Russian rocket and missile attacks are producing more civilian casualties in Ukraine. A military expert suggests the aim of the tactic is to break the will of the Ukrainians.

Reuters news agency says at least 40 people have been killed in Russian attacks on urban areas since Thursday.

A missile attack in Vinnytsia, 260 kilometers southwest of the capital Kyiv, has killed 24 people, including three children. More than 60 were injured.

Ukraine's public broadcaster says one of the children was Liza, a 4-year-old with Down's Syndrome who received heart surgery when she was six months old.

Liza was reportedly killed on her way back from speech therapy with her mother, who was severely wounded and is being treated at a local hospital.
Ukrainian authorities say another attack in the southern port city of Odesa on Saturday injured one person, and caused a massive fire.

They say rockets also landed in the northeastern town of Chuhuiv in the Kharkiv region, killing three people and wounding three others.

A Ukrainian military expert told NHK that Russian forces are attacking areas far from the main battlefronts to instill fear in Ukrainians and break their will.

He also said Russia wants to pressure Kyiv by steering Ukrainian public opinion in favor of negotiating with Moscow.

The expert said it is likely to take two weeks, and possibly up to a month, for the Russian military to regroup in the Donbas region in the east.

But he cautioned that Russian military activities have not completely paused in the region.

More civilians in Ukraine are being killed or wounded as Russia intensifies its rocket and missile attacks.

Ukraine's defense ministry spokesperson said on Friday that about 70 percent of the attacks have been directed at civilian targets, while only 30 percent of the strikes have been aimed at military targets.

The official underlined the need for further military assistance from Western countries, such as advanced air defense systems.

A missile attack in the western region of Vinnytsia on Thursday killed 24 people, including three children. More than 60 were injured.

Ukraine's authorities say that another attack in the southern port city of Odesa on Saturday injured one person, and caused a massive fire.

The northeastern town of Chuhuiv in the Kharkiv region was also attacked. Three people were killed and another three were wounded.

Japan's National Public Safety Commission chairperson has inspected the site where former Prime Minister Abe Shinzo was shot dead.

Ninoyu Satoshi visited the city of Nara, western Japan, on Sunday. He observed a moment of silence at the site.

He was briefed by Nara prefectural police officers, including details of Abe's security arrangements at the time of the incident.

Abe was shot from behind while delivering an election campaign speech on July 8. Police are investigating the 41-year-old suspect Yamagami Tetsuya on suspicion of murder, while reviewing their response to the attack.

The National Police Agency has set up a task force to revise security measures for dignitaries while examining problems with Abe's security, such as the inadequate response to the attack from behind.

Weather officials are warning of possible heavy rain through Sunday night across much of the region from eastern to northern Japan.

The Meteorological Agency says atmospheric conditions remain unstable due to a low-pressure system and warm, moist air flowing into a front stretching over coastal areas of the Pacific Ocean.

Rain clouds were developing in Hokkaido as of 10 a.m.

Torrential rain of 30 millimeters, or localized downpours of 50 millimeters per hour may hit the Tohoku region and Hokkaido. The rain may also be accompanied by thunder.

In the 24 hours through Monday morning, up to 120 millimeters of rain is likely in Hokkaido.
Up to 100 millimeters is expected in the Kanto-koshin region. Up to 80 millimeters is possible in the Tohoku region and Niigata Prefecture.

Weather officials are urging people in those regions to be on the alert for possible landslides, swollen rivers and flooding in low-lying areas. They are also asking people to take extra care in case of lightning, tornados, gusting winds and hailstorms.

The officials also say people in Miyagi Prefecture should stay in safe places, as the risk of a disaster remains high. The prefecture saw record rainfall through Saturday.

US President Joe Biden asked Arab nations to increase crude oil production during a summit in Saudi Arabia, but he did not receive an immediate response.

Egypt, Jordan, Iraq and members of the Gulf Cooperation Council took part in Saturday's meeting in Jeddah.

Biden said the leaders "agree on the need to ensure adequate supplies to meet global needs." He also said that he is looking forward to seeing what happens "in the coming months."

Biden's call for a production increase comes amid surging global oil prices.

However, after the talks Saudi Arabia's foreign minister said only that OPEC and its partners will continue to assess market conditions and do what is necessary.

The "OPEC plus" group of oil producing nations is expected to discuss whether to increase output at a meeting that is scheduled to be held early in August.

During the summit, Biden also mentioned a plan to integrate the air defense systems of nations in the Middle East. The plan is being developed with Iran and other common threats in mind.

The president stressed that the United States will remain "an active, engaged partner in the Middle East." He added that the US will "not walk away and leave a vacuum to be filled by China, Russia, or Iran."

A group of researchers in Japan says it has determined how colorectal cancer recurs in patients who have undergone chemotherapy.

The study, reported in the journal Nature, is raising hopes that new therapies will be able to prevent the recurrence of one of the most common types of cancer.

Keio University Professor Sato Toshiro and his colleagues artificially produced a small cluster of colorectal cancer cells using tissue from patients.

The researchers implanted the clusters in mice. Then, they monitored the cancer stem cells that were dyed with fluorescent markers.

The results showed that, when the mice were injected with chemotherapy drugs, some of the cancer stem cells evaded the medication by attaching themselves to the membrane that lines the colon and becoming dormant.

Once the chemotherapy was over, the group found that the dormant stem cells began multiplying again. It says a molecule named YAP served as the trigger that prompted the stem cells to exit the dormant state.

The researchers believe inhibiting the YAP molecule could prevent the return of colorectal cancer in post-chemo patients.

Professor Sato says a similar mechanism could explain how other types of cancer recur. He said his group will continue to engage in research, so that new medicines can be developed.
