NHK has learned that the death toll from Typhoon Hagibis has risen to 77.


Japan's government plans to postpone the celebratory procession following Emperor Naruhito's enthronement ceremony for about three weeks to November 10.

People in areas hit by Typhoon Hagibis are struggling to recover from flooding. NHK has learned the death toll has risen to 77. Rescuers are searching for 10 people who are still missing.

People in Tochigi Prefecture, north of Tokyo, have begun the daunting task of cleaning up. Volunteers have been dispatched to help the elderly clear out mud from their homes.

A local resident said, "We needed assistance. I'm so grateful these young people have come to help out."

In Sagamihara City, south of Tokyo, police are searching for a couple in their 60s whom they believe were engulfed by a landslide.

The heavy rain burst at least 90 levees on rivers, flooding more than 30,000 homes.

More than 100,000 households have no water, and thousands of homes have no electricity. It is unclear how long it will take to fully restore these services.

Tohoku in northeast Japan was one of the worst-hit regions, with floodwaters swamping 18,000 hectares of land.

Nagano City in central Japan suffered extensive flooding from the Chikuma River. Homes were quickly submerged after a section of the embankment collapsed.

The land ministry believes the water level rose quickly along narrower sections of the river. It says that was a factor in the collapse of the embankment.

There was flooding in southern Tokyo as well. A branch of the Tama River overflowed, inundating about 600 households.

NHK has learned that workers who had been pumping water in the area were ordered to evacuate, which may have contributed to the flooding.

In the city of Kawasaki, southwest of Tokyo, flooding knocked out the power and water supply at a high-rise condominium housing about 1,500 people.

Meanwhile, weather officials are warning that northern and eastern Japan could be in store for more rain on Friday and Saturday.

They are urging people in disaster-hit areas to stay on alert, saying even a small amount of rain could trigger more flooding or landslides.

More rain is forecast in the next couple of days across eastern and northern regions of Japan that were hit hard by Typhoon Hagibis recently, raising the risk of more river flooding and landslides in areas already affected by record-breaking rainfall.

The Japan Meteorological Agency said rain is expected to start falling in the Kanto and Koshin regions from Thursday afternoon. Rain is forecast for much of the eastern and northern regions on Friday and Saturday as a low-pressure system and a rain front approach.

Up to 150 millimeters of rain may fall in some places in Kanto during the 24 hours from Thursday noon. Koshin-etsu, as well as Tohoku in the northeast can expect up to 100 millimeters of rain during the same period.

Record-breaking rains brought by Typhoon Hagibis caused the collapse of levees along a number of rivers in eastern and northern Japan last weekend.

Only a little repair work has been done so far in most of the damaged places, leaving them susceptible to flooding if rain falls again, even in small amounts.

The weather agency warns that torrential rains have softened the ground in many places in the eastern and northern regions, leaving them vulnerable to landslides.

Municipalities in Miyagi, one of Japan's prefectures hit hardest by Typhoon Hagibis, have set up a support hotline and other services for foreigners in multiple languages.

NHK contacted 21 municipalities in Miyagi Prefecture, many of which were flooded and set up evacuation shelters. Municipal authorities have received no reports of injury to foreign residents or tourists.

The authorities say that as of last December, 21,614 foreigners lived in the prefecture. They included 5,951 Chinese and 3,761 Vietnamese.

The Miyagi International Association hotline for foreigners is available in 12 languages -- English, Chinese, Korean, Indonesian, Vietnamese, Nepali, Portuguese, Spanish, Russian, Thai, Tagalog and Hindi. Its phone number is 022-275-9990.

In the city of Sendai, counseling is available at the Sendai Multicultural Center in seven languages -- English, Chinese, Korean, Tagalog, Portuguese, Vietnamese and Nepali. It is responding to requests for dispatches of volunteer translators. Its phone number is 022-265-2471.

In the city of Tome, the Tome International Friendship Association is offering advice in English, Chinese and Korean. Its phone number is 0220-52-2144.

Japan's government plans to postpone the celebratory procession following Emperor Naruhito's enthronement ceremony for about three weeks to November 10.

Officials cited the need to deal with the extensive damage caused by Typhoon Hagibis. They say they'll focus on relief and rebuilding efforts for the affected areas.

