Japan's health ministry says another 39 people on board a cruise ship docked at Yokohama Port are confirmed to have the new coronavirus.


The Japanese government will ban people from the Chinese province of Zhejiang from entering the country starting Thursday.

Japan's health ministry says another 39 people on board a cruise ship docked at Yokohama Port are confirmed to have the new coronavirus. The update brings the total found on the Diamond Princess to 174 cases.

A quarantine official has also been confirmed to have the new corona virus.

The ministry says virus tests for 53 more people came back positive for 29 passengers and 10 crewmembers.

They include a girl aged ten to nineteen-years-old, the first patient in this age bracket. Ten Japanese nationals are among them.

The ministry says the quarantine official was on the ship on February 3 and 4. He entered passengers' rooms to retrieve questionnaires and take their temperatures. He wore a protective mask and gloves.

The official developed a fever on February 9 and visited a medical institution the following day, where he was screened for the virus.

Among the cases on the ship, four people are in serious condition. Two of them are in intensive care and the other two are on artificial respirators.

They include one Japanese man in his 60s, two Japanese men in their 70s and a male foreign national in his 70s.

The total number of confirmed cases of infection in Japan is 203, including the people on the cruise ship, one quarantine official, 12 people who evacuated from China on chartered flights and 16 others.

The Japanese government will ban people from the Chinese province of Zhejiang from entering the country starting Thursday, to help contain the spread of the new coronavirus in the country.

Prime Minister Shinzo Abe made the announcement at a meeting of a taskforce dealing with the virus outbreak on Wednesday.

Abe also referred to virus tests on passengers and crewmembers aboard the Diamond Princess, where 174 cases of infection have been confirmed.

He said he plans to increase the number of tests that can be carried out from about 300 per day to at least 1,000 with the cooperation of municipal and private-sector facilities.

Abe also said he plans to allow local governments to test people with symptoms for the virus.

China's coastal province of Zhejiang has a population of about 57 million.

Local health authorities say the number of people there who are infected with the new coronavirus reached 1,131 as of Tuesday.

Among those with the virus are 481 people who were infected in Wenzhou, a city with close business links to Hubei, the province at the outbreak's epicenter.

China's e-commerce giant Alibaba is headquartered in Zhejiang's capital city of Hangzhou along with many IT firms.

It's estimated that about 500 Japanese firms also have footholds in Zhejiang Province including electronics giants Panasonic and Toshiba.

Provincial tourism authorities say Japan is a top overseas destination for people from the province with 685,000 visitors last year alone.

Authorities in the city of Wenzhou are enforcing restrictions on residents leaving home for shopping and other purposes in an effort to contain the outbreak. Only one person from each household can leave home every other day.

Chinese officials are taking new measures to try to stop the spread of the new coronavirus.
The outbreak has now killed 1,113 people and infected 44,653 others in mainland China.
And businesses are trying to get up and running following an extended Lunar New Year holiday.

Workers are spraying down transportation hubs with disinfectant, as commuters head back to work.
Firms outside of Hubei Province are being allowed to reopen, provided they take preventative measures.

At the same time, two cities in southern China are announcing new plans to address the outbreak, including potentially seizing private land.
It's not clear how the land would be used, but statements indicate it would be for prevention efforts.

Guangdong, where the cities are located, is one of the provinces that's confirmed the most infections outside of Hubei.

Outside of mainland China, the virus has also infected 516 people in more than two dozen countries and territories. Two people have died: One in the Philippines and one in Hong Kong.

In Hong Kong, the number of infections rose to 49 on Tuesday. The additional cases prompted officials to urge people to avoid crowds.

Meanwhile, the World Health Organization has now named the virus, COVID-19, addressing concerns that informal descriptions may stigmatize affected populations.

A Chinese researcher who cowrote a paper reporting that the new coronavirus has an incubation period of up to 24 days says the claim is not very scientific.

Zhong Nanshan, who heads an expert team of China's health authorities tasked with containing the outbreak, was speaking with state-run broadcaster CCTV on Tuesday.

Zhong and other Chinese researchers posted the paper online on Sunday. It says an analysis of data on 1,099 patients found an incubation period of as much as 24 days.

But Zhong said on Tuesday that the paper is only a preliminary version.

He also said they calculated the numbers of incubation days from contact with infection sources to development of symptoms, based on patients' accounts. He added that one patient had an incubation period of 24 days.

Zhong said it is not very scientific to determine the longest incubation period based on just one case.

He added that the average incubation period for all patients with the virus is four days.

CCTV also reported that at a video conference with medical professionals on Tuesday, Zhong said the country's outbreak may reach its peak in mid- to late February. He added that treatment of seriously ill patients is difficult.

A shortage of face masks in China amid the coronavirus outbreak has prompted the entry of new manufacturers, from some unexpected fields. They include an automaker and a smartphone producer.

