The president of major Japanese mobile carrier KDDI says the company is working to fully restore its services, but did not mention the exact timing. KDDI's "au" mobile service went down early Saturday morning, making it impossible to place voice calls or access the internet.

KDDI President Takahashi Makoto told reporters on Sunday morning that recovery work had been completed around 11 a.m. in its western Japan service area and is expected to be finished by around 5:30 p.m. in its eastern Japan service area.

Takahashi said his company will decide later when services will be fully available.

The president said he recognizes this is a serious incident under the country's relevant law and will take appropriate measures after promptly restoring services.

KDDI estimates that the disruption has inconvenienced up to 39.15 million users. The outage has also affected users of UQ mobile and povo, which use KDDI's network. Logistics and many aspects of people's lives have also been disrupted.

Communications minister Kaneko Yasushi told reporters on Sunday that he is taking the incident seriously.

He said the telecommunication glitch made it difficult to respond to some emergency calls, which is a critical function that protects people's lives and assets.

The minister said this is especially serious at a time when the risks of the coronavirus and heat stroke are increasing and a tropical storm is approaching Japan's archipelago.

He said this could constitute a serious incident under the Telecommunications Business Act. He said his ministry will take necessary measures after receiving an official report from KDDI.

Bereaved families and local officials gathered to pay tribute to victims of mudslides one year ago in the seaside city of Atami.

A memorial service at an elementary school in the Shizuoka prefecture city on Sunday drew about 80 people and offered silent prayers.

Atami Mayor Saito Sakae delivered a speech and offered condolences to those who lost their loved ones in mudslides that led to the deaths of 27 people.

He said the city will pass on lessons from the disaster to future generations and will commit to rebuilding efforts so that affected people can restore peaceful daily lives as soon as possible.

A woman who lost her 44-year-old daughter in the disaster tearfully said she remains unable to accept her death even now.

Also on Sunday, about 200 people, including police officers, Japan Coast Guard officials, and divers, gathered in Izusan port, where mudslides had flowed in last year after rushing down a river.

They offered silent prayers and then began a search operation involving five ships and 15 divers for a woman who remains unaccounted for.

Meanwhile, some bereaved families on Sunday said they plan to file a lawsuit by the end of August to demand that the Atami city government and the Shizuoka prefectural government pay damages.

A panel investigating the disaster concluded in its final report in May that the prefecture and the city failed to cooperate effectively in dealing with a soil mound where the massive mudslides originated.

The Russian military says it has completely encircled the eastern Ukrainian city of Lysychansk, Ukraine's last stronghold in the Luhansk region.

But Ukrainian officials deny the assertion, saying the fight for the city is still ongoing.

Russia has deployed its troops around Lysychansk to take the full control of this easternmost region.

Pro-Russian separatists told Russian media on Saturday that allied forces had completely surrounded Lysychansk, and that Ukrainians can no longer escape from there.

A Ukrainian spokesperson denied the claim, telling local media that the city had not yet fallen to Russian forces, and that fierce battles are underway.

Russia's defense ministry announced on Saturday that its missile attacks had destroyed command posts, ammunition depots and weapons of Ukrainian forces in the eastern and southern regions of Donetsk, Zaporizhzhia, and Mykolaiv.

British defense analysts have criticized Moscow for using missiles that are not optimized to accurately strike ground targets.

They say that's likely because of dwindling stockpiles of modern weapons. They warn that the number of civilian casualties could rise.

Meanwhile, the Russian defense ministry also said that the chief of the General Staff of the Russian Armed Forces, Valery Gerasimov, visited soldiers on the frontlines.
Photos show Gerasimov being briefed by commanding officers. But the ministry has not disclosed which locations he visited.

This followed similar movements by Defence Minister Sergei Shoigu, who last week reportedly inspected Russian troop units involved in Ukraine.

Moscow appears to be trying to boost morale of its soldiers with frontline visits by top military commanders.

