The US government has ordered non-emergency staff and their families at its consulate general in the Chinese city of Shanghai to leave following a surge in coronavirus infections. Shanghai has been reporting over 20,000 new cases a day.

The order on Monday is an upgrade from a directive on Saturday that authorized the voluntary departure of the consulate general's employees and family members.

A statement issued on Tuesday by the US Embassy in China said, "The United States has no higher priority than the safety and security of US citizens overseas."

It also said US Ambassador Nicholas Burns had raised repeated concerns about the safety and welfare of US citizens with Chinese officials.

It added that the embassy had informed the Chinese government of the ordered departure.

China's Foreign Ministry on Saturday expressed strong opposition to the voluntary departure directive, describing it as a groundless accusation against China's epidemic response policies. The latest US move is expected to elicit more opposition.

Shanghai has relaxed its COVID-19 lockdown measures for parts of the city in an apparent bid to address growing public discontent over the tough restrictions.

Authorities on Monday eased the stringent measures they put in place across much of the Chinese city in response to a surge in new coronavirus cases.

The move allows residents in areas with no new cases in the last 14 days to go out, although they are restricted as to how far they can travel.

Officials said that about 40 percent of some 17,000 areas in the city, or more than 7,500, saw their restrictions relaxed on Monday. Local media reported on residents in those areas who were allowed to go shopping for food and other daily necessities.

The easing is seen as an attempt by the authorities to address the public discontent with the harsh measures, which have been kept in place in line with Beijing's zero-COVID policy.

The spread of the virus, however, has shown no sign of slowing. On Sunday, new daily infections in Shanghai hit a record high for the 10th straight day, at 26,087, many of which were asymptomatic cases.

Even in the parts of Shanghai where restrictions have been eased, any single confirmed case of infection would force the area to revert to lockdown measures for 14 days.

Japan's health ministry has confirmed the country's first case of the XE strain of the Omicron variant of the coronavirus.

The ministry said a woman in her 30s was found to be infected with the XE strain after she arrived in Japan from the United States on March 26.

The woman tested positive for the coronavirus at Narita Airport near Tokyo.

The National Institute of Infectious Diseases detected the XE strain through genetic sequencing tests using a sample collected from the woman.

The woman showed no symptoms.

She stayed at a facility for infected people at the request of the health ministry, and left the facility nine days after she entered Japan.

The XE strain is said to be a combination of the BA.1 and the more contagious BA.2 subtypes of the Omicron variant. The new derivative strain has been detected in Britain and other countries.

British health authorities estimated in a report that the infection rate of the XE strain was 12.6 percent faster than BA.2.

Wakita Takaji, who heads the Japanese health ministry's expert panel, said last week that the severity of the XE strain was not yet fully known.

Lawmakers in Pakistan have elected an opposition leader as their new prime minister after ousting Imran Khan.

Monday's lower house vote came after Khan was removed from office when he lost a no-confidence vote on Sunday.

The newly elected Shehbaz Sharif leads the country's main opposition party.

Sharif is a younger brother of three-time prime minister Nawaz Sharif. He became a member of parliament after serving as chief minister of Punjab Province.

Khan was accused of mismanaging the economy, and a no-confidence motion was brought against him last month. But the vote was blocked.

The opposition put the matter to the Supreme Court. It ruled that Khan acted unconstitutionally, and ordered that the vote go ahead. Khan is the first Pakistani prime minister to be forced out by a no-confidence vote.

The foreign ministers of Japan and Bangladesh have agreed to work closely to coordinate their responses to a number of issues, including discussions to reform the UN Security Council.

Hayashi Yoshimasa met his Bangladeshi counterpart, AK Abdul Momen, at the Japanese foreign ministry in Tokyo on Monday.

Hayashi told Momen how Japan views Russia's invasion of Ukraine. He said Russia's aggression is a serious matter that shakes the foundation of the international order not only in Europe, but Asia and the rest of the world.

He said Japan cannot possibly tolerate any unilateral attempt to change the status quo by force.

Hayashi harshly criticized Russia for harming civilians in violation of international law.

Momen responded that he is gravely concerned of the situation in Ukraine.

The two took note of Russia's veto in the UN Security Council of a draft resolution criticizing the country's invasion of Ukraine and demanding an immediate withdrawal of its troops.

They agreed to work closely on a range of issues, including debates on reforming the council.

They also confirmed cooperation on responses to the launch of an ICBM-class missile by North Korea and the abductions of Japanese nationals by the North.

US President Joe Biden has urged Indian leaders to do more in the global effort to penalize Russia over the invasion of Ukraine. He met online on Monday with Prime Minister Narendra Modi.

Biden welcomed India's support for Ukrainians, including the delivery of medicines and other supplies. He said the US and India will continue to consult on how to manage the "destabilizing effects" of the war.

Modi said he has spoken by phone several times with Russian President Vladimir Putin and with Ukrainian President Volodymyr Zelenskyy. He said he has proposed direct talks between them.

The US and many of its allies have moved to reduce their reliance on Russian oil and gas. But the Indian government is still buying Russian energy. Biden said that trade is "not in India's interest."

Over the past few months, the Indians have also bought Russian air defense systems. US officials have threatened them with sanctions.

Still, Biden emphasized the growing cooperation over security. The US, India, Japan, and Australia are members of an alliance known as the Quad.

The leaders discussed Chinese military activities in the Indo-Pacific. They said they would continue their discussions when they meet in person next month in Tokyo.

US President Joe Biden has unveiled a possible plan to visit Japan in late May.

At the start of an online meeting with Indian Prime Minister Narendra Modi on Monday, Biden said he was looking forward to seeing him in Japan on "about the 24th of May."

Biden had previously said he intends to visit Japan for a Quad summit in the first half of this year. Both the US and India are members of the Quad framework along with Japan and Australia.

While Biden has traveled to Europe, it would be his first visit to Asia since taking office in January last year.

Japan and the US are trying to arrange an early Biden visit and the Quad summit. But the results of Australia's general election on May 21 reportedly could affect the timing.

White House Press Secretary Jen Psaki said on Monday that Biden is looking forward to going to Asia at some point, but added that she didn't have any details about the timing.

Australian Prime Minister Scott Morrison announced on Sunday that elections for the House of Representatives will be held on May 21.

In Australia, the political camp that wins a majority in the lower house takes the reins of government.

Morrison said the elections will be "a choice between a strong economy and a Labor opposition that would weaken it."

He talked about his achievements in office and said that he is determined to stay in power.

The ruling conservative coalition has been in power for nine years. But it has seen a decline in its approval ratings, due to its handling of the coronavirus crisis and other issues.

Polls published by local media outlets earlier this month showed that support for the ruling coalition stood at 46 percent, while support for the opposition Labor Party stood at 54 percent.

The candidates are expected to discuss economic measures, ways of dealing with the country's worsening relationship with China, and other topics during debates.