Shenzhen-based electric vehicle maker BYD says it will begin mass-producing the masks as early as Monday. Officials have set a target of five million per day by the end of the month. They've also set a daily goal of 50,000 bottles of disinfectant.

Taiwan's Hon Hai Precision Industry or Foxconn, a maker of iPhone handsets for Apple is also pitching in. A group firm of the company says it aims to be producing two million masks a day within the month at its factory in Shenzhen.

A quarter of mask producers in China had yet to restart production as of Monday due to travel restrictions and a shortage of workers. Many government-backed businesses have been importing masks from abroad.

The Associated Press reports that Senator Bernie Sanders is certain to win the New Hampshire primary -- the second in a series of Democratic nomination contests for the US presidential election.

Ballot counting is now underway after many polling stations closed at 7.p.m. on Tuesday.

The Associated Press says that with 85 percent of the votes counted, Sanders is leading with 25.8 percent, and former South Bend, Indiana mayor Pete Buttigieg is in second with 24.4 percent.
Senator Amy Klobuchar has 19.8 percent, Senator Elizabeth Warren 9.3 percent, and former vice president Joe Biden, 8.4 percent.

On Tuesday night, Sanders told supporters: "Let me take this opportunity to thank the people of New Hampshire for a great victory tonight. This victory here is the beginning of the end for Donald Trump."

Sanders has criticized the Trump administration, saying its tax breaks have helped widen the wealth gap. He calls himself a democratic socialist. His platform includes making public colleges and universities tuition free and forgiving all student debt. He also wants to introduce a "Medicare for All" national health insurance program.

Sanders is a Senator representing Vermont, which neighbors New Hampshire. In the previous Democratic presidential primary, Sanders defeated Hillary Clinton in New Hampshire by a wide margin.

He came in first this time around too, securing the lead in the polls taken just before the primary.

In Iowa, Sanders fought neck-and-neck against Pete Buttigieg.
His strong showing in Iowa and his win in New Hampshire reflects wide support for Sanders among young voters. The results added momentum for Sanders in his bid to win the Democratic nomination.

Buttigieg, who is going to finish a close second in New Hampshire, congratulated Sanders on his strong showing. He also said: "Now our campaign moves on to Nevada, to South Carolina, to communities across our country. And we will welcome new allies to our movement at every step."

US household debt hit a record high late last year due to a spike in housing loans spurred by low interest rates. The Federal Reserve has cut interest rates three times since the summer in an effort to prop up the economy.

Data from the US Federal Reserve shows household debt at the end of December stood at just over 14 trillion dollars. That was up nearly 1.5 percent from the previous quarter. Household debt includes mortgages, student loans, auto loans and credit card spending.

Debt from new mortgages rose to 752 billion dollars. That's the highest level since late 2005.

Student-loan debt came to about 1.5 trillion dollars. Heavy student debt has become a major political issue in the lead-up to this year's presidential election.

Overall, household debt has been rising since late 2014, after falling sharply in the wake of the global financial crisis that began in 2008.

A US think tank says it has confirmed signs of ongoing activity at a nuclear facility in North Korea.

The Center for Strategic and International Studies announced the results of analyses of satellite images taken on Monday and Tuesday of the Nyongbyon nuclear research facility.

The images showed three specialized railcars, each 10 to 13 meters long, on a railway track near a nuclear fuel production facility. They were carrying what appeared to be casks and a shipping container.

The center says the cars were not observed in imagery from Sunday.

The railcars have been associated with the movement of radioactive material in the past. They were last seen in November last year.

Analysts at the center point to the possibility of North Korea using the railcars for the outbound shipment of liquid or solid radioactive waste.

They say they do not know whether this is linked to the new strategic weapon the North has referred to, but it does prove continued activity at the site.

A boat packed with Rohingya refugees capsized in the Bay of Bengal on Tuesday. At least 15 people are dead and about 50 are still missing.

Police in Bangladesh say they believe the boat was carrying about 130 refugees from a camp in Cox's Bazar in the country's south and was headed for Malaysia.

They say more than 60 people have been rescued, but 15 women and children have been confirmed dead.

The police suspect the refugees had been lured by traffickers.

More than 700,000 Rohingya Muslims fled a violent crackdown in Myanmar in 2017 and sought refuge in Bangladesh.

With little prospect for their return to Myanmar, many of the refugees are said to be turning to traffickers to escape the harsh conditions in their camps.

A pop-up venue will open in Tokyo to raise awareness of sexual minorities for the 2020 Olympic and Paralympic Games. Unity in diversity is one of the principles of the Tokyo Games.

Pride House Tokyo 2020 will open in Tokyo's Shinjuku district in mid-April for five months. It will feature displays on lesbian, gay, bisexual and transgender history. The organizers also plan to invite LGBT athletes to give talks.

A similar space was set up in Tokyo when Japan hosted the Rugby World Cup last year.

The Pride House Tokyo Consortium say they would like to provide more information about the LGBT community and create a legacy of diversity.
