South Korea's government is looking at measures to prevent a recurrence of the crowd crush that left more than 150 people dead.

The incident on Saturday night in Seoul's Itaewon district, where people were celebrating Halloween, killed 155, including two Japanese nationals.

The entertainment district has been a popular gathering spot for Halloween revelers for years. On Saturday, more than 100,000 people were estimated to be in Itaewon.

South Korea requires the organizers of any events with more than 1,000 attendees to consult authorities beforehand. But this didn't apply to last week's Halloween festivities, which were largely a collection of small parties hosted by bars and restaurants.

The government is considering allowing police or other authorities to step in and implement safety measures at their discretion when necessary.

South Korean President Yoon Suk-yeol said at a meeting on Monday that the government needs to take fundamental steps in order to prevent something similar from taking place.

At a parliamentary committee meeting on Tuesday, the government is expected to be grilled by both ruling and opposition parties over its handling of the tragedy.

The Tokyo Metropolitan Police Department is stepping up security on the streets around Shibuya Station in central Tokyo, which are expected to draw large Halloween crowds on Monday.

Riot police are deploying a public relations unit known as the "DJ Police" on Shibuya's main street and the famous scramble crossing to deal with possible congestion.

Following Saturday's fatal stampede at a Halloween event in Seoul, South Korea, the police are concerned that crowds may become gridlocked if they get too concentrated in one area.

The police are guiding visitors, many in Halloween costumes, away from the main street as much as possible.

Officers are also patrolling alleyways and calling on people not to stop to take photos or for other reasons to prevent creating obstacles that could block the flow of foot traffic and lead to people stumbling.

The police plan to make some nearby roads pedestrians-only.

They expect the congestion to peak from late Monday through early Tuesday.

Shanghai Disney Resort has announced it is temporarily closed starting Monday as a measure to prevent coronavirus infections.

The operator has not revealed any details, such as whether infected people were found to have visited the resort.

But Shanghai city officials said a woman who tested positive on Monday had visited Disneyland.

The officials said on social media that people who were at the resort at the time of the announcement are not allowed to leave it unless they clear a PCR test.

The resort had been holding Halloween events since Friday. But it said it suspended some attractions starting Saturday to reduce the number of staff.

Shanghai Disneyland was closed last year after a visitor was found to be infected. It was also shut in March this year as the city saw a large number of infections and remained closed for three months.

China has maintained strict measures to reduce infection risks under its zero-COVID policy.

A theme park featuring the world of Studio Ghibli's animated films opened in central Japan on Tuesday.

Three areas of Ghibli Park, "Ghibli's Grand Warehouse," "Hill of Youth" and "Dondoko Forest," opened to fans at 10 a.m. on the site of the 2005 Expo in Nagakute City, Aichi Prefecture.

The opening countdown was attended by Miyazaki Goro, a director at Studio Ghibli, who also supervised the production of the park.

"Ghibli's Grand Warehouse," the main attraction at the park, is an indoor facility with a screening room, exhibitions and areas that will take visitors to the world of classic movies, including "Spirited Away" and "My Neighbor Totoro."

To avoid congestion, tickets for each area must be reserved in advance for designated time slots.

Crowds formed outside the park from early morning.

A man in his 40s who came from Kanazawa City, Ishikawa Prefecture, waited with his family from around 6 a.m. to be first in line. He said they were looking forward to seeing scenes from the movies reenacted in real life.

Another man in his 30s from Okazaki City in Aichi Prefecture was visiting with his wife and 5-year-old daughter. He said they love Ghibli, so have been looking forward to the trip. He said they used to go to Tokyo Disneyland or other theme parks, so are happy that the new Ghibli Park is nearby.

A hospital in Osaka says it has suspended non-emergency outpatient services and operations following a ransomware cyberattack on its electronic medical record system. The facility has 36 departments and 865 beds.

Osaka General Medical Center officials told reporters on Monday that the system failed around 7 a.m. and cannot be accessed.

They said a contractor who examined the failure said the system was apparently attacked by a ransomware computer virus.

Ransom software encrypts victims' data, rendering it inaccessible. Hackers typically will offer to unlock it in return for payment.

The hacker reportedly sent an e-mail written in English to the hospital's server, saying all files had been encrypted.

The hacker demanded the hospital pay a ransom in Bitcoin, and warned that the amount would depend on how soon the hospital responded.

The officials said staff are now using paper medical records, and normal operations probably won't be restored any time soon.

The hospital's director, Shimazu Takeshi, said hospital staff are working hard to restore the system. He apologized to patients and other stakeholders for the trouble and inconvenience.

China has announced that it successfully launched the final module needed to complete its first space station.

State-run China Central Television reported that the module, Mengtian, was blasted into space aboard the carrier rocket Long March-5B from a launch site in Hainan Province, southern China, after 3:30 p.m. on Monday.

Mengtian, the second laboratory module for the station, will be connected with the core module Tianhe, and the first module, Wentian, which was launched in July.

Mengtian will conduct scientific research under microgravity as well as zero gravity.

China plans to complete assembling the space station before the end of the year, by sending astronauts tasked with the assignment.

Monday's development comes as Chinese President Xi Jinping began an unprecedented third term as the party's General Secretary.

Xi has adopted a plan to build China into a "great modern socialist country" that will surpass the United States. He has accelerated the country's space development by sending unmanned probes to the moon and Mars.

This is the fourth time China has launched a Long March-5B rocket. Concerns over the possibility of falling debris are on the rise. When one rocket re-entered the atmosphere after a launch in 2020, its debris reportedly fell onto the West African nation of Cote d'Ivoire and damaged buildings.

China's government is planning tougher rules on the use of celebrities in business advertisements in an apparent move to strengthen its crackdown on dissent.

Government watchdogs that oversee businesses, the Internet and media jointly released on Monday a list of conditions regarding how companies use celebrities in their ads.

Officials said some celebrities and influencers appearing in "illegal" ads have helped spread misconceptions in society for years. They called on businesses to carry out advertising in line with President Xi Jinping's guiding principles.

The authorities urged businesses to align their advertisements with traditional, virtuous norms and to refrain from any action that could disturb social stability.

They also demanded that no Communist Party or government leaders be featured in business ads. The officials say offenders will be punished in accordance with the law.

The move is seen as an attempt by President Xi's leadership to suppress dissent through a tougher crackdown on the advertising industry.

An exhibition highlighting the digital transformation of financial services has kicked off in Hong Kong. Organizers say they want to foster the territory's status as a global financial hub by promoting virtual assets, including cryptocurrency.

The exhibition is part of a five-day event called FinTech Week. Some 500 companies and organizations are showcasing their latest technologies and products.

A 3D scanning device attracted visitors' attention. It uses 250 cameras to create a user's avatar. The images are sent to their smartphone and can be used in virtual reality.
