Fighters in Ukraine have been trying to beat back the Russian invasion for 100 days. However, they may be about to lose their last stronghold in the eastern region of Luhansk. They also say Russian forces are still carrying out attacks against civilian targets.

The governor of Luhansk says an airstrike on a chemical plant damaged a tank of nitric acid. He says the factory is not a military target and that about 800 civilians are hiding in nearby bomb shelters. Video shows a large plume of smoke rising from the plant. Soldiers can be heard speculating that it might be toxic chemicals.

British defense officials say Russia is on the verge of taking over the region. They say troops already control more than 90 percent of Luhansk and that they will take over the rest sometime in the next two weeks.

However, analysts in the US say Russians are suffering heavy losses in and around the city of Severodonetsk. They say it is unlikely the troops will be able to take much territory in the neighboring Donetsk region.

Ukrainian President Volodymyr Zelenskyy marked the invasion's 100th day. He and his staff appeared in a video that echoes one they released the day after the invasion began in February.

In the video, Zelenskyy says they have been defending Ukraine for 100 days now. He says victory will be theirs.

A Kremlin spokesperson says Russian forces have already accomplished many of their objectives in Luhansk and Donetsk, and that the military operation will continue until all their goals have been achieved.

The Mayor of Mariupol, the port city in eastern Ukraine that Russia claims to have seized, has said that at least 20,000 people have been killed in the city during the past 100 days.

Vadym Boichenko told a news conference on Friday that the toll far exceeds the number of deaths in Mariupol during World War Two, when Nazi German forces killed more than 10,000 people.

He added that around 100,000 civilians are trapped in the city.

Boichenko said the Russians understand that soon "we will be liberating our lands" and "they are trying to protect themselves with the bodies of Mariupol residents."

He called on the United Nations to help civilians evacuate from the city quickly.

Boichenko said several thousand Ukrainian soldiers and civilians have been sent to Russian-controlled areas, where they are being kept in abhorrent conditions.

The invasion of Ukraine is threatening the food supply of tens of millions of people in Africa. It has prevented exports of grain and fertilizer from both Ukraine and Russia. Macky Sall, the leader of the African Union, urged Russian President Vladimir Putin to take action.

Sall met with Putin on Friday in Sochi, Russia.

Sall said that although Africa is very far from the theater of operations, it was one of the first "collateral victims." He later tweeted that Moscow was prepared to facilitate exports of Ukrainian cereals and shipments of Russian wheat and fertilizer.

Ukraine is one of the world's largest exporters of grains. Western leaders have accused Russian forces of blockading shipments.

However, Putin says the blame lies elsewhere. He said he has nothing to do with it. He said Russia's partners made a lot of mistakes are now looking for a scapegoat. He added that, of course, Russia is a perfect candidate.

He said Western sanctions are causing the shortages on the global food market. He added that one solution would be for shipments to go through neighboring Belarus, but that won't be possible until the sanctions are lifted.

UN Secretary-General Antonio Guterres has renewed his call for dialogue on the 100th day of Russia's invasion of Ukraine.

Guterres issued a statement on Friday to mark the day. He said, "The conflict has already taken thousands of lives, caused untold destruction, displaced millions of people, resulted in unacceptable violations of human rights."

He said, "I renew my call for an immediate halt to violence, for unfettered humanitarian access to all those in need," and "for safe evacuation of civilians."

Guterres went on to say, "Resolving this conflict will require negotiations and dialogue." He stressed that the sooner the parties engage in diplomatic efforts, the better for Ukraine, Russia and the world.

He concluded the statement by saying, "The United Nations stands ready to support all such efforts."

The European Union has officially agreed to impose a partial embargo on Russian oil in a raft of additional sanctions over the invasion of Ukraine.

The measure is expected to reduce the bloc's imports of Russian oil by about 90 percent.

EU officials said on Friday that the embargo applies to seaborne imports. A six-month grace period will be set for crude oil, and eight months for refined petroleum products.

They say the bloc will also ban entities from insuring ships carrying Russian oil. The measure, set to take effect in six months, is aimed at making it difficult for Russia to sell to other countries.

Last year, EU imports of Russian oil totaled 71 billion euros, or about 76 billion dollars.

EU foreign policy chief Josep Borrell said the sanctions are aimed at further limiting Russia's ability to continue the war.

