Japanese Prime Minister Kishida Fumio says he is considering replacing one of his secretaries for making controversial remarks. Arai Masayoshi said on Friday that he despises same-sex couples.

Kishida said on Saturday, " His remarks are totally incompatible with the government's policy. They're outrageous. I think he has no choice but to think about whether to resign."

Kisihda added that his administration is aiming to realize a diverse society.

Arai has been one of Kishida's secretaries since October 2021.

Arai told reporters on Friday that all of Kishida's secretaries are negative about same-sex marriage.

He also said he would not want a same-sex couple living next door to him. He also suggested some people may leave Japan if the government legalizes same-sex marriage. But at the same time Arai said he respects the human rights and values of same-sex couples.

Later in the day, he told reporters he wanted to withdraw the remarks if they caused misunderstanding. Arai also revealed he had not asked his colleagues for their opinions on the issue.

Arai's controversial remarks come after Kishida said in the Diet that lawmakers should carefully consider whether to legally recognize same-sex marriage.

Many members of the UN Human Rights Council are calling on Japan to abolish the death penalty and improve medical care at immigration facilities.

The council conducts a periodic review of member states and issues non-legally binding recommendations.

This week, Japan was subject to a review for the first time in six years.

The report contains 300 recommendations from more than 100 countries.

Many members call on Japan to abolish the death penalty and establish an independent human rights relief organization in line with international standards.

They also urge Japan to improve health care systems at immigration facilities where foreign nationals are detained.

And they advise the country to avoid prolonged detentions.

Western member nations are calling on Japan to end discrimination against sexual minorities, legalize same-sex marriage, and promote women's participation in politics and business.

Tokyo is expected to report back to the Human Rights Council on the recommendations by June.

Officials in Beijing say a Chinese balloon found flying over the United States is a "civilian airship" mainly used for weather research.

On Friday, a foreign ministry spokesperson said the balloon had deviated far off course, citing winds and "limited self-steering capability".

The spokesperson said the Chinese side regrets the unintended entry into US airspace, adding that Beijing will stay in communication with Washington.

The US Defense Department said on Thursday that the government had been tracking a surveillance balloon at an altitude well above commercial air traffic.

Pentagon officials said it appears to be a Chinese spy balloon.

US authorities say they have conveyed to the Chinese side how seriously they take the issue.

A blockchain analysis firm says hackers with suspected links to North Korea stole 1.65 billion dollars' worth of cryptocurrency in 2022.

Chainalysis says that's a four-fold increase on the previous year and the highest in seven years.

The company says there were many cases in which large sums of money were stolen from online game programs.

Some experts say North Korea could be using the proceeds from cyberattacks for nuclear and missile development.

The Japanese government has issued a warning to domestic cryptocurrency businesses about Lazarus Group, a firm believed to be affiliated with North Korean authorities.

Erin Plante, the vice president of investigations at Chainalysis, says crypto theft is a grave security threat for many countries.

She says it is important to prevent the conversion of stolen crypto into cash. She is calling for cooperation between the public and private sectors.

The Group of Seven nations, Australia and the European Union have announced price caps on Russian oil products in an effort to limit Moscow's funds for its invasion of Ukraine.

The US government says the countries will introduce the caps on Russian seaborne refined oil products on Sunday.

The caps will be set at 100 dollars per barrel for diesel fuel and some other products and 45 dollars per barrel for products including heavy oil.

The measure follows the price cap of 60 dollars per barrel on Russian crude oil that the G7 and other countries established in December.

US Treasury Secretary Janet Yellen led negotiations on the caps. She said in a statement that the agreement among the countries helps advance their goal to limit Russia's key revenue generator for funding its illegal war.

The leaders of Estonia, Latvia and Lithuania say athletes from Russia and Belarus should not be allowed to compete in the 2024 Paris Olympics.

The prime ministers of the three Baltic states held a joint news conference on Friday in the Estonian capital of Tallinn.

Latvian Prime Minister Krisjanis Karins said allowing Russians to compete at the Games while the war in Ukraine continues would be "morally reprehensible".

Estonian Prime Minister Kaja Kallas said the Baltic states need to convince other countries that the participation of Russia and ally Belarus would be wrong. She added that a boycott would be the next step.

Athletes from Russia and Belarus have been barred from other international competitions in light of the invasion.

But the International Olympic Committee said last month that it will consider allowing them to compete as neutrals, under certain conditions.

A famed snow festival in the northern Japanese city of Sapporo, Hokkaido, opened on Saturday and is attracting large crowds. The event had been held online for the past two years due to the coronavirus.

The festival features five gigantic snow sculptures over 10 meters tall.

One depicts the new stadium of the Hokkaido Nippon-Ham Fighters pro baseball team and manager Shinjo Tsuyoshi. The stadium will open in March.

Another shows a thoroughbred horse, as Hokkaido is known for its breeding stables.

The festival also features about 100 other snow sculptures.
The festival organizers are taking measures against COVID-19, such as making the footpaths at the site one-way.

A Japanese woman there with her family said she is glad the festival is back on this year.

A man from the United States said he came because he heard it is the largest snow festival in Japan. He called the snow sculptures "amazing."

The festival runs until February 11.
