A rescue operation is underway after a patrol boat belonging to Japan's Fisheries Agency collided with a North Korean fishing vessel.

An official says Japan's vessel was calling on the North Korean fishing boat to leave Japan's exclusive economic zone.

The two ships collided at 9:07 a.m. in the Sea of Japan, 350 kilometers off Ishikawa Prefecture.

Officials say the North Korean vessel sank, and over 20 crew members were thrown into the water.

They say the patrol vessel is conducting a rescue operation, and some of the crew have already been rescued.
Officials say the crew will likely to be taken to Japan for questioning.

Illegal squid fishing has been reported in recent years in the area. The fisheries agency has been stepping up measures to crack down on the activity.

On the Russian side of the Sea of Japan, about 40 North Korean vessels were seized last month by the Russian authorities on suspicion of poaching.

The latest rash of protests was sparked by a new emergency law prohibiting protesters from covering their faces. It carries a punishment of nearly three thousand dollars and up to a year in prison.

Local media are reporting 2 people have been indicted for violating the ban in Saturday's protests.

Hong Kong's government has condemned the masked protesters, saying in a statement that the ban is aimed at preventing "further violence and riotous acts."

The Emergency Regulations Ordinance used for the mask ban allows the Chief Executive to enforce various rules without the legislative council's approval. Confusion is deepening as there is speculation that controls on cash withdrawals could be introduced next. The government denies that rumor.

More protests have been called for on social media on Monday, a public holiday in the territory.

North Korea's chief negotiator, Kim Myong Gil, has expressed doubt over the continuation of talks with the United States on the North's denuclearization.

Kim arrived in Beijing early on Monday on his way home from Stockholm after the two countries held a working-level meeting outside the Swedish capital.

He told reporters at the airport that the future of the negotiations depends on the United States.

The US government has expressed its intention to resume talks in two weeks, but Kim said before leaving Sweden that the talks had broken down.

Speaking in Beijing, Kim voiced doubt that solutions can be found in two weeks after failure to produce a breakthrough in the 100 days since US President Donald Trump and North Korean leader Kim Jong Un met briefly in June.

When asked what North Korea wants from the US, Kim said that his country has proposed everything it can so that the question should be directed to Washington.

US media have reported that a new whistleblower has contacted the intelligence community's inspector general over President Donald Trump's dealings with Ukraine.

The reports say the second whistleblower, an intelligence official, has first-hand knowledge of Trump's July phone call with Ukrainian President Volodymyr Zelenskyy.

Trump allegedly pressed Zelenskyy for damaging information on former Vice President Joe Biden, a leading Democratic contender for the 2020 presidential election.

The original whistleblower, who filed a complaint in August, is said to have obtained information on the president's phone call indirectly, not first-hand.

The complaint triggered an impeachment inquiry by the Democrat-controlled House of Representatives over Trump's alleged abuse of power in his re-election bid.

The House is set to hear testimonies by a former US ambassador to Ukraine and other officials this week.

Trump has flatly denied the allegations, and lashed out at his critics.

Iraqi authorities say the death toll in clashes between anti-government protesters and security forces has risen to more than 100.

The protests began in the capital city of Baghdad on October 1 over the high unemployment rate and poor government services. It then spread to southern cities.

An Interior Ministry spokesperson told reporters on Sunday that 104 people had been killed, including eight members of the security forces, and 6,107 others had been wounded.

The spokesperson denied a report that the security forces fired live ammunition at the protesters, saying that "malicious hands" were behind the targeting of protesters and security personnel.

On Saturday, Prime Minister Adel Abdul-Mahdi launched measures to appease the demonstrators, such as paying unemployment benefits and providing subsidized housing for the poor. He also pledged to meet with the protesters and listen to their demands.

A senior member of the Afghanistan's insurgent group, the Taliban, have called on the United States to restart negotiations.

Taliban's spokesperson Suhail Shaheen told NHK on Sunday that the door to dialogue for peace is open.

He said the group talked to government officials of Russia, China, Iran and Pakistan. Shaheen said they all agreed that the US should return to negotiations, and should abide by a tentative accord the two sides reached in principle.

In September, the United States announced that it had reached a draft accord with the Taliban. But President Donald Trump abruptly called off the negotiations after a US soldier died in a terrorist attack claimed by the Taliban.

When asked about reports that Taliban negotiators met with a US representative in Pakistan in an effort to restart the talks, Shaheen said the meeting was a possibility, but could not officially say whether it took place.

In September, Trump pronounced the talks with the Taliban "dead", leaving prospects for peace unclear.

A tea party will be held for royalty visiting Japan from abroad to attend the enthronement ceremony of Emperor Naruhito on October 22.

Emperor Naruhito and Empress Masako will host the tea party the following day at their residence, the Akasaka Palace.

Tokyo police have arrested a Chinese national on suspicion of arranging unlicensed taxi rides for Chinese tourists visiting Japan.

Police say the 37-year-old Tokyo resident, Sun Taiwu, is suspected of operating the illegal business using the owners of private vehicles between April last year and this January.

Three other Chinese have also been arrested on suspicion of working as drivers for Sun.

Sun allegedly used a Chinese ride-hailing app, Huangbaoche, or "Hi Guides."

Police say Sun used about 50 drivers to ferry tourists to and from Haneda Airport and other locations.

They confiscated notes that show his business likely raised around 100,000 dollars from about 960 rides a month.

Sun has reportedly denied all the allegations.

Police plan to crack down on the unlicensed taxis that are increasingly being used at airports and sightseeing spots in Japan. But this kind of illegal activity is difficult to detect as bookings and payments are made online, and passengers do not pay cash on the spot.

Investigative sources say that suspicious drivers told officers they were just helping friends who were visiting Japan and denied they were receiving any money.

An autumn event dating back more than 380 years has kicked off in Nagasaki City, southwestern Japan.

The Kunchi festival is designated as an important national intangible folk cultural asset.

Residents from five communities gave traditional performances at Suwa Shrine on Monday morning.

One group of six people danced for long-lasting prosperity. They portrayed ascending cranes while dressed in red and blue kimono.

Another group of people performed with a three-ton model of a Dutch ship. Their community prospered from trade with the Netherlands during Japan's period of isolation from the rest of the world.

Lastly, a group from a community with links to a past Chinese settlement performed with gongs, firecrackers and a 20-meter model of a dragon.

The festival runs until Wednesday.

The Japan Meteorological Agency says Typhoon Hagibis may bring rough weather to many parts of the country over the upcoming three-day weekend.

The agency says the large and very powerful typhoon is now located over the sea off the Mariana Islands in the West Pacific, and is heading west-north-west. It's expected to gain strength.

The agency forecasts that the storm will approach the Daitojima region of Okinawa Prefecture around Friday before changing course to the north.

Hagibis could come very close to Kyushu, Shikoku and Honshu on Saturday and Sunday.

Rough seas are forecast for the Ogasawara Islands and the Amami Islands from the middle of the week.

High waves are forecast along the Pacific coast of eastern and western Japan from Friday.

The agency warns that the typhoon could bring gusty winds and heavy rains to areas from western to northern Japan starting on Saturday.

The agency is urging people to keep updated on the latest weather information.

This year's Nobel Prize in Physiology or Medicine has been awarded to three scientists from universities in the US and the UK.

The Nobel Assembly says it's recognizing the trio for discovering how cells sense and adapt to changing oxygen availability.

It says their work has "paved the way for promising new strategies to fight anemia, cancer and many other diseases."
