The national security advisors of Japan, the United States, and South Korea have agreed to further promote trilateral security cooperation.

Akiba Takeo, secretary general of Japan's National Security Secretariat, met with US counterpart Jake Sullivan and South Korea's Cho Tae-yong in Seoul on Saturday. They held a joint news conference after their meeting.

Cho spoke highly of a new sanction on North Korea jointly introduced by the three countries plus Australia. The measure came in response to the North's launch of a military spy satellite last month. Cho added that he and his counterparts agreed to strengthen cooperation with the international community.

They also reaffirmed their countries' obligation to denuclearize Pyongyang and ban its military cooperation with other countries based on UN Security Council resolutions amid apparent concerns about its ties with Russia.

Cho said they also agreed to swiftly share information on Pyongyang's missile launches.

Pyongyang's cyberattacks were also discussed at the meeting. Akiba told reporters they agreed to boost trilateral cooperation to stem illicit cyber activities so that North Korea will not use the proceeds to fund missile and nuclear programs.

The United States has vetoed a United Nations Security Council resolution demanding an immediate humanitarian ceasefire in Gaza.

Japan, France and 11 more of the council's 15 members backed a draft resolution submitted by the United Arab Emirates in a vote on Friday. Britain abstained.

On Wednesday, UN Secretary-General Antonio Guterres urged the Security Council to demand an immediate ceasefire. He invoked Article 99 of the UN Charter for the first time since he took office.

About 100 countries jointly submitted the draft resolution to the Security Council.

At the start of an emergency meeting on Friday, Guterres said, "I urge the Council to spare no effort to push for an immediate humanitarian ceasefire, for the protection of civilians, and for the urgent delivery of lifesaving aid."

He added that "the eyes of the world and the eyes of history are watching."

But US alternate representative to the United Nations Robert Wood disagreed. He said that an immediate ceasefire "would only plant the seeds for the next war."

He added that the United States "strongly supports durable peace in which both Israelis and Palestinians can live in peace."

The United States, a strong ally of Israel, vetoed a resolution enabling the delivery of humanitarian aid to Gaza in October.

Russia's President Vladimir Putin has declared his candidacy for the country's leadership election scheduled for March next year.

Putin announced his intention to run in the presidential race on Friday after a ceremony at the Kremlin to honor Russian soldiers fighting in Ukraine.

Putin, who was elected president for the first time in 2000, will run for a fifth term. If elected, he will remain in office until 2030.

Russian media say Putin effectively started his campaign when an event praising his achievements opened in Moscow last month.

The election is scheduled for March 17. Putin's announcement comes a day after Russia's parliament formerly decided on the date.

Observers say Putin is certain to win because there is no other viable candidate.

Putin says Russia's invasion of Ukraine has become a battle with the West. He maintains Ukraine's counteroffensive has failed, and he is calling on the Russian people to unite.

Some countries are concerned that Putin could further solidify his political foundation and intensify the invasion.

The war in Ukraine prompted many sports bodies to ban athletes from Russia and its ally Belarus. On Friday, the International Olympic Committee said some of them will be allowed to take part in next year's Paris Games as "neutrals."

The IOC said the decision applies to Russian and Belarusian athletes who do not support the war. It added that only a limited number will qualify.

The athletes will be prohibited from displaying flags and emblems, and their national anthems will not be played. The IOC has so far allowed eight athletes from Russia and three from Belarus.

Russian sports minister Oleg Matytsin described the plan as "discriminatory" and said it goes "against the principles of sports."

Ukrainian Foreign Minister Dmytro Kuleba called the decision "shameful" and warned that Russia may use the opportunity to "weaponize" the Olympics. He urged all of Ukraine's partners to strongly condemn the move.

Members of the United Nations General Assembly want to see a pause in all fighting during the Games. Last month, they adopted a resolution urging members to observe a so-called "Olympic truce."

Top officials in China's Communist Party plan to get the country's faltering economy back on track next year by boosting domestic demand.

The state-run Xinhua news agency says the Political Bureau of the party's Central Committee convened on Friday. The meeting was chaired by President Xi Jinping.

The report quotes the Politburo as saying China has withstood external pressures and overcome internal challenges.

Officials reportedly called for efforts to promote consumption and investment, and boost domestic demand.

They also reportedly noted that the measures China has taken recently have helped the country's economy during the coronavirus pandemic.

Officials also stressed the need to strengthen supply chains through innovation. Observers say those calls reflect China's determination to counter the United States in the high-tech industry.

The Japanese Consulate in San Francisco says one of the people killed in a campus shooting in Las Vegas has been identified as a Japanese woman in her 60s.

Takemaru Naoko, an associate professor who taught Japanese language and culture at the University of Nevada Las Vegas, was one of three people who died in the attack on Wednesday.

The university said Takemaru was a noted scholar, author and award-winning educator who recently marked her 20th year as a faculty member. It said she was extremely dedicated to her students.

Police say they shot and killed the 67-year-old suspect at the scene. They say the man, a former professor at a different university, had applied for jobs at several universities in Nevada but been turned down.

US President Joe Biden mentioned the shooting in a speech delivered in Nevada on Friday.

He said he would pray for the families of the victims, "whose hearts have been broken by yet another horrific gun violence."

Biden called for tighter gun control, citing the many cases of mass shootings this year. He said, "This is not normal and we can never let it become normal."
