The US Geological Survey says a magnitude-7.3 quake struck Indonesia on Sunday afternoon.

The USGS says the focus of the quake was Halmahera Island, east of Sulawesi, at a depth of 10 kilometers.

Indonesian disaster management officials say there is no risk of tsunami, but they are checking if the quake has caused any damage.

New York City was hit by a major blackout that lasted about five hours before power was fully restored.

The blackout started shortly after 6:30 p.m. on Saturday, bringing subways to a stop and leaving people stuck in elevators.

A power company says on its website that more than 73,000 customers were affected, including residences and restaurants around Times Square.

Firefighters have been responding to calls of people trapped in elevators.

The outage brought the subway system to a halt in west Manhattan. Some stations were temporarily cordoned off.

Traffic lights went out, forcing people, including tourists, to remain on sidewalks. Some people were seen using flashlights.

New York Mayor Bill de Blasio said the blackout was caused by a mechanical issue and that police have confirmed there was no foul play.

The utility is working to restore power and is investigating the cause of the outage.

A woman in her 60s from Nagoya, Japan, said the blackout hit when she was waiting in line at a theater to see a musical. She said she was disappointed that the performance was canceled.

Saturday marks the anniversary of the 1977 New York City blackout that lasted two days and led to widespread looting.

Britain's foreign secretary says an Iranian tanker seized off the British territory of Gibraltar could be released if Tehran guarantees that the ship would not head to Syria.

Jeremy Hunt talked by phone with Iran's Foreign Minister Mohammad Javad Zarif on Saturday. It was their first discussion since the tanker was intercepted on July 4.

Britain says the vessel was carrying oil to Syria in violation of European Union sanctions. Iran denies the claim.

Hunt told reporters that his talks with Zarif were constructive. He said Britain would facilitate the ship's release if it received guarantees that the vessel would not be going to Syria, following due process in Gibraltar courts.

Iran's Foreign Ministry said Zarif told Hunt that there was no legal problem with the tanker's destination and again called for its quick release.

The incident has stoked tension between the two countries.

Britain said on Thursday that Iranian boats tried to impede the path of a British oil tanker near the Strait of Hormuz. It said the boats were turned away by a Royal Navy frigate. Iran has dismissed the claim.

People in Germany have been remembering Chinese activist and Nobel Peace Prize laureate Liu Xiaobo on the second anniversary of his death.

An event was held at a church in Cologne, Germany, on Saturday to commemorate the pro-democracy activist.

Liu died of cancer on July 13, 2017, after years of incarceration. He was critical of China's one-party rule and was sent to prison.

He was awarded the Nobel Peace Prize in 2010 while still in prison.

Liu's widow, Liu Xia, who lives in Germany, did not attend the ceremony, reportedly due to health reasons.

She was under house arrest for nearly eight years when she was allowed to leave China to go to Germany last year.

The ceremony featured video of Liu shown under a banner reading "freedom."

One of the participants said that they gathered to remember and show respect to Liu, who worked and died for human rights in China.

Also on Saturday, hundreds of people attended an event in Hong Kong to remember Liu.

Taiwanese President Tsai Ing-wen has called on US businesses to invest in Taiwan, which she says has a free business environment.

She spoke at a US-Taiwan Business Summit during a stopover in New York, at a time when the United States and China are locked in trade frictions.

She said that US and Taiwanese firms are working together closely as good, reliable partners.

She added that supply chains for the IT industry in the US and Taiwan are intertwined.

Tsai said that compared with China, Taiwan has a free and rule-based business environment and respects intellectual property.

Recently Taiwan has seen highly-talented workers seeking jobs with better pay in China.

But US IT giants such as Google and Amazon have increased investment in Taiwan and are establishing bases there.

Taiwan hopes to leverage such moves to retain its high-quality human resources.

As Olympic fever swells in Tokyo, people are getting a chance to see a long-lost documentary about the first time the capital hosted the Paralympic Games.

"Tokyo Paralympic Ai To Eiko No Saiten," or "Tokyo Paralympics: Festival of Love and Glory," documents the lives of foreign Paralympic athletes in 1964 and how they give hope to the Japanese athletes as they get to know each other.

The film was released in 1965 but disappeared when the production company went bankrupt six years later.

Movie distributor Kadokawa, which bought the assets of the production company, found a copy of the film in a studio in Tokyo.

They screened it for the first time in decades at Sophia University, which focuses on educating the public about the Paralympics.

A woman in her 30s said that it's such a precious film, showing how things were in those days. She said she hopes many people watch the film before the 2020 Paralympics.

Kadokawa says the film will appear in movie theaters by next spring.

Deer have been summoned from the woods in a ritual ceremony at a park in Japan's ancient capital of Nara.

The deer calls are held every year in the summer and winter at Nara Park. The wild deer are designated by the government as a protected species.

The summer season got underway on Sunday morning when a member of a local foundation that protects the animals blew a ceremonial horn.

About 70 deer emerged from the forest one after another to the sounds of Beethoven's Pastoral Symphony.

Tourists watched as they were treated to acorns.

Some people took photos with the animals and fed them with special crackers.

A visitor from Okayama Prefecture said she had never seen the ceremony before and there were more deer than she had expected.

The deer calls will be held every Sunday from 9:30 a.m. until September 22.
