Japanese Prime Minister Shinzo Abe has laid out his policies on major issues facing the nation, including the shrinking and aging population and the social security system.

Abe delivered his policy speech at the opening of an extraordinary Diet session on Friday. It's the first since he reshuffled his Cabinet last month.

Abe called the population issue Japan's biggest challenge. He said he will create a society that embraces diversity to tackle the issue. He also said he wanted to establish a social security system that benefits all generations.

He stressed his determination to reduce the burden on child-rearing households through such measures as free preschool education and childcare, and to build a society where children who strive can achieve their dreams.

He also pledged to safeguard jobs for workers up to the age of 70 and to expand the welfare pension system for part-time workers to give them a sense of security in their old age.

Turning to North Korea, he said the government will work closely with the United States and do everything possible to ensure the safety of the Japanese public.

Abe also said he is determined to meet with North Korean leader Kim Jong Un without any preconditions to resolve the issue of the abductions of Japanese nationals. He called this Japan's most pressing issue with the North.

He then expressed hope for a state visit to Japan by Chinese President Xi Jinping next spring, saying he wants to raise bilateral relations to a higher level.

As for Russia, he said he will press ahead with efforts to negotiate a peace treaty based on the 1956 Japan-Soviet joint declaration.

Abe said that although South Korea is an important neighbor, the government will urge it to rectify what Tokyo says is a breach of international law regarding the issue of wartime labor.

The Japanese government maintains that any right to claims was settled completely and finally in 1965, when the two countries normalized ties.

He also expressed hope for debate in both chambers of the Diet on constitutional amendments.

He said their Constitution Commissions are a fitting place for discussing what kind of country Japan aims to be in the country's new Reiwa era.

He called on lawmakers to thoroughly discuss the issue and fulfill their responsibilities to the public.

US President Donald Trump said his country will hold talks with North Korea despite its launch of a new ballistic missile from a submarine.

He had stayed mum on the launch until Thursday, when he told reporters, "We will see. They want to talk and we will be talking to them. We will see."

North Korea's state-run media reported the country successfully test-fired a Pukguksong-3 in the Sea of Japan on Wednesday. The report said the test strengthens the North's defenses and represents a new phase in countering threats against the country.

The report also said the test-firing had no adverse impact on the security of neighboring countries.

North Korea has conducted 10 other test-launches since May, including that of short-range ballistic missiles.

Working-level denuclearization talks between North Korea and the US are reportedly planned in Stockholm.

North Korea said it had agreed with the US to hold negotiations on Saturday following preliminary contact on Friday.

Japan's defense minister has stressed the need for a new land-based missile defense system following North Korea's test-firing of a submarine-launched ballistic missile, or SLBM, on Wednesday.

Taro Kono told reporters on Friday that it's vital that the country introduce the Aegis Ashore system, which is designed to track and intercept incoming missiles.

Kono said Pyongyang possesses a considerable number of ballistic missiles that can reach Japan.

The Japanese government has confirmed it's likely that the missile North Korea fired on Wednesday was an SLBM with a range of up to 2,500 kilometers.

Kono went on to express support for US-North Korea working-level talks scheduled to be held in Stockholm this weekend. He said the talks are the key to achieving the North's "complete, verifiable and irreversible denuclearization, or CVID."

But he added that Japan and the US agree that the North should stop provocative test-firings of missiles of any range, in violation of United Nations Security Council resolutions.

Hong Kong's Chief Executive Carrie Lam says she is invoking emergency powers... a move that enables her government to impose a ban on face masks at protests.

She said, " As the responsible government, we have the duty to use all available means in order to stop the escalation in violence and restore calm in society."

Lam made the announcement on Friday following a meeting with ministers and advisors.

The ban will take effect at midnight. Those who defy the ban could be sentenced to up to one year in jail.

Pro-democracy activists condemned the move and called on the international community for help.

One of the activists, Joshua Wong, said, "The world must stand with Hong Kong against Hong Kong transformed into a police state with martial law."

It is the first time the Emergency Regulations Ordinance has been used in more than 50 years.

But during the press conference, Lam emphasized that Hong Kong is not in a state of emergency, referring to it instead as a situation of danger.

Government supporters have criticized the protestors' use of face masks. They say it allows protesters to act with impunity.

But many demonstrators say they do it because they're afraid of facing repercussions for protesting.

Even after Lam's announcement, protestors could be seen on the streets wearing masks.

South Korean prosecutors have reportedly requested an arrest warrant for the younger brother of Justice Minister Cho Kuk over alleged wrongdoing involving a cram school run by relatives.

