The Japan Meteorological Agency issued the highest-level heavy rain emergency warnings at 3:30 p.m. on Saturday for Tokyo and 6 other prefectures in central and eastern Japan.

The designated areas are: Shizuoka Prefecture, Kanagawa Prefecture, Tokyo, Saitama Prefecture, Gunma Prefecture, Yamanashi Prefecture and Nagano Prefecture.

Agency officials urge people to take all necessary precautions to protect their lives, telling them to stay in strong buildings nearby or stay on higher floors avoiding any slope, if it is dangerous to go to emergency facilities.

The agency said Typhoon Hagibis has brought heavy rains to the Kanto and Tokai areas.

A record-level downpour of 700 millimeters fell on Hakone Town in Kanagawa Prefecture during 48 hours to 3 p.m.

The agency forecasts rainfall of 600 millimeters for the Tokai region, 500 millimeters for Hokuriku, and 400 millimeters for Tohoku and Kanto-Koshin during 24 hours until Sunday noon.

Hagibis is also expected to bring violent winds to some areas. A maximum wind speed of 162 kilometers per hour is forecast for Tokai and Kanto, and 126 kilometers per hour for Tohoku.

The agency says that as of 4 p.m., Hagibis was moving north-northeastward above waters100 kilometers off the southwestern coast of Shimoda, Shizuoka Prefecture, at a speed of 30 kilometers per hour.

It was packing winds of up to 162 kilometers per hour in the center, with gusts of up to 216 kilometers per hour.

Officials with Japan's land ministry and meteorological agency say the Tama River, which flows through Tokyo and neighboring Kanagawa prefecture, reached the flood risk level at an observation point at around 3:40 p.m. on Saturday.

Authorities expect the river will continue to swell.

The level serves as a benchmark which local governments use to draw up evacuation advisories for residents in surrounding areas.

The ministry and the agency have issued flood risk information to nine areas along the river and are calling on people to be on alert for flooding.

The affected areas are Setagaya Ward, the cities of Fuchu, Chofu, Hino, Kunitachi, Komae, Tama, and Inagi in Tokyo, and Kawasaki City in Kanagawa prefecture.

All Nippon Airways and Japan Airlines have canceled almost all domestic flights on Saturday both inbound and outbound at Tokyo's Haneda and Narita airports.
Other carriers have also made cancellations.

Government officials are urging foreign visitors to download an app called "Safety Tips." They also suggest following a Twitter account called "Japan Safe Travel."

The National Tourism Organization is operating telephone hotlines in English, Chinese and Korean 24 hours a day. The number is: 050-3816-2787.

And the Tokyo metropolitan government has opened a building in the Ueno area called Tokyo Bunka Kaikan.
It says foreigners without accommodation or access to transport can stay there temporarily.

Japan and South Korea have held their first meeting about a trade dispute under the framework of the World Trade Organization. The two sides failed to narrow their differences.

The about six-hour talks took place on Friday in Geneva, Switzerland. Last month, Seoul launched a WTO dispute settlement procedure over Tokyo's decision to tighten export controls on three high-tech materials.

Junichiro Kuroda, the director-general of the Japanese trade ministry's Multilateral Trade System Department, represented Japan.

He said he told his counterpart that Japan believes better controls are needed for the three materials, which could be used for military purposes.

After the talks, he said he had explained that there have been cases of improper trade controls involving raw materials on the South Korean side.

Chung Hae-kwan, director-general of multilateral and legal affairs at the trade ministry, represented South Korea.

Chung suggested he had reiterated his country's stance. He said Japan's measures must be scrapped, because they are export restrictions that violate WTO rules.

The two governments agreed to hold a second meeting.

The Pentagon says US troops in northern Syria "came under artillery fire from Turkish positions," but that no one was injured.

The attack comes as Turkey continues its military operation in the region against Kurdish fighters who Ankara has described as terrorists.

The US Department of Defense said in a statement on Friday that the incident took place in the vicinity of Kobani at approximately 9 p.m. Friday, local time. The city is also known as Ayn al-Arab.

The statement says there was an explosion in an area where Turkey knows that US troops are present.

The statement says US forces have remained in Kobani. Washington earlier said it had withdrawn troops from northern Syria.

The statement adds, "The US demands that Turkey avoid actions that could result in immediate defensive action."

US Secretary of Defense Mark Esper has been urging Turkey to halt its military offensive in Syria.

A rally has been held in Pakistan to protest India's decision to withdraw autonomy for areas under its control in the disputed Kashmir region.

In Islamabad, more than 1,000 people gathered on Friday to hold a protest rally as more than 2 months have passed since the autonomy ended.

The participants formed a human chain for more than one kilometer near the prime minister's office.

They chanted, "Freedom in Kashmir," and called on the Indian government to promptly restore autonomy.

India's government revoked the autonomy of the state of Jammu and Kashmir in August. Pakistan reacted sharply and suspended trade with India.

The Indian government says the state of Jammu and Kashmir will be put under its direct control at the end of this month.

India maintains the issue is a domestic affair.

As there is no prospect of a breakthrough in the situation, opposition is expected to intensify in Pakistan.
