Europe is tightening restrictions to fight the spread of the coronavirus as the World Health Organization said the region has become the epicenter of the pandemic.

Italy saw its highest daily increase of infection on Saturday. It now has more than 20,000 confirmed cases.

Infections and deaths continue to increase in Spain and France. Spanish Prime Minister Pedro Sanchez, whose wife has tested positive for the coronavirus, spoke to the nation in a televised address on Saturday night. He said that people's movements will be restricted under a state of emergency.

He said everyone in Spain has to stay home except for emergencies, for work, to go to hospital or to buy medicine or food.

Restaurants and bars are closed, as well as stores, apart from those that sell food, medicine and other basic necessities.

Spain is the worst-hit country in Europe after Italy. And like Italy, it has implemented a national lockdown.

French Prime Minister Edouard Philippe announced new restrictions at a news conference on Saturday night.

He said that all restaurants, cafes and stores except for those selling food, medicine and other necessities must shut down.

He called on people to work from home as much as possible and not go out apart from buying food and other essential goods.

Philippe asked for people's understanding and cooperation. He said he is sure the public realizes how serious the situation is.

US President Donald Trump says he has taken a test for the new coronavirus following his possible contact with carriers of COVID-19.

Trump has been under pressure to be tested after an interaction with two Brazilian officials who later tested positive for the virus. They accompanied Brazil's president during his visit to Trump's Florida residence last weekend.

Trump told reporters on Saturday that he took a test on the previous night. He also said that his temperature was "totally normal."

At the same news conference, Vice President Mike Pence said Washington is extending the travel ban from 26 European countries to Britain and Ireland. The original ban came into force at Friday midnight, US eastern time.

Travel from Britain and Ireland will be stopped from Monday midnight. American citizens and those with permanent residency are exempt but will have to be tested at designated airports.

A White House physician says US President Donald Trump has tested negative for the new coronavirus.

On Saturday, the White House released the results of the test the president underwent the previous day.

Trump was under pressure to be checked after he came into contact with two Brazilian officials who later tested positive. The officials had accompanied Brazilian President Jair Bolsonaro during his visit to Trump's Florida residence last weekend.

All domestic travel to and from Manila was banned starting on Sunday. Philippine President Rodrigo Duterte abruptly announced the travel restrictions on Thursday to stem the spread of the new coronavirus.

Duterte halted ground, sea, and air travel to and from the Philippine capital for a month through April 14.

The government says medical professionals and people who live or work in Manila are exempt.

About 40,000 police officers were deployed to checkpoints on roads that lead to Manila. The inspection sites started operating at midnight local time.

At a checkpoint on the highway from neighboring Cavite Province, about 20 police officers were stopping each vehicle to check the IDs of the passengers and purpose of their travel.

The officers also looked for people with symptoms of new coronavirus, such as fever and coughing.

Vehicles formed a long queue despite the late hour. One driver complained that the work takes too long.

The government says it will consider extending the restriction period if the number of infections rises.

Israeli Prime Minister Benjamin Netanyahu has said that his country will use counterterrorism technology to track coronavirus carriers.

Netanyahu told the news conference on Saturday night that the government gave police permission to intercept location data from mobile phones.

He talked of the need to enhance monitoring of people who test positive for the virus, or those instructed to self-isolate. He added the purpose of the monitoring to see if they are strictly following the rules, staying home and avoiding contact with others.

Netanyahu also announced that restaurants, shopping malls and cinemas will be closed beginning Sunday, and asked businesses to allow employees to work from home as much as possible.

Israel has banned entry of almost all visitors from all countries as part of efforts to prevent the spread of the coronavirus.

Japan's ban on the price-gouging resale of face masks came into effect at midnight on Saturday. But manufacturers expect the shortage to continue for some time.

The ban is aimed at preventing the hoarding of masks for resale at inflated prices. The activity is thought to have contributed to mask shortages.

Violators will face penalties of up to one year in prison or a fine as high as 9,300 dollars.

But masks are still sparse at stores in Tokyo.

A man in his 50s said on Sunday morning that he visited five shops but was unable to find any masks. He said he hopes they will be available soon, as he needs them to help with his pollen allergy.
A woman in her 30s showed some appreciation for the ban, as she was disappointed when she heard that there was no choice but to buy masks online at high prices.

An association of mask producers say they have been operating around the clock since late January to increase output. But the body explained that the current supply is not keeping up with the rising demand.

The association is calling on people to avoid excessive stockpiling to ensure masks reach people who need them.

Health authorities in Japan confirmed 62 new cases of coronavirus infection on Saturday -- the highest daily increase excluding those linked to the cruise ship Diamond Princess.

The officials say the number of cases confirmed in the country reached 772 as of 11 p.m. on Saturday.

The figure does not include 697 people from the US-operated cruise ship or 14 others who returned on chartered flights from China.

Another death was reported on Saturday, raising the tally to 22 in Japan and 7 others from the cruise liner.

The northernmost prefecture of Hokkaido has the most cases at 144, followed by Aichi with 121, Osaka with 102, and Tokyo with 87. Hyogo has 67 and Kanagawa has 50.

The officials say that as of Friday, 46 patients were in serious condition. Fourteen of them were from the ship.

They add that 525 people have left hospitals after recovering.

People in South Korea, which has been seriously affected by the coronavirus outbreak, will go to the polls one month from now to choose members of the National Assembly. The focus is likely to be the government's handling of the crisis.

The election is held every four years, and three hundred seats are up for grabs. Scheduled for April 15, it is seen as a midterm assessment of President Moon Jae-in's administration.

Facing off in the election are the ruling Democratic Party of Korea and the biggest opposition group, the United Future Party.

Some people say the election should be postponed, but so far the schedule has not changed. The official campaign will kick off on April 2.

But the coronavirus outbreak is having an effect on potential candidates.

Two former prime ministers, Lee Nak-yon of the Democratic Party and Hwang Kyo-ahn of the United Future Party, say they will run in the same constituency in central Seoul.

The two are posting videos of their activities online.

Footage posted on YouTube show them visiting local shops. They sprayed disinfectant on people's hands instead of shaking hands, in an effort to show they are doing their part to contain the virus.

An independent panel set up by Kansai Electric Power Company to investigate a kickback scandal has released its final report.

The panel of four lawyers found that 75 executives and employees received cash and other gifts worth 360 million yen, or more than 3.3 million dollars, from Eiji Moriyama, the late deputy mayor of Takahama Town, Fukui Prefecture, where KEPCO operates a nuclear plant.

KEPCO admitted last year that 23 of its executives and employees had received cash and other gifts from Moriyama with a value of 320 million yen, or about 3 million dollars.

But the panel found that another 52 people had received cash and other gifts.

The panel also acknowledged that KEPCO's executives and employees gave Moriyama advance notice of the details and budgets of construction projects, and awarded the contracts to a firm that employed him as an advisor.

It said that Moriyama provided money and other gifts to them in return for helping the firm to obtain construction work from the utility.

The report said it was highly inappropriate for the management at the time not to report the findings of an internal investigation to the board, and also for the chairman, president and senior advisor to decide not to disclose them.

A panel member, Keiichi Tadaki, told reporters that those involved never thought their behavior would become known to the utility's customers, and that caused the structural problem to continue.

Kansai Electric Power Company says it plans to set up a management reform headquarters within the company and will work out concrete measures by the end of June to prevent a recurrence.

KEPCO's new president, Takashi Morimoto, told a news conference on Saturday that the firm will appoint executives with a wide range of experience to key posts in the nuclear power division to develop its human resources.
