The Australian women's softball team has arrived in Japan for a pre-Olympic training camp. Officials say they are among the first athletes to come to the country for the Tokyo Games, which was postponed by a year due to the coronavirus pandemic.

About 30 players and staff members from Australia arrived at Narita Airport, near Tokyo, on Tuesday morning.

The team will stay in the city of Ota, Gunma Prefecture, north of Tokyo, until July 17 to prepare for their first game at the Olympics.

City officials say the players and staff were vaccinated before coming to Japan, and that they will be tested for the coronavirus every day during their stay in the city.

The officials pledged a range of measures to reduce infection risks, including asking the athletes to refrain from going out, except shuttling between their hotel and a training venue.

Authorities in New Delhi have started easing coronavirus restrictions in phases, citing the falling number of new cases in the Indian capital.

The government of New Delhi allowed factories and construction sites to resume operations from Monday.

Residents have been banned from making nonessential outings in the city since mid-April. Officials now say they need to strike a balance between preventive measures and economic activities.

They say they will reintroduce strict measures if case counts start to rise again.

The capital was seeing nearly 30,000 daily cases at one point. Severe shortages of oxygen and hospital beds resulted in a large number of fatalities.

The daily case count announced on Monday fell to 946.

Nationwide, new cases hit more than 400,000 a day in early May, but cases have been on the decline recently, mainly in urban areas.

Monday saw around 150,000 reported across India. Despite the drop, more than 3,000 deaths are still being reported each day.

Medical services remain overburdened, and restrictions on outings remain in place in many states.

China's Communist Party says it will allow married couples to have up to three children instead of two in hopes of slowing the impact of an aging population.

The state-run Xinhua news agency said the Communist Party announced the new policy at a politburo meeting on Monday.

The agency said the policy change will come with "supportive measures, which will be conducive to improving China's population structure," but no specific schedule was disclosed.

China had pursued a one-child policy for more than three decades to curb rapid population growth, but introduced a two-child limit in 2016 as the country faced a shrinking labor force amid an increasingly graying society.

But easing the one-child policy has not been able to stem the decline in birthrate, due to the economic burden of raising children and changing values in society.

China has reacted harshly to Japan's proposal to offer coronavirus vaccines to Taiwan, saying vaccine assistance should not be a political tool.

Japan's Foreign Minister Motegi Toshimitsu said last Friday that the government is considering providing its extra supply of coronavirus vaccines to other countries and regions, including Taiwan.

China's foreign ministry spokesperson Wang Wenbin said at a news conference on Monday that Japan cannot even guarantee its own people enough vaccines at the moment. He said the media and many people, including those in Taiwan, had doubts about the offer.

Wang said vaccine assistance should return to its original purpose of saving lives, and not be reduced to a tool for political self-interest.

In response to Taiwanese President Tsai Ing-wen's accusation that China had blocked Taiwan's deal with a foreign vaccine maker, Wang said Beijing has made utmost efforts to help Taiwan. He went on to say that Taiwan's ruling Democratic Progressive Party was discouraging the distribution of vaccines made in China.

The Japanese government is planning to introduce a 6-day self-isolation period for people entering the country from Vietnam and Malaysia.

The move comes after Vietnamese authorities reported the discovery of a new variant with characteristics of the India and UK variants. It also comes amid a rapid increase in the cases of coronavirus variants in Malaysia.

The government is planning to ask people arriving from the two countries to stay at accommodations secured by the government.

Arrivals from India and five other countries are already required to stay at such accommodations for the first 10 days of a two-week quarantine period following the spread of the India variant in those countries.

Japan is also planning to add people arriving from Afghanistan to the list of those subject to a 10-day stay, and also those from Thailand and certain parts of the United States to a three-day stay, at such accommodations.

People will be required to undergo virus tests on a regular basis while at such accommodations. If they test negative, they can self-isolate at home or elsewhere.

The government is preparing to implement these measures on Friday.

Global leaders have affirmed climate change as an urgent threat and called for the promotion of renewable energy at an online conference hosted by South Korea.

Partnering for Green Growth and the Global Goals 2030, or P4G, wrapped up two-day meetings on Monday. Representatives from more than 60 countries and international organizations attended the conference to discuss topics such as food, water and energy.

South Korean President Moon Jae-in said in a debate on the final day that climate change has no borders. He stressed the need for solidarity between developed and developing nations, while understanding their different circumstances.

The Seoul Declaration adopted at the end of the summit recognizes the climate crisis as "an urgent global threat" that can impact the economy, society and security.

It pledges to strengthen international cooperation to increase the share of renewables such as solar and wind energy in power generation.

The declaration also stresses the importance of "green recovery," or investments in environmental technologies, to rebuild the economy after the coronavirus pandemic.

The P4G summit was the second of its kind following Copenhagen in 2018. The participants included Japan's Environment Minister Koizumi Shinjiro, US Special Presidential Envoy for Climate John Kerry and Chinese Premier Li Keqiang.

The world's leading chipmaker is planning to join hands with Japanese companies to develop semiconductor manufacturing technology.

Japan's government plans to contribute about 19 billion yen, or about 173 million dollars, to the project involving Taiwan Semiconductor Manufacturing. Its research facility will be in Tsukuba, Ibaraki Prefecture, near Tokyo.

The Japanese firms will include Ibiden and Shibaura Mechatronics, which make chip materials and manufacturing equipment.

The group will aim to establish so-called "3D packaging" technology. This involves piling up chips to achieve better performance and energy efficiency.

Advanced-chip development has been stepped up globally, as the devices are indispensable for next-generation telecommunication networks and autonomous driving.

Some governments are investing heavily in their domestic industries to promote digitalization and bolster their economic security.
