Shinkansen bullet train service remains partly suspended on three lines in Japan's capital and multiple prefectures. Several trains are stuck without power, leaving people stranded.

The sections affected are: two of the lines from Tokyo to Takasaki and Tokyo to Sendai. The East Japan Railway Company announced that services in that sections will be suspended all day.

Crews helped passengers get off a train one after another near Omiya station in Saitama Prefecture, north of Tokyo.

JR East says the suspension is due to a power outage that began shortly before 10 a.m. Tuesday. Passengers have been taken to nearby stations.

JR East released a photo showing a power line dangling between Ueno and Omiya stations, disrupting operations. The company sent a crew to restore service. But an employee of an affiliated company was electrocuted and taken to a hospital by ambulance. There is no word yet on the worker's condition.

Residents of the Sea of Japan coastal areas, including the quake-hit Noto Peninsula, are urged to take precautions against heavy snowfall.

The Japan Meteorological Agency says a winter pressure pattern will likely strengthen with an inflow of the most powerful cold air mass of the season.

The agency says it will bring heavy snow to regions along the Sea of Japan in western to northern Japan from Tuesday through Thursday.

Snow is expected to fall mainly in mountains and mountainous areas in those regions, but heavy snow is also likely in the flatlands of the Tokai, Kinki and Kyushu regions, which usually don't get much snow.

In the 24 hours through Wednesday morning, up to 80 centimeters of snow is expected in the Hokuriku region, 70 centimeters in Niigata Prefecture, and 60 centimeters in the Tokai region.

For the 24-hour period through Thursday morning, up to one meter of snow is forecast for the Hokuriku region and Niigata Prefecture, up to 80 centimeters in the Tohoku region and up to 70 centimeters in the regions of Tokai and Kinki.

The agency is warning that gusty winds accompanying snow will likely cause rough sea conditions in the Hokuriku region and northern Japan.

Officials are urging people to be on the alert for traffic disruptions, high waves and avalanches.

They are also warning that snow could cause houses and buildings damaged by the New Year's Day earthquake to collapse under its weight.

The officials are also warning of the severe cold. A daytime high for Tuesday is expected to be 3 degrees Celsius in the cities of Wajima, Kanazawa and Toyama.

Evacuees are advised to take precautions against hypothermia, as well as to keep an eye on the health condition of family members and others around them. They are also urged to stay warm by using blankets and exercising.

The number of jolts in the affected areas has been decreasing, but seismic activity remains at high levels.

As of 4 a.m. on Tuesday, 1,498 tremors with an intensity of 1 or higher on the Japanese seismic scale of zero to seven had been observed.

Ukraine's military intelligence chief says North Korea is currently Russia's largest supplier of arms.

Kyrylo Budanov told the Financial Times in an interview published on Sunday that North Korea has transferred a significant amount of artillery ammunition to Russia. He said Russia is using more weapons and munitions in Ukraine than it can produce.

Budanov said North Korea's transfer of arms to Russia allowed Russia to breathe a little. He said that without North Korea's help, the situation would have been catastrophic for Russia.

Russian attacks continue in Ukraine. One person was reportedly killed on Monday in Kramatorsk, a city in the eastern region of Donetsk. A fire is reported to have broken out at a power distribution company's facility in the eastern region of Kharkiv, causing power outages in surrounding areas.

In a Russian-controlled area of the Donetsk region on Sunday, 27 people were killed in what Russia said was a Ukrainian attack. Ukrainian media reported that a fire that broke out at a gas company's facility at a port in northwestern Russia was the result of an attack by Ukraine's security agency.

In response to the assault in Donetsk, Kremlin spokesperson Dmitry Peskov said on Monday that Russia will continue its special military operation to protect Russian people and infrastructure.

Poland's Prime Minister Donald Tusk has visited the capital of Ukraine for the first time since he took office in December. Poland has been a major provider of support for the neighboring country.

During a joint news conference with Ukrainian President Volodymyr Zelenskyy, Tusk said Poland will do everything it can to increase Ukraine's chances of victory in the war. The leaders have agreed on plans for their countries to jointly increase arms production.

The two-person race for the US Republican presidential nomination is intensifying. Both candidates are competing in New Hampshire, which is set to vote Tuesday in the latest state-by-state primary election.