The procession in Tokyo was scheduled to take place soon after the ceremony next Tuesday.

In the ceremony, the Emperor is to make a speech declaring his accession to the throne.

The government says the event and four banquets scheduled from Tuesday will be held as planned in October.

The government plans to formalize the new schedule and other details at a Cabinet meeting on Friday.

The International Olympic Committee says it is considering moving the marathon and race walking events for next year's Tokyo Olympics to the northern Japanese city of Sapporo.

The IOC announced this on Wednesday, citing cooler conditions expected in the city in Japan's northernmost prefecture of Hokkaido.

The IOC said average daytime temperatures in Sapporo during the period in July and August when the 2020 Olympics will be held are 5 to 6 degrees Celsius cooler than in Tokyo.

Sapporo hosted the Winter Olympics in 1972.

IOC President Thomas Bach said that athletes' health and well-being are always at the heart of the IOC's concerns. He said that the new far-reaching proposals to move the marathon and race walking events show how serious the IOC takes such concerns.

Bach said that the Olympic Games are the platform where athletes can give "once-in-a-lifetime" performance, and these measures ensure they have the conditions to give their best.

The mayor of Sapporo has welcomed the International Olympic Committee's plan to consider moving the marathon and race walking events for next year's Tokyo Olympics to the city in the northern prefecture of Hokkaido.

Katsuhiro Akimoto told reporters on Thursday he feels surprised and honored that the city was named by the IOC with less than a year to go before the Summer Games.

A group of Japanese local governments has teamed up with France's most populous region in a bid to boost tourism.

Japan's Union of Kansai Governments comprises eight prefectures, including Kyoto and Osaka, as well as four cities.

The union has been promoting in France the charms of the area to try to attract more foreign visitors to not only Osaka and Kyoto but also other places.

About 20 union members led by Kyoto Governor Takatoshi Nishiwaki visited the region of Ile-de-France, where Paris is located, on Wednesday.

Nishiwaki told French officials that a record 300,000 French tourists came to Japan last year. He proposed exchanging information on the interests of tourists from both countries.

French officials said 80 percent of the visitors to Paris are repeaters. They said they are trying to attract tourists to areas surrounding the capital by promoting their historical sites and local food.

Both sides then signed a memorandum for cooperation in tourism.

Governor Nishiwaki said the union can learn a lot from the region, as it has a long history of being a tourist destination attracting many foreign visitors.

Toshiba says it has developed a super-fast computer with the potential to revolutionize financial markets.

They believe the device can be used for extreme high-speed foreign-exchange trading.

They say the computer can immediately identify the most profitable currency pairs from a vast field with an accuracy of more than 90 percent. Orders can be placed within one-millionth of a second.

The Toshiba officials are aiming to put the device into practical use in several years.

A global race is on to develop quantum devices that are far faster than super-computers.
But they have many issues, such as their large physical size.

Toshiba engineers say their computer is compact with nearly quantum-level capabilities.

Toshiba expects the computer will be used for a variety of purposes beyond the financial world.

Examples include finding the safest escape routes in natural disasters and efficiently controlling industrial robots.

The BBC has named two Japanese who challenged gender-based barriers in Japan to its list of the 100 most inspiring and influential women in the world.

The British public broadcaster's list also included climate activist Greta Thunberg and other women from over 50 countries, aged between 15 and 98.

Of the two Japanese named, actress and writer Yumi Ishikawa headed a campaign against women being forced to wear high heels at the workplace.

The campaign is named #KuToo, inspired by the #MeToo movement against sexual harassment, and is intended to allude to the Japanese words for shoes and pain.

Ishikawa, who submitted a petition with 20,000 signatures to the government, was quoted by the BBC as saying, "I hope people notice this kind of discrimination in our daily lives, and realize men and women are equal."

Hiyori Kon was the other Japanese woman named. She is a university student practicing sumo, Japan's ancient sport which still bars women from competing professionally.

Kon became the subject of the documentary film "Little Miss Sumo" which depicted her battle to change the rules of sumo and give women a voice.

She told the BBC that she would like to give children from all over the world the opportunity to get involved with sumo to make it an Olympic sport.