North Korea has condemned moves to boost security ties among Japan, the United States and South Korea.

The country's foreign ministry released a statement on Sunday, quoting a spokesperson's remarks on the summit of the three nations that was held on Wednesday. The spokesperson was being interviewed by the state-run Korean Central News Agency.

In their first trilateral summit in about five years, the leaders discussed the North's accelerating nuclear and missile development.

They expressed their concerns about Pyongyang's further provocations and agreed to promote security cooperation among the three countries.

The statement harshly criticizes the summit, describing it as a gathering for "confrontation" by the three-way alliance.

It also accuses the three nations of discussing "the launch of tripartite joint military exercises" to counter ballistic missile launches.

It says, "Owing to the reckless military moves of the US and its vassal forces, dangerous situation, in which a nuclear war might break out simultaneously in Europe and the Asia-Pacific region, has been created and the world peace and security came to be placed in the most critical condition after the end of the Cold War."

The state-run media also quoted a researcher from North Korea's Society for International Politics Study. On Russia's invasion of Ukraine, the researcher said "great work for justice will prevail."

Observers say North Korea is apparently attempting to forge closer ties with Russia in the face of the three-way alliance.

A three-day assembly of religious and tribal leaders in Afghanistan has not made any announcement about reopening high schools for girls.

The Taliban organized the meeting in the capital Kabul that ended on Saturday to discuss what they call important national issues. It was attended by more than 3,000 people, but no women were present.

The Taliban's spokesperson said on social media that the group's supreme leader, Mawlawi Haibatullah Akhundzada, spoke to the gathering on Friday.

Akhundzada is said to have noted that former enemies would be pardoned but they would not be allowed to take part in the government.

Only state-run media were allowed at the gathering and no photos or video of Akhundzada were released.

The Taliban's information ministry says an 11-point resolution was adopted by the participants. Media reports say the resolution calls on the government to pay special attention to justice, religious and modern education, health, industry and other policies according to Islamic law.

There have been international demands for the restoration of women's rights in Afghanistan. But the meeting only noted that women's rights should be taken care of under Islamic law.

The Taliban initially decided to reopen girls' high schools in late March. But they suspended a decision to allow girls to return to classes on the day the schools were scheduled to reopen.

Observers say the Taliban apparently want to legitimize their rule by showing they have strong support.

More than two dozen crew members on an engineering vessel have been reported missing after the ship sank when stormy weather hit Hong Kong.

Local media outlets say the 200-meter-long vessel broke in half in rough waters in the South China Sea caused by tropical storm Chaba.

They say the incident occurred on Saturday morning about 300 kilometers southwest of Hong Kong. One half of the ship's hull sank under water.

About 30 crewmembers from mainland China were believed to be on board the vessel.

Three of them have been rescued by aircraft dispatched by Hong Kong authorities and transported to hospital.

Rescue operations for other crewmembers are reportedly being hampered by bad weather.

Hong Kong was on alert for the approaching storm when the accident happened.

Japanese officials have held an event showcasing Okinawa in Beijing in a bid to attract Chinese tourists to the southern Japanese prefecture after China eases its travel restrictions in the future.

The tourism event was held jointly by the Japanese embassy in Beijing and the Beijing office of the Okinawa prefectural government on Saturday. More than 100 Chinese people took part.

At the event, the participants also marked 50 years since the two countries normalized diplomatic ties.

The attendees watched Okinawan bands play traditional Ryukyu music online. The music dates back to the era of the Ryukyu Kingdom in Okinawa.

The visitors enjoyed tasting local foods and beverages from Okinawa. They also tried to make "koregusu," which is a type of Okinawan spicy sauce made of chili peppers infused in awamori rice spirit.

One visitor, who has traveled to the Japanese island, said she did not know that Okinawa has such tasty food and alcoholic drinks. She said she wants to travel there again.

Under Beijing's 'zero-COVID' policy, the Chinese government has banned citizens from participating in overseas group tours.
