Weather officials say extremely heavy rain is likely to continue in southwestern Japan's Kyushu region, especially Kagoshima Prefecture, through Thursday. Some parts of the region are already facing a high risk of mudslides and flooding.

The officials may issue emergency warnings if downpours continue for several hours in the same areas. They are encouraging people in the region to evacuate without waiting for advisories to ensure their safety.

The meteorological agency says rain clouds are developing as a seasonal rain front hovers over the region and warm, humid air flows in.

Rainfall in some parts of southern Kyushu has reached 1,000 millimeters since Friday.

In some parts of Kagoshima Prefecture, it has amounted to between 500 to 600 millimeters in the last three days.

Weather officials have issued mudslide warnings in Kagoshima, Kumamoto and Miyazaki prefectures.
As of 5 p.m., risks of flooding were also increasing for low-lying areas near rivers in some parts of Kagoshima and Miyazaki Prefectures.

The officials say the rain front will become more active by Thursday, with localized downpours of more than 80 millimeters per hour for Kyushu.

There is also a chance of downpours in western Japan through Thursday night and in eastern Japan through noon.

Residents of the entire city of Kagoshima in southwestern Japan have been ordered to evacuate, as continuing heavy rain may trigger mudslides or other disasters.

As of 10:30 a.m. on Wednesday, the city had issued the evacuation order to nearly 595,000 people of about 275,000 households across the city.

Evacuation advisories have also been issued to about 458,000 people of about 219,000 households in other parts of Kagoshima prefecture, as well as Kumamoto and Miyazaki prefectures.

Municipalities have issued both advisories and orders, which are both at a second highest level of 4 on a 5-stage warning system concerning heavy rain. Orders are more urgent than advisories.

An evacuation advisory urges people in the designated area to evacuate promptly to shelters prepared by municipalities or other safe places.

An evacuation order is issued when the likelihood of a disaster becomes more pressing, and is designed to make people aware of the urgent need for evacuation. In the case of an evacuation order, everyone concerned should evacuate immediately. Those who find it more dangerous to move to a designated shelter should flee to a safer place nearby, or move to higher floors of their homes.

Japan's carriers are now offering users a function to register and check whether a person is safe at a time when continued heavy rain is hitting Kyushu in southwestern Japan.

Three major mobile phone carriers -- NTT Docomo, KDDI and Softbank -- are now operating the disaster message board. Users can post their safety status in text messages to the internet using smartphones or other mobile phones. The information can be checked from smartphones, other mobile phones and PCs.

The carriers are also running a service allowing users to post voice massages with an app, which will then be delivered to the users of specified mobile phone numbers.

Fixed-line carriers NTT East and NTT West are also offering a disaster emergency voice message dial service. Users should dial 171 from mobile or conventional phones. Their messages are recorded when their phone numbers are input. The message can be played back when dialing 171 and inputting the phone number.

The two carriers also started an online service that allows users to record and check messages via the internet. The website is https://www.web171.jp.

Japan's defense minister has apologized to the governor of Yamaguchi Prefecture for giving inappropriate explanations about a plan to deploy a missile defense system there.

Takeshi Iwaya visited the western prefecture to discuss the issue with Governor Tsugumasa Muraoka on Wednesday.

The government plans to deploy the land-based missile interceptor system known as Aegis Ashore in Hagi City.

But the study presented to the candidate site was found to cite the height of a hill in the area that was inconsistent with a figure given by the Geospatial Information Authority of Japan.

In the meeting, Iwaya apologized for causing concern and promised that the government will conduct more surveys.

Iwaya called the missile defense system a pillar of the country's defense capabilities and pledged to seek the understanding of residents by providing more detailed information.

Muraoka said the data is the basis for assessing possible effects of the project and asked Iwaya to make it reliable.

Muraoka also asked the government to take measures to prevent a recurrence and to give detailed explanations to residents.

