Japan's Prime Minister Kishida Fumio during a visit to Cambodia has expressed his strong support for the initiative known as ASEAN Outlook on the Indo-Pacific. He vowed to advance cooperation with Japan's regional partners.

Kishida on Saturday joined the ASEAN Plus Three Summit in the Cambodian capital, Phnom Penh, together with Chinese Premier Li Keqiang and South Korean President Yoon Suk-yeol.

Addressing the gathering, Kishida said the framework, which is marking its 25th anniversary, has achieved results in a number of fields such as financial cooperation and food security, and a joint response to various crises including COVID-19.

He said he hopes ASEAN Plus Three will move forward with fresh planning from next year to implement undertakings in new areas including digital economy and strengthened agriculture.

Kishida expressed firm support for ASEAN Outlook, which advocates respect for international laws and transparency in the Indo-Pacific region. He said Japan is ready to advance cooperation in maritime affairs, high-quality infrastructure and food security.

During the meeting, Kishida is expected to denounce Russia's invasion of Ukraine and its threats to use nuclear weapons. He will argue that no unilateral change to the status quo by force will be tolerated in Asia or anywhere else in the world, and call for the maintenance of international order based on freedom and the rule of law.

South Korean President Yoon Suk-yeol has stressed the need for cooperation across Asia to tackle common challenges.

Yoon spoke at the ASEAN Plus Three Summit in the Cambodian capital, Phnom Penh, on Saturday. The meeting gathers members of the Association of Southeast Asian Nations as well as Japan, China and South Korea.

In his speech, Yoon noted that the international community faces a range of challenges, such as war and human rights violations, as well as a crisis in food and energy security triggered by climate change and exacerbated by the prolonged conflict in Ukraine.

Yoon said ASEAN and the three countries must overcome these complex challenges through solidarity and cooperation. He said it has never been more important for partners to work together.

Southeast Asian leaders have agreed to set a specific timeline for Myanmar's military rulers to implement a five-point peace plan.

The summit of the Association of Southeast Asian Nations discussed Myanmar on Friday. Cambodia is hosting the forum's first in-person meeting in three years.

Myanmar's junta has failed to honor an agreement with ASEAN on the Five-Point Consensus, which includes a call for a cessation of hostilities. The military continues to battle pro-democracy forces and ethnic minority militias following last year's coup.

ASEAN leaders agreed that the situation in Myanmar remains critical and fragile, with growing violence a major concern.

They decided to develop a plan "that outlines concrete, practical and measurable indicators" with a specific timeline to implement the Five-Point Consensus.

The leaders also agreed to further review Myanmar's representation at all levels of ASEAN gatherings if the situation so requires. Members of the junta are already barred from ASEAN's summit and foreign ministers' meetings.

Myanmar refused to send a non-political representative to the latest ASEAN summit. It remains unclear whether the junta will agree to a timeline for the peace plan.

The UN nuclear watchdog says its senior officials will hold talks in Iran by the end of November, with hopes of clarifying the country's nuclear issues.

The International Atomic Energy Agency, or IAEA, released reports on Iran's nuclear program on Thursday.

The IAEA says Iran has an estimated 62.3 kilograms of uranium, which is enriched to 60 percent of fissile purity, as of October 22. That's an increase of 6.7 kilograms since August. The purity is close to weapons-grade uranium, which is enriched to 90 percent or higher.

The nuclear deal of 2015 sets the upper limit of enrichment at 3.67 percent.

Former US President Donald Trump pulled his country out of the international nuclear deal with Iran, and negotiations to revive it have stalled.

The IAEA also says uranium particles have been found at several undeclared sites in the country.

The agency is to send senior officials to Tehran to discuss the matter, over which Iran has been reluctant to accept an IAEA probe. It has become one of the sticking points in negotiations to revive the nuclear deal.

Russia's defense ministry claims that its troops have completed their withdrawal from the western bank of the Dnipro River, including the regional capital of Kherson.

Ministry spokesperson Igor Konashenkov said on Friday that more than 30,000 troops with about 5,000 pieces of equipment had moved to the eastern side of the river.

Ukrainian President Volodymyr Zelenskyy said it was "a historic day." He said in a video message that Ukrainian troops are advancing toward the area and that special armed forces units are already in the city of Kherson.

A member of Ukraine's regional council for Kherson said in a news conference that the regional capital is now almost fully under Ukrainian control.

He added, however, that many Russian soldiers remain in the city and that they are dressed as civilians.

The Ukrainian defense ministry's intelligence agency posted a message in Russian on social media calling on the remaining Russian soldiers to surrender.

It urged them to give up, as that is the only way they will live. It said if they resist, they will be eliminated.

The Ukrainian forces are believed to be strengthening their positions to gain full control of the strategically important city of Kherson, and watching closely what the Russians do next.

Cryptocurrency exchange FTX Trading and about 130 affiliated firms have filed for Chapter 11 bankruptcy protection in the United States.

In its statement on Friday, FTX Trading also said founder Sam Bankman-Fried has resigned as chief executive officer.

The Wall Street Journal and other US media reported that traders are seeking to withdraw their money from the platform. There has been speculation that an investment firm owned by Bankman-Fried has asset management problems. The pullbacks have left FTX as much as 8 billion dollars short of funds.

There have also been reports that US authorities, including the Securities and Exchange Commission, are investigating FTX.

FTX's financial problems are causing ripple effects in the crypto industry with the prices of Bitcoin and other digital currencies plunging.

People in the US are still waiting to learn the final outcome of Tuesday's midterm elections, three days into vote counting.

US media outlets predict Republicans will take a majority in the House, but the gap with President Joe Biden's Democrats will be narrow.

ABC News has projected the Democratic Party will win 48 of the Senate's 100 seats, with the Republican Party to secure 49.

The Associated Press is reporting that three states have yet to release their Senate results.

Ballot counting is ongoing in the two western states of Arizona and Nevada, with the counting of mail-in votes yet to be completed.

In Arizona, with about 78 percent of votes counted, the incumbent Democratic candidate was on 51 percent with the challenger Republican on 46 percent.

In Nevada, the incumbent Democrat had reached 48 percent while the Republican candidate was on 49 percent. An estimated 90 percent of votes have been counted.

The state of Georgia, where neither side achieved the required majority, will hold a runoff election in December.

The AP is reporting that Republicans are certain to win 211 seats in the House of Representatives, while Democrats have secured 194.

But neither party is yet certain to win the 218 seats needed to control the 435-seat lower chamber.

The Washington Post says the Republican Party is likely to win about 220 seats, delivering a House majority, although the gap is smaller than initially predicted.

It says results will still take time as the races remain tight in many places.
