Hundreds of thousands of homes in Japan are still suffering from power blackouts, four days after the area hit by a typhoon faxai.

Hundreds of thousands of homes in Japan are still suffering from power blackouts, four days after Monday's typhoon.

Tokyo Electric Power Company says the cities of Chiba, Yachiyo, Yotsukaido and Inzai and parts of Ichihara will have power restored by the end of Thursday.

However, the utility says electricity is unlikely to be restored fully to Chiba Prefecture before Friday at the earliest.

The region was hit hard when Typhoon Faxai made landfall early Monday.

The storm left 640,000 homes in Chiba Prefecture without electricity and as of 2:30 p.m. on Thursday, 320,000 were still waiting to be connected.

The extended blackout is the longest since the March 2011 earthquake and tsunami. The utility says that 11,000 workers, including those from other power companies, are working to restore electricity.

Water supplies have also been hit. As temperatures soared this week, residents lined up for drinking water sent in Self-Defense Force tanks.

It's unclear how long it will take for water supplies to return to normal.

US President Donald Trump has tweeted that the US has agreed to delay a planned increase in tariffs on Chinese goods.

He said the hike will be moved back from October 1st to October 15th. The tariffs are on 250 billion dollars' worth of Chinese imports and were scheduled to rise to 30 percent from 25 percent.

Trump said the delay was at the request of Chinese Vice Premier Liu He, because the People's Republic of China will be celebrating its 70th anniversary.

US President Donald Trump said he is considering five candidates to replace John Bolton as his national security adviser.

Speaking to reporters at the White House on Wednesday, Trump did not name the people, but said they are "very highly qualified." The president said he'll be announcing Bolton's replacement next week.

Among the individuals mentioned by US media as the possible next national security adviser are Special Representative for North Korea, Stephen Biegun, Special Representative for Iran, Brian Hook, and Douglas Macgregor, who is a retired Army colonel and commentator for Fox News and other programs.

The possibility of Secretary of State Mike Pompeo doubling as national security adviser has also been raised, as well as the reappointment of H.R. McMaster, Bolton's predecessor.

Observers say Trump dismissed Bolton as he seeks to establish a legacy of diplomatic achievements ahead of next year's presidential election. Media reports said Trump disagreed on many matters with the hardline conservative who stressed pressure over dialogue.

A senior Iranian official says talks with the United States are out of the question as long as US economic sanctions on Iran remain in place.

Iran's ambassador to the United Nations, Majid Takht Ravanchi, made the comment on Wednesday, following the departure of US President Donald Trump's national security advisor, John Bolton, from the US administration. Bolton was known for his hawkish approach toward Iran. His removal is expected by some observers to boost the prospect of talks.

However, the ambassador said in an interview with Iran's state media that there is no room for dialogue with the US as long as Washington's "unfair" sanctions and "economic terrorism" against Iranian people continue.

Iranian President Hassan Rouhani said at a Cabinet meeting that Iran's policy of resistance will not change as long as its enemy continues to put pressure on Tehran.

Observers say Iran aims to stress its stance of not easily agreeing to dialogue in a bid to get the Trump administration to take concrete steps, including the lifting of sanctions.

Asumi Maeda of Sony Interactive Entertainment says game streaming is attracting a lot of attention. She recommends that people visit the show to experience it for themselves.

Companies are scrambling to expand their streaming services before Google enters the market later this year.

The Tokyo Game Show will be open to the public on Saturday and Sunday at Makuhari Messe, just outside the capital.

The International Paralympic Committee says a refugee team will compete at the 2020 Tokyo Paralympics.

IPC President Andrew Parsons spoke about the plan in an interview with NHK on Wednesday.

He said between four and eight refugee para-athletes will compete in Tokyo. A refugee team of two athletes competed for the first time at the Rio Paralympic Games three years ago.

Parsons said discussions are underway with international sports federations on the selection of athletes who will compete in Tokyo.

With roughly one year to go, Parsons said the Tokyo Paralympics, at this moment, is the best prepared compared to any previous Games.

Parsons also said transport is the biggest challenge for the Paralympics.

He said a higher level of accessibility is required compared to the Olympics for the transport of athletes and officials with various disabilities between their accommodation and the venues.

He said interaction between the organizing committee and local authorities is essential to manage the complicated operation and to reduce the impact on the city's traffic.

US and Japanese technology companies have jointly unveiled a facial recognition system that will be used for security checks at the Tokyo Olympics and Paralympics next year.

US chip-making giant Intel and Japanese electronics maker NEC on Wednesday presented the Neo Face recognition equipment, which is about 1.5 meters high and 30 centimeters wide.

The system will be used for entry to competition venues for athletes, media, staff and volunteers and at accommodation facilities for athletes.

It scans ID cards issued by the Games organizers and then immediately identifies over 300,000 accredited people by comparing their pre-registered data and the image taken at the gates.

The companies say it is the first time that facial recognition technology of this kind has been used, in place of security guards, at the Olympics and Paralympics.

They say the system will ensure a more reliable identification process and will reduce long wait times for ID checks.

Intel also unveiled a virtual reality technology that allows people to enjoy watching games and matches in high-definition images.

Intel Japan President Kunimasa Suzuki says he wants to make the Tokyo 2020 Games the most innovative event ever. He says the company will work even harder on technology development to help fulfill that purpose.
