As people in Japan continue to recover from Typhoon Hagibis, some cities are preparing for more heavy rain. Rescuers are still searching for 8 people, with the death toll now at 79.

Meanwhile, cities in some affected areas are bracing for more wet weather.

In Nagano, a dike has been erected where the riverbanks were washed away.

Farther north in Miyagi prefecture, sandbagging has begun to reinforce a damaged levee. Pump trucks have also been deployed to drain floodwaters.

Some cities are already issuing evacuation advisories to areas at risk of flooding from rivers.

Officials are urging people in disaster-hit areas to stay on the alert, saying even light rains could trigger further flooding and landslides.

More than 4,000 people are still staying in evacuation centers across the country.

Some shelters are taking steps to keep evacuees warm as the seasonal temperatures drop.

Health officials are also warning people in shelters to be wary of flu outbreaks.

The government is planning to designate Typhoon Hagibis as a severe natural disaster, as estimated restoration costs surpassed benchmark levels.

The government's designation means that larger subsidies will also be available to cover reconstruction of damaged roads, river, and agricultural land.

The president of Kyoto Animation has held his first news conference since the deadly arson attack on the company's studio three months ago. The incident on July 18 has killed 36 people.

Hideaki Hatta on Friday pledged to continue making quality work with remaining members of the studio.

He said his heart aches when he thinks of the bereaved families, and he cannot rest even after three months.

Hatta thanked the public for their messages and donations to the company, saying they made him realize how many people Kyoto Animation had reached.

The president said 27 of the 33 injured staff have returned to work with the support of their colleagues, though many still suffer terrible stress.

Hatta emphasized that as a team of creators, Kyoto Animation will continue to reach people through its works, not by words.

Police have obtained an arrest warrant for 41-year-old Shinji Aoba, on suspicion of arson and murder.

When asked for his thoughts about the suspect, Hatta said he would like to ask him what he was thinking when he committed the act, as so many people either died, were injured or had their lives destroyed.

A lawyer who accompanied Hatta revealed the company is considering a plan to demolish the damaged studio.

Chile's President Sebastian Pinera has declared a state of emergency after protests against a recent increase in public transportation fares turned violent.

The government raised fares for subway and some bus services earlier this month to try to stop the country's finances from further deteriorating.

The measure has led to a series of demonstrations in the capital Santiago, but the government has refused to reverse the fair increase.

On Friday, a number of student-led protests turned violent after demonstrators lit fires in subway stations and vandalized stores in central Santiago.

The Chilean president declared the state of emergency later in the evening.
It gives the government additional powers to restrict people's freedom of movement in the city and the right to assembly.

The government apparently moved quickly to address the situation as Santiago is set to host a series of international conference, including an APEC summit, in mid-November.

Ecuador also declared a state of emergency this month amid intensifying public protests against hikes in utility rates.

US Energy Secretary Rick Perry is stepping down amid scrutiny of his role in the alleged scandal involving Ukraine and President Donald Trump.

Trump tweeted on Friday that Perry will leave his post at the end of the year. He said Deputy Secretary Dan Brouillette will replace him.

Perry is said to have urged Trump in July to phone Ukrainian President Volodymyr Zelenskyy. The conversation is at the center of a House impeachment inquiry.

It's alleged Trump pressured the Ukrainian leader during the call to investigate former US vice president Joe Biden's son. Biden is a hopeful for the 2020 Democratic presidential nomination.

Perry led a US delegation to Zelenskyy's inauguration in May.

Perry is also believed to have communicated with Trump's personal lawyer, Rudy Giuliani, who has been accused of running a shadow Ukraine policy.

Congressional Democrats in the impeachment probe have subpoenaed Perry for documents related to his involvement in the July call.

Perry declared his intention to resign in a video message on Thursday. He made no mention of Ukraine.

Group of 20 finance leaders have agreed that crypto-currencies such as Facebook's Libra should not be issued before proper regulations are in place.

On the second and last day of their meeting in Washington on Friday, finance ministers and central bank governors expressed grave concerns about the risks of crypto-currencies, such as money laundering and breach of personal information.

They conceded that such currencies have technical benefits, as they can facilitate cross-border transactions relatively easily. But they say they can threaten global currency systems and financial policies.

Facebook plans to issue Libra next year but the G20 finance ministers and central bank chiefs said that the service should not start before the risks are addressed with regulations and other measures.

The Group of Seven finance leaders have already expressed misgivings about Libra at their meeting in July, on the ground that global crypto-currencies are likely to replace currencies of a country or a region.

During the recent Group of 20 meeting, finance leaders of emerging economies voiced strong concerns about Libra as well.

The Financial Stability Board made up of the financial authorities is expected to compile a final report next year.

After the meeting, Japan's Finance Minister Taro Aso who chaired the talks told the news conference that a technological benefit such as ease of use is a different matter from whether crypto-currencies can be trusted.

He said no country will support such a currency while it can bring damage to people, or can be used for money laundering purposes.

Bank of Japan Governor Haruhiko Kuroda noted that some emerging countries have concerns about what could happen if such currencies with a huge customer base become widely used globally.

He said the issuance should not be allowed while regulations are still being studied.

US deep-sea explorers have reportedly found what appears to be the sunken Japanese World War Two aircraft carrier Kaga thousands of meters below the Pacific Ocean.

Kaga went down during the Battle of Midway in June, 1942.

A research team from an organization founded by the late Paul Allen -- the co-founder of the US tech giant Microsoft -- confirmed this week that it had found the Japanese vessel.

The researchers say Kaga is lying 5,400 meters below the surface near the site of the naval battle.

The Japanese Imperial Navy lost four aircraft carriers in the Battle of Midway which, in effect, marked the end of its supremacy in the air. The battle is said to be a decisive turning point in World War Two.

Submarine footage shows what appears to be one of Kaga's 20-centimeter caliber guns and an anchor chain.

The director of the Yamato Museum in Hiroshima, Kazushige Todaka, says that comparing historical documents with images of the discovered wreckage will help understand what damage the vessel sustained and the exact reason why it went down.

Renowned street artist Banksy has launched an online shop of T-shirts, mugs and other goods featuring his artworks.

The items are only available to selected buyers who answer the question: "Why does art matter?" The website says answers will be judged by a professional comedian.

The "Gross Domestic Product" store contains about 20 products, including a T-shirt representing a painting by the artist that was destroyed by a hidden shredder moments after being auctioned for nearly 1.4 million dollars last year.

Customers can only buy one item. The deadline for applications is October 28.

Prices range from about 13 dollars up to nearly 1,100 dollars, a stark departure from most Banksy works, which typically sell for millions of dollars.

The website says, "Please refrain from registering at this time if you are a wealthy art collector."
