The number of civilian casualties in Ukraine is rising as Russian troops continue to launch missile attacks there.

The Ukrainian government said a missile strike in the western city of Vinnytsia on Thursday left at least 23 people dead, including three children.

A high-ranking official of the US Defense Department also said on Friday scores of civilians were killed in Vinnytsia in a Russian missile attack. This official added that 100 to 150 civilians have been killed in Ukraine during the past couple of weeks due to Russian strikes.

The official said a US assessment shows Russian forces have only made limited gains in eastern Ukraine, as Ukrainian defenses hold firm. The official said the Russians still have not been able to move on Slovyansk, a stronghold of Ukrainian troops in the eastern province of Donetsk.

Meanwhile, Russia and Ukraine are expected to hold another round of negotiations, mediated by Turkey, next week over the issue of stalled grain exports from Ukraine. Millions of tons of grain have been stranded at southern Ukrainian ports on the Black Sea due to Russia's blockade.

Russia's Defense Ministry spokesperson, Igor Konashenkov, said on Friday that work on a final document is to be completed shortly to allow shipments of food through the Black Sea.

Turkish President Recep Tayyip Erdogan is scheduled to meet with Russian President Vladimir Putin on Tuesday next week to press him to help resolve the issue.

Russia has banned 384 Japanese lawmakers from entering the country.

The Russian Foreign Ministry announced on Friday that Moscow blacklisted Japan's Lower House members in retaliation for Tokyo's sanctions on Russian lawmakers, imposed in April.

The ministry accused those Japanese lawmakers of taking an unfriendly position towards Russia, and in particular of making groundless accusations regarding what Moscow calls its special military operation in Ukraine.

In May, Russia banned entry to 63 Japanese citizens, including Prime Minister Kishida Fumio and Foreign Minister Hayashi Yoshimasa.

Iran has rejected the US government's claims that it is planning to provide Russia with drones for use in Ukraine.

Washington said on Monday that it has information indicating that Iran is preparing to supply Russia with hundreds of unmanned aerial vehicles, including weapons-capable drones.

Tehran said on Friday that Foreign Minister Hossein Amir-Abdollahian held phone talks with his Ukrainian counterpart Dmytro Kuleba.

The ministry quoted Amir-Abdollahian as saying he rejected Washington's baseless accusations.

Amir-Abdollahian reportedly expressed Tehran's opposition to the war in Ukraine, saying, "we are against any action that leads to escalation of conflicts."

At the same time, the Iranian government has said that NATO's expansion poses a serious threat to the region.

US President Joe Biden has signaled a shift toward warmer ties with Saudi Arabia on a visit to the Gulf state. The development comes amid persistent concerns over the kingdom's human rights abuses.

Biden landed in Jeddah, western Saudi Arabia, on Friday. He met with Saudi King Salman bin Abdulaziz and Crown Prince Mohammed bin Salman. The president and the crown prince greeted each other with a fist bump instead of shaking hands.

Biden had previously criticized the crown prince for his role in the murder of a Washington Post journalist critical of the Saudi government. Jamal Khashoggi was killed in Turkey by Saudi agents in 2018. The crown prince has denied involvement.

After the meeting, Biden told reporters he made his view about Khashoggi's murder "crystal clear". He said, "For an American president to be silent on an issue of human rights is inconsistent with who we are and who I am."

Biden said he also discussed oil and energy, and expressed his expectation to see Saudi Arabia increase production in the coming weeks.

He praised the country's decision to open its airspace for all civilian planes, including those flying to and from Israel. The two countries have no official diplomatic ties.

Biden's visit appears to show Washington has shifted to mending relations with Saudi Arabia amid rising energy and security concerns.

Investigators in Japan have found what appear to be six bullet holes at a location where the man suspected of killing former Prime Minister Abe Shinzo says he tested a handmade gun.

The handmade firearm Yamagami Tetsuya allegedly used to fatally shoot Abe in Nara city, western Japan, on July 8 is believed to release six bullets at once.

Police say they found the bullet holes on Friday on the outer wall of a company building in the city.

The building lies adjacent to another housing the Family Federation for World Peace and Unification, previously known as the Unification Church.

Police say Yamagami had revealed that he test-fired a gun at a building of the organization at around 4 a.m. on July 7.

They say more than one local resident heard a gun-shot-like sound around that time. Police also say they found several bullet-like objects.

Abe was gunned down during an election campaign speech. Police are investigating Yamagami on suspicion of murder.

A celebration of Japanese culture has kicked off in the Brazilian city of Sao Paulo. Brazil hosts the largest community outside Japan of people of Japanese descent.

The annual Japan Festival began on Friday, following Brazil's easing of anti-coronavirus restrictions. The event was cancelled in 2020 and 2021 due to the pandemic.

More than 300 stalls have been set up by Japanese firms operating in Brazil and groups of Japanese-Brazilians representing different prefectures in Japan.

Attractions include Japanese food such as fried noodles and tempura, and musical performances including a drum show by a group of Japanese-Brazilians.

A woman from Sao Paulo says she has been looking forward to the festival because it has been years since she could take part in such an event. She says she loves Japanese manga and anime.

A second-generation Japanese-Brazilian man, who heads the association representing the prefecture of Kochi, says he hopes the festival helps convey love for Japan and Japanese culture to the next generation.

The three-day event is expected to attract around 100,000 visitors.

Weather authorities in Japan are urging people across wide areas to take precautions against torrential rain expected through Saturday.

The Meteorological Agency is advising people to check the latest weather information and follow any evacuation advisories issued by local authorities.

Officials are warning of landslides, swollen rivers and flooding in low-lying areas, as well as strong winds and tornados, in regions already hit by rain storms or where heavy rain is forecast.

In the 24 hours through Saturday evening, up to 250 millimeters of rain is expected in northern and southern Kyushu. Up to 150 millimeters is expected in two western regions and the northeastern region of Tohoku. Up to 120 millimeters is forecast in the Tokai region, and up to 100 millimeters elsewhere.

The risk of rain-triggered disasters is increasing in Miyagi Prefecture in the northeast. Bands of heavy rain clouds are also expected to develop over the southwestern island of Kyushu and the western prefecture of Yamaguchi through Saturday morning.

Officials say hourly precipitation of more than 50 millimeters accompanied by lightning strikes could hit localized areas in the west and north.

They say warm and moist air feeding into a rain front is causing the unstable atmospheric conditions.

They say the front is likely to remain through Sunday.

Hourly precipitation of about 100 millimeters in Miyagi Prefecture on Friday night prompted weather officials to issue "information on record hourly rainfall."
