Japan's governing coalition parties say that they want the Diet to enact during its current session a bill aimed at allowing more foreign workers in Japan. Opposition parties are calling for thorough deliberations.

Senior officials from both sides discussed the legislation on an NHK program on Sunday. The bill to revise the immigration control law was submitted to the Diet on Friday.

The policy chief of the main ruling Liberal Democratic Party, Fumio Kishida, said Japan's labor shortage is serious and affects every type of business.

He said some people argue that it is too early to introduce a new system from April next year. But Kishida said that the government needs to quickly consider concrete measures to deal with the labor shortage.

The policy chief of junior coalition partner Komeito, Noritoshi Ishida, said voices have been raised pointing to the counry's chronic labor shortage. He said that something has to be done about it.

He said Diet deliberations will clarify issues with the bill, and called for cooperation from the opposition so that debate can begin soon.

Akira Nagatsuma, deputy president of the largest opposition party, the Constitutional Democratic Party, said the government is trying to increase the number of foreign workers without discussing issues such as teaching them Japanese, housing or social security.

He said thorough discussions are necessary. Nagatsuma said that his party won't enter deliberations unless the governing parties promise to discuss the legislation through next year's ordinary Diet session.

North Korean leader Kim Jong Un has stressed friendship with China at an event held by the 2 countries in Pyongyang.

Korean Central Television reported that Kim attended a joint performance by artists from North Korea and China on Saturday.

The event came amid stalled US-North Korea talks over the North's denuclearization.

During the performance, a screen showed past leaders from both sides shaking hands with each other, including Kim Il Sung and Deng Xiaoping, and Kim Jong Il and Hu Jintao.

Kim later said his country and China have a traditional, cordial relationship that has overcome all kinds of difficulties.

Kim added he is sure relations will further develop toward a bright future, and expressed his gratitude to Chinese President Xi Jinping.

The 2 countries have recently been restoring ties. Kim has made 3 visits to China this year.

Japanese Foreign Minister Taro Kono has urged the South Korean government to abide by the 1965 bilateral agreement regarding wartime compensation.

Kono made the remark on Saturday in response to South Korea's Supreme Court ruling. The top court on Tuesday ordered a Japanese steelmaker to pay 4 Korean men about 90,000 dollars each. It says they were forced to work for the company during Japan's colonial rule.

The foreign minister said the issue of compensation for South Korean workers was dealt with during the negotiations that were aimed at normalizing ties.
He said the two sides agreed that Japan would give South Korea economic assistance.

Kono also said that Seoul had agreed to take responsibility for compensating South Korean citizens individually.

The foreign minister added that the court ruling completely goes against the bilateral agreement and is totally unacceptable to Japan.

Following the 1965 agreement, Tokyo provided Seoul with economic assistance worth 500 million dollars. At that time, the amount was equal to more than one and a half times South Korea's annual national budget.

Japanese researchers say they have determined that the H7N9 avian influenza virus can be transmitted via respiratory droplets. It's the first time researchers have confirmed that a bird flu virus can be spread by airborne droplets.

The researchers say a new type of influenza comes about when a bird flu virus accumulates genetic mutations and becomes transmissible to humans.

In 2013, cases of humans infected with the H7N9 strain were first reported in China. More than 1,500 people, many of them in China, have contracted the virus, mainly from birds.

A research group, headed by Professor Yoshihiro Kawaoka at the University of Tokyo, conducted a study using ferrets. The team says they discovered that the virus exits through an infected animal's droplets.

They placed 2 ferrets---one healthy and one with the virus---in 2 separate cages that were 7 centimeters apart. Four days later, they confirmed that the previously healthy ferret was infected.

The researchers also found droplets containing the virus 80 centimeters away from the sick animal.

Previously, it was believed that avian flu viruses were not present in the droplets of infected mammals.

Professor Kawaoka warns that the H7N9 strain has the potential to cause a global pandemic.

An event in Peru's capital Lima featuring anime is attracting a big crowd. The 4-day event organized by local fans is the largest of its kind in South America.

Panel discussions featuring Spanish voice actors for the hit Japanese anime "Dragon Ball" and a karaoke competition of Japanese anime songs are especially popular.

In another competition, children dressed up as anime characters played out some scenes, receiving big applause from audience.

Japanese anime has a large following in Peru. Japanese titles have been run repeatedly on cable television networks for the past 2 years.

Some parents are even naming their babies after anime characters.

A woman who came to the event said that Japanese anime is really cool and that each title is unique and refreshing.

Organizers hope to attract about 100,000 visitors by the time the event closes on Sunday.

Japan's government-affiliated financial institution says the 4 major natural disasters that hit the country this year are expected to have a negative impact on the country's economy of more than 10 billion dollars.

The 4 disasters are the earthquake that hit northern Osaka Prefecture in June, record rainfall in western Japan in July, Typhoon Jebi in September and the earthquake in Hokkaido, also in September.

The Development Bank of Japan estimated the impact they made on companies' production and continue to have on tourism.

The bank says the negative impact on the manufacturing sector totaled 4 billion 770 million dollars. That's due to damaged production facilities at automotive, electronic component and other factories.

The impact is estimated to be about 4 billion dollars in the non-manufacturing sector, where business was disrupted by power outages and by cancellations of and delays to public transportation.

A decline in the number of foreign tourists is estimated to have an impact worth about 1.4 billion dollars on consumption and related production activity.

The institution says investment for recovery should focus on increasing productivity and competitiveness, rather than restoration.

The bank also recommends that companies review their emergency business continuity plans, learning from the closure of airports and large-scale power outages during this year's disasters.
