North Korea is showing no sign of launching a military reconnaissance satellite, despite announcing plans to make a third attempt in October.

Pyongyang had tried to launch its Malligyong-1 satellite aboard the new type Chollima-1 rocket from the Sohae Satellite Launching Station in May and August. But both attempts failed due to rocket abnormalities.

The plan for the third launch was not announced domestically. But it is unusual for the country's administration, which values its reputation, not to carry out a plan that it notified other countries of.

Sources have told NHK that the expense of a launch and fear of another failure may be pushing Pyongyang to make detailed technological inspections and improvements.

South Korea's Yonhap news agency reports that no significant activity was confirmed at the launch site. It says North Korea may be taking time to determine the causes of the failures and receive technological support from Russia.

Yonhap quoted a South Korean expert as saying that the production of a third satellite may not yet have been completed after the loss of two earlier ones.

Pyongyang is believed to be proceeding cautiously, as a third consecutive failure could affect North Korean leader Kim Jong Un's reputation.

Tensions are mounting in Bangladesh, after violence broke out at opposition rallies.

Clashes between the police and opposition protesters have continued since Saturday. They come ahead of general elections due in January.

Over the weekend, a nationwide strike by the opposition Bangladesh Nationalist Party, or BNP, developed into clashes with security forces in the capital Dhaka. Media outlets are reporting at least one police officer and one political activist were killed.

Over four dozen people, including several journalists, were injured.

The BNP is demanding the resignation of Prime Minister Sheikh Hasina, claiming that a fair and free election would be impossible under her administration. The government maintains the election will be held under the independent Election Commission.

Police detained BNP Secretary General Mirza Fakhrul Islam Alamgir in connection with Saturday's violence. The BNP is strongly criticizing the government for what it claims is a crackdown.

On Tuesday, two BNP supporters were killed and dozens injured in a clash that erupted some 110 kilometers north of Dhaka.

Opposition parties have also started a three-day transport blockade.

The United States and the United Nations are urging all sides to maintain restraint ahead of the elections.

The Japanese government has decided to impose sanctions on members of the Palestinian Islamic group Hamas.

It approved the sanctions at a Cabinet meeting on Tuesday. Japan has condemned the group's assaults and its abduction of civilians in Israel as terrorist attacks that can never be tolerated.

The sanctions are intended to make Japan's position clear. They are also aimed at cutting off the group's revenue sources.

Assets of nine Hamas individuals involved in managing the group's finances, as well as a Gaza-based cryptocurrency exchange used for money transfers, will be frozen.

The United States has already announced that it is imposing similar sanctions.

Chief Cabinet Secretary Matsuno Hirokazu said the government has moved quickly to designate the targets for sanctions in order to stop the flow of funds to Hamas.
