalist Jamal Khashoggi.

Khashoggi was an outspoken critic of the Saudi rulers. He was murdered inside the Saudi consulate in Istanbul on October 2nd.

The website of the Washington Post reported on Friday that the CIA examined multiple sources of intelligence.

The agency reportedly received an audio recording from Turkey that indicates Khashoggi was killed immediately after entering the consulate building.

The newspaper said the CIA also examined a call from an alleged member of the hit team to a close aide to the crown prince to report that the mission was complete.

The Wall Street Journal carried an online report quoting a US government official who said the murder could not have been carried out without the involvement of Prince Mohammed.

Saudi Arabia announced on Thursday that its investigation into the killing found that it was an operation by rogue agents. The country strongly denied that the Prince was involved.

US President Donald Trump has called for the truth on the case. But he appears reluctant to press the Saudis, who have strong economic and security ties with the United States.

A funeral for Saudi Arabian journalist Jamal Khashoggi has been held in Turkey without his body, which has not been found since he was killed last month.

A local group of journalists held the funeral at a mosque in Istanbul on Friday. Many mourners offered prayers for Khashoggi, who was murdered at the Saudi consulate in the Turkish city in October.

Yashin Aktay, an adviser to Turkish President Recep Tayyip Erdogan, said the Turkish government will continue to ask who the real perpetrator is, and where is the journalist's body.

Saudi Arabian prosecutors on Thursday indicted 11 people for allegedly playing a role in the murder. They denied that Crown Prince Mohammed bin Salman was involved in the case.
The Turkish government says part of the prosecutors' announcement is unsatisfactory.

A friend of Khashoggi who attended the funeral said the Saudi authorities' explanation is meaningless, and demanded they reveal who ordered the killing.

A US research group says North Korea continues to conduct infrastructure improvements at a nuclear facility.

The 38 North group has analyzed new satellite imagery of the Nyongbyon nuclear site.

The group says photos taken on November 2nd indicate ongoing work including dredging of a river near a pump house. The facility draws cooling water for a reactor.

Previous analysis of the site pointed to modifications to a cooling system. The researchers detected a minor flow of water from a cooling water outfall. They say the small movement of water indicates the reactor is unlikely to be operating.

But they add new excavation has started along the road near the reactor.

At an inter-Korean summit in Septemer, the North indicated it is ready to close the Nyongbyon facility if the United States takes reciprocal steps. The North apparently continues work at the site as it gauges Washington's reaction. Talks between the 2 countries remain deadlocked.

Fans of Japanese animated cartoons have flocked to an event in New York dressed up in costumes of their favorite characters.

The second edition of the event, which opened on Friday, was organized by anime fans residing in the US city.

Participants dressed up as anime characters took photos of each other and bought goods at booths set up by Japanese toy makers.

The organizers say Japanese anime is very popular and that they expect about 30,000 visitors during the 3-day period through Sunday, exceeding last year's figure.

A man impersonating the main character Luffy in the comic series "ONE PIECE" said he learned about courage from Japanese anime. He added he's excited to meet many anime characters at the event.

One of the organizers, Peter Tatara, said Japanese anime and manga are popular among Americans regardless of gender and age.
