Japan's Self-Defense Forces have dispatched a submarine rescue ship to join efforts to find a helicopter that went missing off the southern prefecture of Okinawa on Thursday.

Ten people were on board the chopper, including the head of the Ground Self-Defense Force's 8th Division. It disappeared while flying over waters off Miyako Island. All those aboard are still unaccounted for.

The rescue ship is equipped with a remotely operated unmanned vehicle. If sonar detects something like a helicopter, the vehicle would be used to confirm the finding. Divers could also be sent in to search.

The chopper is equipped with an emergency location transmitter. The device is designed to automatically activate upon impact or water immersion. But the GSDF says it has not confirmed any distress signal so far.

The GSDF on Saturday received a report of what appeared to be a person floating near the coast of the nearby island of Irabu. But the follow-up search found nothing.

The SDF and the Coast Guard continue their search for the missing helicopter and personnel.

China launched three days of combat-readiness patrols and military exercises around Taiwan on Saturday. The country's military said the top priority is testing its ability to control sea lanes and air routes.

The People's Liberation Army's Eastern Theater Command said drill locations include the Taiwan Strait, and areas to the north, south and east of Taiwan.

The drills are seen as a response to Taiwan President Tsai Ing-wen's recent meeting with US House Speaker Kevin McCarthy.

The command said the army, navy and air force, as well as the rocket force, quickly deployed to the designated drill zones after receiving orders.

It said Saturday's drills were focused on testing the military's capabilities of gaining control of air and sea routes. The command added another goal was to test the military's ability to position troops to encircle and close in on Taiwan.

State-run China Central Television aired footage of naval and air force activities on Saturday night, but no explanations were given as to when and where it was filmed.

Meanwhile, Taiwan's defense ministry said it had spotted 71 Chinese military aircraft, including fighter jets, around Taiwan between 7 a.m. and 5 p.m. on Saturday, local time.

It said 45 of them crossed the median line of the Taiwan Strait, or entered Taiwan's southwestern air defense identification zone.

A researcher at the Academy of Military Sciences, a think tank of China's military, told media that the Chinese aircraft carrier Shandong is likely to join the drills.

The Shandong is China's first domestically built carrier. It had been conducting its first training exercises in waters of the West Pacific.

The US Department of Defense says it is monitoring events closely as China launched three days of military exercises around Taiwan on Saturday.

A Pentagon spokesperson said in a statement that Taiwanese President Tsai Ing-wen's recent US transit was "consistent with longstanding US policy."

The statement says there is no reason for Beijing to turn the transit into "something it is not or use it as pretext to overreact."

It adds that the US military will continue to "safely and responsively fly, sail and operate wherever international law allows."

Key words : zelenskyy regain control
https://www3.nhk.or.jp/nhkworld/en/news/20230409_03/

Ukrainian President Volodymyr Zelenskyy has stated again that he intends to regain control of Crimea and other Russian-controlled areas in his country.

Zelenskyy made the remark on Friday. Ukrainian troops are planning to conduct a major counteroffensive against the Russian military sometime soon. Russia unilaterally annexed the peninsula in the southern region in 2014.

On Friday, Zelenskyy called Russia an evil that Ukrainians can defeat. He indicated that the de-occupation of the peninsula is the only option for Ukraine and for the world. He said there is no alternative.

Russia's forces are apparently trying to strengthen their defenses against the anticipated counteroffensive. Their moves come amid reports that a series of explosions recently rocked the Russian-controlled areas. The city of Melitopol in the southern region of Zaporizhzhia was reportedly hit by blasts on Thursday, and explosions are said to have occurred in Crimea on Saturday.

Russia blamed Ukraine for the attacks.

The General Staff of the Ukrainian armed forces says the Russians are trying to strengthen their defense lines in the southern regions of Zaporizhzhia and Kherson. He added that they are also preparing to move residents elsewhere.

Meanwhile, Russia and Ukraine are still fighting fiercely for control of the eastern Ukrainian stronghold of Bakhmut, which is located in the Donetsk region. Some reports say Russia's troops are beginning to regain ground there.

Ukrainian children who were taken to Russia and were returned to Ukraine have spoken about their experiences.

Reuters reports that the three children were kept at what Russia calls summer camps for up to six months. The human rights group Save Ukraine held a news conference on Saturday to share their experiences.

Vitaliy from the southern region of Kherson said he and other children were told every day that their parents rejected them and they were not wanted. He also said the children were treated like animals.

The head of Save Ukraine, Mykola Kuleba, said all the children the group brought back say no one in Russia was trying to find their parents.

The International Criminal Court suspects the unlawful deportation and transfer of children from occupied areas of Ukraine to Russia constitute war crimes. The court issued arrest warrants for Russian President Vladimir Putin and a senior Russian official last month. Russia does not recognize the court's jurisdiction.

Key words : fair trade

Japan's Fair Trade Commission has launched a probe into whether fair competition is practiced in video distribution services for smart televisions.

It comes amid increasingly fierce competition among service providers to get customers. According to a survey by the communications ministry, 52 percent of people were using such services in the 2021 fiscal year.

The probe will cover Google, Amazon and other tech companies that provide distribution platforms, service providers such as Netflix, and content providers.

FTC officials will look into whether companies are manipulating search results to prioritize their own content, and whether they changed rules to charge higher fees for video distribution service providers.

The commission plans to compile a report on its findings.

FTC officials recently released a report saying the dominance of Google and Apple is undermining competition in the Japanese market for smartphone apps.

The report urges the government to lay down a legal framework to ensure fair competition.

A creator of the much-talked-about chatbot ChatGPT says it is enhancing safety measures for the interactive AI-powered product to protect user privacy and children.

ChatGPT is rapidly gaining popularity worldwide as it can generate natural, human-like texts. But concerns are also rising about privacy protections for its users.

Italian authorities have temporarily banned use of the chatbot, and other European countries could follow suit.

OpenAI, the US company behind ChatGPT, announced updated safety measures on its official blog.

The firm said that some training data includes personal information but that it is working to remove such information about private individuals.

OpenAI also said that it prevents the technology from being programmed to generate hateful or violent content.

The firm said that compared to the previous version its latest model, the GPT-4, is 82 percent less likely to respond to requests for prohibited content.

OpenAI added that to protect children, it requires users of the product to be 18 or older, or 13 and older with parental approval. The firm said it is looking into options for age verification.