Other measures include an embargo on about 80 substances that could be used to produce chemical weapons.

The EU also plans to freeze the assets of individuals suspected to have been involved in the killing of civilians in the Ukrainian cities of Bucha and Mariupol.

European Union leaders have agreed to ban imports of Russian oil brought in by sea for the time being.

A compromise was reached at an EU summit that began in Brussels on Monday. Leaders discussed a proposal to impose an oil embargo on Russia by the end of the year, as part of additional sanctions over the country's invasion of Ukraine.

European Council President Charles Michel later tweeted that the leaders had agreed to ban exports of Russian oil to the EU. He wrote, "This immediately covers more than 2/3 of oil imports from Russia, cutting a huge source of financing for its war machine."

The agreement excludes Russian oil delivered by pipelines.

A proposal for a full embargo faced strong opposition from Hungary, which said the measure would threaten its energy security. The country receives oil from Russia through a pipeline.

Preparations are underway for the first in-person talks between US Defense Secretary Lloyd Austin and Chinese defense minister Wei Fenghe in Singapore.

The US Defense Department announced that Austin will travel to the city-state to participate in an Asia security forum that starts next Friday.

Wei is expected to deliver a speech at the conference, called the Shangri-La Dialogue. It will be attended by defense and military leaders.

A Pentagon official told NHK that discussions are ongoing to decide the time and venue of a meeting between Austin and Wei.

It would be the first time for the two to meet face-to-face since the administration of US President Joe Biden was inaugurated.

Austin and Wei had their first telephone conversation in April. They exchanged views on the issues of Taiwan and Russia's invasion of Ukraine.

The United States is becoming increasingly wary of China, which is intensifying its military activities.

The US hopes to establish a communication route by maintaining dialogue between their defense ministers so as to avert any unintended clashes.

Israeli Prime Minister Naftali Bennett has warned of his country's right to self-defense should the global community fail to block Iran's nuclear program.

He made the remarks during talks with International Atomic Energy Agency Director General Rafael Mariano Grossi in Tel Aviv on Friday.

Negotiations between the United States and Iran on reviving a 2015 deal to curb Tehran's nuclear program remain stalled.

Bennett accused Iran of pushing ahead with the development of nuclear weapons in the meantime.

After his meeting with Bennett, Grossi said on Twitter that he stressed the importance of IAEA safeguards and the Treaty on the Non-Proliferation of Nuclear Weapons, which Israel has not signed.

Israel is believed to be the only Middle Eastern country to possess nuclear arms. The country has neither officially admitted nor denied the claims.

Japanese and Russian fishing associations have reached agreement on the terms under which Japan can harvest kelp this year near a group of Russian-controlled islands that Japan claims as an inherent part of its territory.

Japanese crews usually start harvesting the seaweed near Kaigara Island on June 1 after the countries conclude a deal on the conditions of the operation.

However, negotiations this year didn't get underway until May 27, following a delay of more than one month, due largely to Russia's invasion of Ukraine.

On Friday, the parties reached an agreement through online talks.

The Hokkaido Fisheries Association, which negotiated the deal, said Japanese fishing crews are allowed to harvest kelp between June 1 and September 30, unchanged from the previous season.

The Japanese side will pay 88.51 million yen, or about 680,000 dollars, around 20,000 dollars less than last year, for a catch of 3,381 tons, down 89 tons.

The operation is expected to begin as early as mid-June with 220 vessels, 11 fewer than the previous season.

The head of a local fisheries association, Ogura Keiichi, said he is relieved that the deal was finally clinched.

Japanese ocean adventurer Horie Kenichi has become the oldest person to complete a solo, nonstop crossing of the Pacific Ocean on a yacht.

Horie, aged 83, crossed the finish line in the Kii Channel, between the western Japanese prefectures of Wakayama and Tokushima, at 2:39 a.m. on Saturday. He left San Francisco on the US West Coast in late March.

Sixty years ago, he sailed from Japan to San Francisco by yacht, becoming the first person to cross the Pacific alone with no port calls. He took the opposite route this time.

His 69-day-long voyage covered a distance of around 8,500 kilometers. He broke the previous age record by more than 10 years.

Footage taken on Saturday morning shows Horie on his vessel as it was being towed toward a yacht harbor in Nishinomiya, Hyogo Prefecture.

He will speak to reporters at the harbor on Sunday after clearing quarantine and immigration procedures.
