Japan's Prime Minister Shinzo Abe has revealed that he intends to reshuffle his Cabinet and the ruling party executives on Wednesday next week.


Chief Cabinet Secretary Yoshihide Suga says Japan will consider various factors before deciding how to respond to a US-led mission to ensure security in the Strait of Hormuz.

NHK has learned that Japan's Prime Minister Shinzo Abe intends to reshuffle his Cabinet and the ruling party executives on Wednesday next week.

Abe told a meeting of government and ruling party officials on Monday that he plans to revamp his Cabinet next week.

He said he will take on challenges with a fresh mind, while attaching importance to political continuity and stability.

Abe intends to revamp his Cabinet and the lineup of party executives after returning from his trip to the Russian city of Vladivostok that starts later this week. During the visit, Abe is scheduled to meet President Vladimir Putin on the sidelines of an economic forum.

Abe is expected to retain Deputy Prime Minister Taro Aso, who doubles as Finance Minister, and Chief Cabinet Secretary Yoshihide Suga.

Abe also plans to carefully consider his party's executive lineup, given the differing opinions among party members.

Chief Cabinet Secretary Yoshihide Suga says Japan will consider various factors before deciding how to respond to a US-led mission to ensure security in the Strait of Hormuz.

Suga told reporters on Tuesday that the government will examine what kind of actions are effective for safe navigation of vessels related to Japan in the region.

He added that Japan will take into account various elements including the need for a stable supply of crude oil and its relationship with the United States and Iran.

Suga mentioned Prime Minister Shinzo Abe's Iran visit in June as he explained that Japan will basically continue diplomatic efforts to ease tension and stabilize the situation in the Middle East.

The top government spokesperson also disclosed that adjustments are underway for Abe to meet with Iranian President Hassan Rouhani in New York later this month when the UN General Assembly is held.

He said he will refrain from commenting on the agenda at this point.

A leading Hong Kong democracy activist, Joshua Wong, has met officials from Taiwan's ruling party.

Wong is in Taiwan for a two-day visit that started on Tuesday.

He visited the headquarters of the governing Democratic Progressive Party.

After the talks, Wong told reporters that Hong Kong and Taiwan both share the same fate as they both are facing oppression from the Chinese communist regime.

He called for unity between the Hong Kong and Taiwan to make Hong Kong free and democratic.

Wong was a central leader of the 2014 Umbrella Movement.

He was arrested and indicted on Friday on charges of organizing illegal protests in June, when thousands of people surrounded police headquarters. He was released on bail later in the day.

Hong Kong's embattled leader has announced that she has no plans of stepping down, after a news agency reported that she would quit if she could.

Carrie Lam, chief executive of Hong Kong, said: "I have never tendered resignation to the central people's government. I have not even contemplated to discuss resignation with the central people's government. The choice of not resigning is my own choice."

Lam made the comments at a weekly news conference. She acknowledged that the ongoing pro-democracy protests were causing chaos in the city and called for dialogue to end the unrest.

On Monday night, Reuters released a leaked audio recording of Lam speaking privately to a group of business leaders. On the tape, she seems to take responsibility for causing the political crisis, which began in June over a controversial extradition bill.

In the audio recording, Lam said that if she had a choice, "the first thing is to quit, having made a deep apology."

In the recording, Lam also said she had "very limited" room to resolve the situation, as she was torn between serving the people of Hong Kong and the Chinese government.

Meanwhile, a local court has overturned an election ban on a prominent pro-democracy activist.

Agnes Chow was barred from running for a seat on the legislative council last year. The court nullified the results of the by-election. But it stopped short of ruling on the legality of the election system, in which authorities have the power to disqualify candidates.

Agnes Chow said: "I still believe that the fundamental rights of the people in Hong Kong to decide on our own future are being violated. I want everyone to stand up and fight against this."

It is unclear how far Beijing will go to stop the growing protests. Lam told the business group that it is unlikely the mainland will bring in armed forces. But some experts suggest the Chinese government may step up pressure ahead of its National Day on October 1.

In Afghanistan, a car bomb attack has left at least 16 people dead and more than 110 injured in the capital Kabul.