Former President Donald Trump faces ex-United Nations Ambassador Nikki Haley in a poll that is open both to members of the Republican Party and undeclared voters.

The contest was reduced to Trump versus Haley after Florida Governor Ron DeSantis quit his campaign on Sunday.

The two remaining candidates held rallies in New Hampshire on the eve of the state's primary.

Trump addressed the crowd and referred to a general election in which he would face sitting President Joe Biden. He said, "Tomorrow we're going to win New Hampshire, and then we're going to defeat crooked Joe Biden and we are going to make America great again."

Haley targeted her primary opponent, saying that chaos follows Trump. She also said, "We can't be a country in disarray and have a world on fire and go through four more years of chaos, because we won't survive it."

The political analysis website RealClearPolitics shows that as of Monday, Trump's average approval rating in New Hampshire opinion polls stood at 54.9 percent. Haley's was 36.7 percent.

After Trump's outright victory in the Iowa caucuses, Haley needs to win the New Hampshire primary or come in a very close second.

Some observers say that failure to do either could make it difficult for Haley to continue her campaign, adding that they believe that Trump will secure the party's nomination.

A US news website says Israel has given the Islamic group Hamas a new proposal that includes a pause of up to two months in the fighting in exchange for the release of all remaining hostages.

Citing Israeli officials, Axios on Monday reported the proposal which was made through Qatari and Egyptian mediators.

Under the proposed deal, Hamas will release women, elderly men and hostages who are in critical medical condition in the first phase. Other hostages, including soldiers, will then be released in phases.

The fighting will be halted for up to two months until all remaining hostages are freed.

Israeli officials were quoted as saying the proposal was approved by the country's war cabinet 10 days ago.

The officials reportedly said that Israel will not agree to end the war and will not agree to release all 6,000 Palestinian prisoners from Israeli prisons.

They also said that Israeli military operations in the Gaza Strip would be "significantly smaller in scope and intensity after the two month pause."

Axios says the parameters of the new proposal for a hostage deal are "different from past aspects of deals rejected by Hamas and more forward-leaning than previous Israeli proposals."

Israel's fierce assault on the southern Gaza city of Khan Younis is raising the specter of more civilian casualties.

Israel's military has expanded its operations in Khan Younis, which it believes is a major stronghold for Hamas fighters. Heavy gunfire and explosions were heard in the area on Monday.

Health authorities in Gaza said many injured people were being brought into hospitals in the city. But officials say treatment of some patients was delayed due to the lack of medicine and operating rooms.

The health authorities said Israeli soldiers stormed a hospital in western Khan Younis and arrested medical staff. Palestinian Red Crescent officials said tanks had surrounded another hospital in the city and that they had lost contact with its staff.

The health officials on Monday said at least 25,295 people have been killed since October 7. The death toll is feared to rise.

There have been reports of a move by the United States, Egypt and Qatar to propose a phased diplomatic process that could eventually lead to the end of the war in Gaza.

When meeting with relatives of people taken hostage by Hamas, however, Israeli Prime Minister Benjamin Netanyahu signaled that there has been little progress in the negotiations. Netanyahu said there was no concrete proposal by Hamas for a deal to release hostages.

Houthi militants in Yemen say that they attacked an American cargo ship in the Gulf of Aden, but the US Navy says the claim is "patently false."

A Houthi spokesperson said on social media on Monday that the group launched missiles against the Ocean Jazz. The individual described the vessel as a US military cargo ship.

Global ship tracker MarineTraffic says that the vessel is registered in the United States.

The spokesperson's statement said that the militants "continue to retaliate to any American or British aggression" against Yemen.

The US Navy said in a social media post that it has "maintained constant communications" with Ocean Jazz "throughout its safe transit."

Also on Monday, the US Defense Department said that the US and British militaries bombed eight locations used by the Houthis in Yemen.

It said the attack targeted an underground storage site and other missile-related facilities. It added that the operation was supported by Australia, Bahrain, Canada and the Netherlands.

The Defense Department warned that the US and its partners will "not hesitate to defend lives and free flow of commerce."

The Iran-backed Houthis have been attacking commercial ships since last November. They say that they are doing so to show solidarity with the Islamic group Hamas, which is fighting against Israel in the Gaza Strip.

US forces began staging military strikes on Houthi targets in Yemen this month. The Houthis have vowed to target US vessels in retaliation.
