Israel's prime minister has said his country is at war as it retaliates against the attacks by the Islamist militant group Hamas. More than 400 people on both the Israeli and Palestinian sides are feared dead, and there are growing concerns that the situation will worsen.

Hamas on Saturday launched a wave of rocket attacks and its fighters crossed into Israel from the Gaza Strip.

The Israeli military says that more than 3,000 rocket rounds were launched, killing 200 Israelis and injuring more than 1,000. It says a number soldiers and citizens have been taken hostage.

Hamas said in a statement that it had to make a strategic decision to counter what it called the crimes of Israel against the Palestinian people.

Israeli Prime Minister Benjamin Netanyahu said that his country is at war. Israeli forces are conducting air raids on Hamas targets in Gaza.

He said that "all of the places which Hamas is deployed, hiding and operating in" will be turned "into an island of ruins." He told the people of the Gaza Strip to leave immediately.

Health authorities in Gaza said that 232 people there were killed and nearly 1,700 were injured.

A spokesperson for UN Secretary-General Antonio Guterres released a statement, saying the UN chief condemns the attack in the strongest terms. The statement says Guterres is appalled by reports that civilians have been attacked and abducted.

It says violence cannot provide a solution to the conflict and that the UN chief urges all diplomatic efforts to avoid a wider conflagration.

Japanese Foreign Minister Kamikawa Yoko has called for restraint from all parties following attacks by Palestinian militant group Hamas against Israel.

Kamikawa told reporters on Sunday that she strongly condemns the launch of a number of rockets from the Gaza Strip into Israel by Hamas and other Palestinian militants. She said these have caused significant damage to innocent civilians.

She also noted that many people are reported to have been abducted by Hamas and others, and called for their early release.

Kamikawa also expressed serious concerns about attacks by the Israeli military resulting in a number of deaths and injuries in Gaza.

She urged all parties concerned to exercise maximum restraint in order to avoid further damage and casualties.

The foreign minister added that Japan will make efforts to swiftly calm the situation by working with both the Israeli and Palestinian sides as well as the international community.

Powerful earthquakes struck western Afghanistan on Saturday, and the Taliban said the death toll has risen above 2,000.

The United States Geological Survey said the first quake registering 6.3 occurred in the western province of Herat before noon, local time. Strong aftershocks also hit the region.

Many people are believed to be trapped under collapsed buildings.

The earthquakes are the latest in a series of major temblors in Afghanistan. In June last year, a magnitude 5.9 quake hit the eastern Afghan province of Khost, killing more than 1,000 people.

Sunday marks one month since a devastating earthquake hit the northern African country of Morocco. Many survivors are still living in makeshift tents and are now bracing for even harsher conditions as winter approaches.

The magnitude 6.8 earthquake struck a mountainous area in central Morocco late at night on September 8.

Government officials said the quake left at least 2,946 people dead and 5,674 injured, and damaged 50,000 houses.

On Friday, the government started providing monthly payments of about 240 dollars to families whose homes were completely or partially destroyed. Officials say the assistance will continue for a year.

However, a number of people in affected areas are still forced to live in crude tents.

One evacuee said it is cold at night, and he expressed fear of the coming winter. The person asked for more mattresses and blankets.

The International Federation of Red Cross and Red Crescent Societies pointed to the pressing need for insulated shelters and winter essentials. The relief organization said that the cold is piercing in the disaster-hit region, which sits at an altitude of about 2,000 meters.

With the affected areas scattered over a wide range of mountainous areas, providing support ahead of winter has become a major challenge.

Japanese Digital Transformation Minister Kono Taro has highlighted the need for an international framework for dialogue to ensure trust in cross-border data transfers.

A five-day UN conference on internet governance kicked off in the Japanese city of Kyoto on Sunday. Government officials and business people from tech firms are attending the gathering.

Kono took part in a panel discussion on the concept of "data free flow with trust".

He pointed out that the growing transfer of data has posed challenges such as how to deal with privacy protection regulations that are different between countries, and how to address misinformation.

Kono said that while it is difficult to unify different stances, it is necessary to build a framework for many countries and the private sector to discuss issues. He noted the need to implement a concrete project to allow smooth data transfers across borders.

Japan considers the free flow of data while ensuring trust essential for promoting the development and use of generative artificial intelligence. The government aims to step up arrangements to establish a framework for dialogue.

Russian President Vladimir Putin has said his country will further develop relations with Uzbekistan and Kazakhstan in an apparent demonstration of close ties with former Soviet nations.

Putin spoke on Saturday at a ceremony near Moscow to mark the launch of the first pipeline supply of Russian gas to Uzbekistan via Kazakhstan. The presidents of the two countries also attended.

Putin stressed the importance of the project for economic development and energy security of the entire region. He said the strategic partnership of the three countries will continue and develop further.

Putin turned 71 on Saturday. The Russian presidential office said he received birthday greetings by telephone from leaders of former Soviet countries including Belarus and friendly nations such as Cuba.

The Kremlin also said that Putin separately held phone talks with the leaders of Azerbaijan and Armenia and discussed the latest situation on the disputed region of Nagorno-Karabakh.

The moves come as some observers point out the decline of Russian influence over some nations of the former Soviet Union. Armenia recently has shown moves to distance itself from Russia.

Later this month, Putin plans to attend a summit of the Commonwealth of Independent States made up of former Soviet republics. The Russian president apparently wants to underscore unity of those countries.