Yonhap News Agency reported on Friday that Cho's brother is suspected of accepting hundreds of thousands of dollars in bribes from the parents of applicants for teaching jobs at the cram school. Cho's brother is also accused of trying to conceal evidence.

The prosecutors questioned Cho's wife for the first time on Thursday in connection with dubious investments and other allegations involving the family.

Another relative was indicted on the same day in connection with the corruption allegations.

Protesters called for Cho's resignation at a rally in central Seoul on Thursday.

A former US envoy to Ukraine has testified in Congress and submitted text messages between him and other officials concerning alleged pressure by President Donald Trump on his Ukrainian counterpart.

Kurt Volker testified behind closed doors at the House of Representatives on Thursday.

Trump is suspected of pressuring Ukrainian President Volodymyr Zelenskyy by phone in July to obtain information detrimental to former US vice president Joe Biden, Trump's possible rival in next year's presidential election.

Volker reportedly visited Ukraine after the call and advised Zelenskyy.

Democrats who attended the testimony said Volker presented text messages between him and senior State Department officials expressing concern about Trump's attempt to secure political gain in exchange for aid to Ukraine.

Democrats say this is evidence that Trump demanded the investigation of Biden in exchange for US military aid.

Meanwhile, Trump reiterated on Thursday that Ukraine should investigate Biden.

The United Nations secretary-general, in an opinion article carried by major media around the world, has strongly urged member countries to step up efforts against climate change.

More than 250 newspapers and magazines carried Antonio Guterres' statement on Thursday. They include Britain's The Guardian, France's Le Monde, and the US weekly journal, The Nation.

Guterres said more than 70 countries and 100 cities committed to bringing about net zero carbon emissions by 2050 at September's climate action summit at the UN General Assembly..

Guterres said too many countries still seem to be addicted to coal.

He said global warming deniers and major carbon emitters have nowhere to hide, and expressed his commitment to jolting those countries negative about climate change into action.

Guterres said, "Young people, the UN, and a growing number of leaders from business, finance, government, and civil society are mobilizing and acting."

But he stressed that many others need to take action.

He concluded, "We have a long way to go. But the movement has begun."

A Japanese manufacturer has opened a facility for a project aimed at removing space debris that could collide with satellites and the International Space Station.

Kawasaki Heavy Industries showed media the ground station in Kakamigahara, central Japan, on Friday.

The facility has a satellite dish measuring 3.7 meters in diameter on its roof.

The project involves using satellites that would receive signals from the station, collect out-of-use rockets and satellites or their fragments, and fall into the atmosphere to burn the debris.

The firm plans to launch a 60-centimeter cube-shaped satellite next fiscal year to test the process.
The company wants to see whether the satellite can use its robotic arms to gather debris. It aims to put the technology into practical use by fiscal 2025.

Space debris can collide with satellites and other devices, causing severe damage.

Kawasaki Heavy Industries official Nobuyuki Kubota says opening the ground station is a big step forward.

Kubota says his company wants to help prevent space debris collisions that would affect people's lives.

A Japanese court has ruled it was illegal to deny entry to a US dolphin activist and to issue him with a deportation order. It nullified the deportation.

Richard O'Barry arrived at Narita Airport near Tokyo in 2016. But immigration officials denied O'Barry entry into the country and instead deported him.

O'Barry appeared in "The Cove," an Oscar-winning documentary film that was critical of dolphin hunting in Taiji Town, Wakayama Prefecture.

Presiding judge Hideaki Mori at the Tokyo District Court handed down the ruling on Thursday.

He said O'Barry's intention to take photographs of dolphin hunts and post them on his blog cannot be described as unnatural.

The judge said there is no evidence that O'Barry had any connection to the anti-whaling group Sea Shepherd.

He added that it was difficult to prove O'Barry wanted to enter Japan to harass people involved in dolphin hunts.

The Immigration Services Agency of Japan says it will examine the ruling and respond appropriately.

Japanese casual clothing giant Uniqlo made its debut in India with its first store on Friday. The retailer aims to gain a foothold in the vast market of 1.3 billion people.

The opening attracted large crowds in a shopping mall in the capital, New Delhi. The outlet with 3 floors is one of Uniqlo's largest.

The firm hired an Indian designer to create a line of items based on the country's traditional shirt, the Kurta.

Uniqlo plans to open two more stores in the New Delhi area this year.

The move comes as India's middle class expands rapidly and the government eases rules on foreign investment.

The South Asian country has been attracting fashion chains, restaurants and other retailers from around the world.