A town next to Hagi has been opposed to the deployment. Its mayor said the operation runs contrary to the town's settlement plan.

The ministry has also been under fire for an erroneous study related to another candidate site in Akita City, northern Japan.

The new Chinese ambassador to Japan has expressed his resolve to help develop bilateral relations.

Kong Xuanyou gave a speech at a welcome reception on Tuesday in Tokyo. About 1,000 people from political and business circles attended the event.

Speaking in Japanese, Kong mentioned a meeting between Chinese President Xi Jinping and Japanese Prime Minister Shinzo Abe on the sidelines of last week's Group of 20 summit in Osaka.

Abe invited Xi to visit Japan as a state guest next year and the Chinese president suggested that he would accept the offer.

The ambassador said the meeting made a great contribution to the further improvement of bilateral relations.

He added that he will work with the Japanese government and leaders from other sectors to implement the important consensus that was reached by the two countries' leaders.

Kong has worked at the Chinese Consulate-General in Osaka and the Embassy in Tokyo for a total of 15 years.

China says it will speed up the pace of easing rules on foreign investment in its financial industry.

Premier Li Keqiang made the announcement at the World Economic Forum in the Chinese city of Dalian on Tuesday.

Li said Beijing is committed to opening up China's markets so that the business environment is aligned with international standards.

He added that China's economy faces challenges in maintaining stable growth and that this is affecting some businesses and exports.

Li said China will abolish ownership limits on foreign investments in securities, futures, and life insurance by 2020, a year earlier than scheduled.

The US has pressured China to improve foreign access to its financial markets. Both countries have imposed sanctions on each other's products as part of a broader on-going trade conflict.

Chinese President Xi Jinping and US President Donald Trump agreed in a meeting on June 29 to resume stalled trade negotiations.

Analysts say Li's remarks at Dalian are part of Beijing's efforts to gain an upper hand in the talks with the US.

The European Union has nominated the chief of the International Monetary Fund, Christine Lagarde, as the next president of the European Central Bank.

EU leaders agreed on the nomination at their summit on Tuesday.

Lagarde will become the first woman to head the ECB when she succeeds Mario Draghi in November, pending approval from EU leaders.

The ECB is considering additional monetary easing as the 19-member eurozone economy is slowing.

Observers say that, once Lagarde assumes the new post, she will face the challenge of navigating one of the world's largest economies.

Lagarde has been the IMF's managing director since 2011. She is also a former French finance minister.

Lagarde said in a statement that she is honored to have been nominated for the presidency of the European Central Bank.

She added that she has decided to temporarily relinquish her responsibilities as managing director of the IMF during the nomination period.

The US has indicated it will allow the sale of "lower-tech" chips to China's Huawei Technologies. White House trade advisor Peter Navarro said in an interview with US media that such sales do not impact US national security.

He said," A small amount of low-level chips are going to be sold to keep systems going, and that's not a bad thing, when it get us back to the bargaining table with China".

Navarro stressed however that Washington maintains its policy of banning US companies from doing business with Huawei for next-generation 5G networks. The measure has affected many firms, including Japanese businesses.

The US is expected to release a list of products allowed to be sold to Huawei.

Tokyo's New National Stadium, the main venue for next year's Olympics and Paralympics, has been shown to media ahead of its planned completion this year.

The stadium is about 90 percent finished. It's scheduled to be completed at the end of November.

Journalists were allowed inside on Wednesday, almost a year before the games' opening.

The stadium's three-tiered stands are white, green and brown, and its roof, completed in May, is made from trees grown in Japan.

About 45,000 of its 60,000 seats have been installed, as well as 185 blowers for cooling down spectators.

Test images were displayed on two screens measuring more than 30 meters wide and nine meters high.

The stadium's pedestrian deck features trees from Japan's 47 prefectures.

About 2,400 people are working on the arena. They are to start laying the turf for its field this month, and begin work on its tracks next month.

A public opening event is scheduled for late December.
