Japan and China have agreed to postpone Chinese President Xi Jinping's state visit to Japan due to the coronavirus outbreak. Xi had been scheduled to arrive in Japan in early April.

Chief Cabinet Secretary Yoshihide Suga said in Tokyo on Thursday that Japan and Beijing will reschedule the visit.

Suga also said, "We've agreed that the two countries need to prioritize the containment of the spread of the new virus. We need to fully prepare together to make President Xi's state visit a success."

A Chinese foreign ministry spokesperson said both countries will work closely to figure out the new schedule.

The state visit had been in the works for more than half a year. Japan requested the meeting during the G20 summit last June as part of an exchange aimed at improving bilateral ties.

China has delayed one of its key political events, the annual National People's Congress, as it tries to contain the spread of the coronavirus.

Japan's government has also taken strict measures. It has called for all major events to be canceled or scaled back and took the unusual step of asking schools across the country to close.

The number of coronavirus cases in Japan has increased to 1,036 as of 10:30 a.m. Thursday, local time. That figure includes 706 people from the Diamond Princess cruise ship. The vessel is moored at Yokohama Port, near Tokyo.

The tally is based on data compiled by the health ministry and local governments.

Twelve people have died. That number includes six from the cruise ship.

By prefecture, Hokkaido has the most cases at 82. It is followed by Aichi with 49,Tokyo with 44, Kanagawa with 31, and Osaka with 17.

Shiga Prefecture in western Japan announced its first case on Thursday morning. The person infected is a man in his 60s.

Ten health ministry and quarantine officials have also been confirmed to be infected.

The health ministry announced that as of Wednesday 58 patients are in serious condition. Thirty-four of them are from the cruise ship. They are on respirators or are being treated in intensive care units.

A total of 229 patients had recovered and left hospitals as of Wednesday. That number includes 181 from the cruise ship.

A Japanese firm that makes face masks is trying to counter the shortage caused by the coronavirus outbreak. Officials at Kowa say they will start making reusable masks at a factory in Myanmar. The firm could begin shipping to Japan later this month.

Kowa says it will boost output across all of its factories to 50 million units a month in April. It also plans to use a government subsidy to increase production of single-use masks.

Government officials are trying to crack down on one factor that is compounding the shortage. They plan to ban hoarding and online reselling of masks, and they will penalize anyone who is in violation.

The move is a response to the growing number of people advertising masks online at inflated prices.

Hospitals and nursing facilities say it is making it harder for them to get the masks they need for their work.

Health authorities in China are warning that the new coronavirus could be transmitted via the excrement or urine of infected people. They say the virus has been detected in feces and urine samples.

The warning came in a set of revised guidelines on coronavirus diagnosis and treatment that China's National Health Commission released on Wednesday.

The authorities have been saying that human-to-human transmission mainly occurs through airborne droplets released by infected people, or through close contact with them.

They also said infection is possible when people are exposed to high concentrations of contaminated aerosols, or tiny particles floating in the air, in a closed environment for a long time.
They now say that people could become infected by such tiny particles contaminated by excrement or urine, and are calling for caution.

Cases of the new coronavirus have now been confirmed in 80 countries and territories outside mainland China and Japan.

There have been 13,752 cases and 258 deaths so far.

South Korea tops the list with 5,766 cases, followed by Italy with 3,089, Iran with 2,922, France with 285, Germany with 262, Spain with 206, Singapore with 112, Hong Kong with 95, the United Kingdom with 81 and the US with 80.

Slovenia reported its first case on Wednesday.

The death toll stands at 107 in Italy, 92 in Iran, 35 in South Korea, nine in the United States, four in France, two each in Hong Kong, Iraq and Spain, and one each in the Philippines, Taiwan, Thailand, San Marino and Australia.

Of the people who disembarked from the Diamond Princess cruise ship last month, 46 of the roughly 300 Americans who returned home on chartered flights tested positive for the virus.

Australia confirmed that 10 passengers tested positive after returning home. Hong Kong confirmed nine, Britain four, Israel and Russia three each and Taiwan one.

A UN trade agency stresses that China's manufacturing slowdown has led to a 50-billion-dollar decline in exports across global value chains.

The estimate is in a report of the UN Conference on Trade and Development on how China's factory closures are affecting overseas shipments.

The UNCTAD points out that China accounts for 20 percent of global production.

Pamela Coke-Hamilton, director of the UNCTAD Division on International Trade said, "There is a ripple effect throughout the global economy and to the tune of a $50 billion fall in exports across the world."

The economies suffering the highest export losses due to the disruptions in China are the European Union, with nearly 15.6 billion dollars. The US is down 5.8 billion dollars.

Japan has experienced a 5.2-billion dollar fall, with sharp declines in machinery and auto parts.

Japan's National Police Agency says it detected a record number of suspected cyberattacks in the country last year.

The agency's Cyber Force Center observed an average of 4,192 cases of suspicious communications per day. That's an increase of about 50 percent from the previous year's daily average of 2,752.

Agency officials say 18.7 percent, or the largest portion of the suspicious activities, were routed through Russia. Other suspicious traffic came via the Netherlands, the United States and China.

The officials also note many cases of attacks targeting services related to telecommuting, something that more companies in Japan are adopting as part of work reform measures.

The National Police Agency is enhancing measures against cyberattacks ahead of the Tokyo Olympics and Paralympics.

Earlier this year, it was revealed that electronics firms Mitsubishi Electric and NEC were targeted by hackers, resulting in possible data leaks. Both companies have contracts with Japan's Defense Ministry.

Japanese meteorologists are calling on people in the northernmost prefecture of Hokkaido to be vigilant as a severe winter storm hits the region.

They are warning of heavy snow, possible white-outs, travel disruptions and high waves, as a rapidly developing low-pressure system is approaching.

A cold air mass of minus 33 degrees Celsius will likely flow in over northern and eastern Japan.

And the wintry atmospheric pressure pattern is strengthening, bringing rough weather to northern Japan.

At Cape Erimo in southern Hokkaido, the maximum wind speed hit 115 kilometers per hour.

On the Pacific coast of Hokkaido, snowfalls of 50 centimeters have accumulated over a span of 12 hours.

In some areas of the Pacific and Sea of Okhotsk coasts, snowfalls of up to 70 centimeters are expected over 24 hours to noon on Friday.

The officials say the stormy seas are also expected in northern Japan and the Hokuriku region through Friday.

The maximum wind speeds are expected to be 90 kilometers per hour in Hokkaido, 82 kilometers in Hokuriku, and 72 kilometers in the Tohoku region.

But they say sudden wind gusts could reach as high as 126 kilometers per hour.