The blast occurred late Monday in a district with many foreign residents. A truck loaded with gasoline exploded near a gas station, destroying it and nearby homes.

The Taliban claimed responsibility, saying it put a bomb on the vehicle to target foreigners.

The Taliban has been negotiating with the administration of US President Donald Trump, who says he wants to pull US troops out of Afghanistan.

Hours before the blast, a US negotiator said the US and the Taliban have agreed in principle on a draft peace accord.

Observers say the Taliban's continued terrorist activity is seen as a display of its attack capability and an effort to get an edge in peace negotiations with the US.

China's Foreign Ministry says the foreign ministers of China and North Korea have agreed to closely communicate with each other regarding the situation on the Korean Peninsula.

Wang Yi, who is on a three-day visit to North Korea, met his counterpart Ri Yong Ho in Pyongyang on Monday.

According to the ministry, Wang noted that the two sides are marking their 70th anniversary of diplomatic ties this year, and proposed that they promote friendly exchanges and practical cooperation.

Ri reportedly said North Korea's stance of seeking friendship and cooperation from China remains unchanged.

China's Foreign Ministry says Wang also explained Beijing's position on the anti-government protests in Hong Kong.

North Korea's Ri is said to have replied that external forces should not interfere in the affairs, implying that it supported China's position.

Observers say the meeting gave China a chance to demonstrate its influence on Pyongyang, at a time when talks remain stalled between the US and North Korea.

China says it is filing a complaint with the World Trade Organization against the US, calling Washington's latest round of tariffs a violation of international rules on trade. On Sunday, the US started imposing additional duties of 15 percent on Chinese goods worth over 100 billion dollars.

China's Ministry of Commerce announced its decision on Monday. Ministry officials say Washington's latest move runs completely counter to a common understanding reached at a recent China-US summit. The officials say they will protect their country's legal rights and interests based on WTO rules.

China has lodged complaints against Washington in the past over additional levies the US started imposing last year.

US President Donald Trump has said he still wants ministerial-level trade talks with China to go ahead this month, as planned.

Trump is using a combination of tariffs and negotiations to pressure China into reducing its trade surplus with the US and carry out structural reforms.

Japan and India have agreed to hold a meeting of their foreign and defense ministers by the year's end.

Japan's Defense Minister Takeshi Iwaya met with his Indian counterpart Rajnath Singh in Tokyo on Monday.

Iwaya said Japan wants to deepen cooperation with India, as the leaders of the two countries share the vision of a "free and open Indo-Pacific."

Singh echoed Iwaya's view, saying the two countries' partnership is becoming even more important globally.

Their remarks were apparently made in light of China's growing maritime presence in the region.

Iwaya and Singh agreed on a plan for Japan and India to hold their first two-plus-two foreign and defense ministerial meeting by the end of the year.

The two also agreed to accelerate negotiations for an acquisition and cross-servicing agreement. The deal would allow Japan's Self-Defense Forces and India's military to provide each other with supplies, such as fuel.

Iwaya later told reporters that Japan's cooperation with India is crucial to regional security.

He said Tokyo will enhance bilateral defense cooperation through dialogue.

A 4-year-old girl who died after a suspected assault case in Kagoshima Prefecture in southwestern Japan was often seen walking alone and uncared for on the streets long before her death.

Shun Hiwatashi, boyfriend of Riara Otsuka's mother, was arrested on suspicion of hitting the girl in the head last week. The 21-year-old construction worker lived with the mother and the girl in the city of Izumi.

Riara was taken to hospital the day after the alleged assault. Hospital officials were told at the time that the girl had drowned in a bathtub. She was later pronounced dead.

The girl and her mother lived in a different city, Satsumasendai, until July.

City officials say the girl was given care on four occasions after she was spotted walking alone on the street at night between March and April.

In addition to that, officials at a nearby sports facility often took care of the girl after they found her wandering alone in the evening from last December to February.

The facility officials said they sometimes saw her walking barefoot in the rain or without underwear.

Satsumasendai city officials said they hadn't received any information from locals about suspected abuse. They said it was difficult to inquire because of privacy concerns.
