North Korean leader Kim Jong Un has called for the country's Constitution to be revised, so South Korea can be defined in it as the "No.1 hostile nation."
North Korea's ruling party newspaper, Rodong Sinmun, reported on Tuesday that Kim had made a speech to delegates at the Supreme People's Assembly the previous day.
Kim reportedly said that South Korea wants to bring down the North's government and should not be regarded as a partner for reunification.
He told the delegates to stipulate in the Constitution that education programs should be strengthened, so North Koreans will regard the South as the "No. 1 hostile country and invariable principal enemy."
In addition, Kim urged them to state in the Constitution that the South will be occupied and annexed by the North, if a war breaks out.
At the meeting, the Supreme People's Assembly decided to abolish three entities that served as liaison units with South Korea. The entities are a committee for unification, a bureau for economic cooperation, and a body in charge of inter-Korean tourism at Mount Kumgang.
The moves appear to be in line with statements Kim made during a speech toward the end of December.
Kim said at the time that he would no longer consider South Korea a potential counterpart for unification. He said relations between the Koreas had become those of "two hostile countries."

The Japanese government is set to double the reserve funds in its fiscal 2024 draft budget for the earthquake recovery effort. It says the goal is to help victims of the Noto Peninsula quake rebuild as soon as possible.
The government is expected to approve the increase to 1 trillion yen, or nearly 7 billion dollars, for the fiscal year starting in April.
Lawmakers plan to enact the bill during the upcoming ordinary Diet session due to start later this month.
The government also plans to contribute about 700 million dollars from the fiscal 2023 budget to the recovery effort.
The focus now is on improving conditions at evacuation sites, securing temporary housing, and repairing damaged infrastructure.
The government is urging survivors to move to lodgings outside affected areas for their health and safety.
It plans to draw up a timeframe for infrastructure repairs and temporary housing construction as soon as possible.

Two days after Taiwan's presidential election, former senior US officials held talks with President-elect Lai Ching-te. They also separately met outgoing President Tsai Ing-wen.
Former National Security Advisor Stephen Hadley and former Deputy Secretary of State James Steinberg met Lai and Vice President-elect Hsiao Bi-khim in Taipei on Monday.
In the talks, Lai expressed his gratitude for US support for democracy in Taiwan. He mentioned that the United States sent a congratulatory message promptly after the election and dispatched a nonpartisan group of heavyweights to extend their best wishes to himself and Hsiao.
He said his administration will keep defending peace and stability in the Taiwan strait as his predecessor, Tsai, has done, and conveyed hopes for ongoing US support for Taiwan.
Tsai is said to have won the trust of Washington for her cautious comments and actions on Taiwan's relationship with China.
Earlier on Monday, they met with Tsai at the presidential office.
Tsai expressed hopes "that Taiwan-US relations continue to advance and serve as a key driving force in regional and global prosperity and development."
Hadley said, "We look forward to continuity in the relationship between Taiwan and the United States under the new administration, and for common efforts to preserve cross-strait peace and stability."
Both sides reaffirmed their commitment to bilateral cooperation to maintain the status quo of the Taiwan Strait amid China's growing military pressure on Taiwan.
The US maintains the former officials are traveling "in their private capacity to Taiwan," as it has done previously following a presidential election. The move is seen as an attempt to accommodate China, which has opposed formal visits between the US and Taiwan.

The South Pacific island nation of Nauru says it is severing relations with Taiwan and reestablishing diplomatic ties with China.
Nauru's government said in a statement on Monday that the move is in the best interest of the country and its people.
It said Nauru will no longer recognize Taiwan as a separate country, but rather as an inalienable part of China's territory. It also said the country will "sever diplomatic relations with Taiwan as of this day and no longer develop any official relations or official exchanges with Taiwan."
The island nation has a population of about 12,000 and a land area of 21 square kilometers.
It established diplomatic ties with China in 2002. But it established diplomatic relations with Taiwan and broke off the ties with China in 2005.
Nauru's decision is prompting observers to speculate on what was behind the move, as it had recently been critical of Beijing.
China's Foreign Ministry on Monday welcomed Nauru's decision. Ministry spokesperson Mao Ning told reporters that China stands ready to work with Nauru to open a new chapter of bilateral relations on the basis of the one-China principle.
Regarding the timing of Nauru's announcement, which came immediately after Taiwan's presidential election, Mao said it was Nauru's voluntary choice as a sovereign state.
Taiwan had diplomatic ties with 22 countries when President Tsai Ing-wen of the Democratic Progressive Party took office in May 2016.
But China has been pressuring countries to cut ties with Taiwan, as Tsai's administration rejects Beijing's claim that Taiwan is a part of its territory.
A total of 10 countries have severed ties with Taiwan -- five countries in Central America and the Caribbean, three countries in Oceania, including Nauru, and two countries in Africa. This brings to 12 the number of countries that have diplomatic relations with Taiwan.
Taiwan's presidential office said on Monday that Beijing's diplomatic repression immediately after its presidential election is a retaliation against democratic values and a blatant challenge against a stable international order.

Myanmar's military and an alliance of ethnic armed groups have agreed on a temporary ceasefire. But the rebel alliance accuses the military of shelling its positions on Friday -- the day after the China-brokered deal took effect.
In late October, the alliance launched coordinated attacks against the military in the eastern state of Shan, bordering China.
The fighting continued even after Beijing said in December it had mediated a ceasefire between the military and the rebels. Both sides say they approved the latest cessation of fighting.
The Ta'ang National Liberation Army, or TNLA, says the military bombarded three military facilities of the ethnic group side on Friday. The TNLA also says its forces came under attack for two hours on Saturday, forcing them to withdraw from a hill where they were stationed.
The military has not commented on whether it carried out the attacks.

The Maldives has reportedly asked India to withdraw its troops from the country by March 15.
The island nation in the Indian Ocean lies in the middle of a strategically important sea-lane where both China and India are jostling for influence.
Local media quoted the Maldivian presidential office as saying President Mohamed Muizzu proposed sending the soldiers home at a meeting with an Indian delegation in the capital of Male on Sunday.
The recently inaugurated president maintains excessive military cooperation with India could erode the Maldives' sovereignty. He's been reviewing the "India-first" policy of the previous administration and stepping up his pro-China stance since taking office in November.
The development comes just days after Muizzu made his first state visit to China and met with President Xi Jinping. The two leaders agreed to elevate bilateral ties to a "comprehensive strategic cooperative partnership" and witnessed the signing of 20 cooperation accords in infrastructure and other areas.

Japan's Ibaraki Prefecture north of Tokyo has a long and rich judo tradition and is known as a hotbed for the sport. It's now using its links to the martial art to attract foreign tourists.
The prefecture recently arranged a judo-themed tour and invited judoka and magazine editors from France, where the sport is popular.
The group visited a store selling tatami mats used in judo dojos. The guests saw how the mats are made and were allowed to help out.
They also learned the differences between tatami mats made for judo and those made for home.
"I knew about tatami made for dojos, but this was the first time I learned how home-use tatami mats are made," said Silvia Place, a judoka who participated in the tour.
The tour also includes a stop at the Kashima Jingu shrine, which is dedicated to the deity of martial arts.
