Chinese authorities are stepping up efforts to keep infected foreigners from entering the country, as cases continue to rise globally.

Health authorities say 30 new deaths were reported on Thursday, mostly in the hardest-hit province of Hubei. That brings the total number of fatalities in mainland China to 3,042.

Authorities say 16 of the over 140 newly infected people reported on Thursday came from either Italy or Iran.

Local government officials in Beijing and Shanghai are asking people arriving from Japan, South Korea, Italy and Iran to voluntarily quarantine themselves for 14 days.

In the US, the virus is spreading from coast to coast.
At least 11 people among the more than 160 confirmed cases there have died.

The east coast state of Maryland saw its first cases. That prompted the governor to declare a state of emergency.

President Donald Trump signed a bill on Friday to provide 8.3 billion dollars in emergency funds to stem the coronavirus outbreak.

The legislation includes funding for research and development of vaccines and medical remedies as well as purchasing face masks.

US Vice President Mike Pence says 21 people have tested positive for the new coronavirus aboard a cruise ship anchored off California.

Pence told reporters at the White House on Friday that 46 people suspected of being infected had been tested. He said two passengers and 19 crew were confirmed to have the virus.

Pence said the Grand Princess, carrying about 3,500 people, will be brought to a non-commercial port where everyone on board will be tested.

He said he anticipates about 1,100 crew members will be quarantined on the ship. He said he will consult with the Defense Department about facilities for quarantining the passengers.

Chinese health authorities say the death toll from the new coronavirus has risen to 3,070 in mainland China, while the number of new infections found in a single day dropped below 100.

China's National Health Commission said 28 new deaths from the virus were confirmed on Friday in the hardest-hit Hubei Province.

It also confirmed 99 new infections. The virus has so far sickened 80,651 people in mainland China.

The commission says it is the first time since January 20 that less than 100 people have been found to be infected in one day.

It added 24 of the new cases were brought in from other countries. The Chinese government is taking strict measures against people arriving from abroad to contain the spread of the virus.

Beijing authorities are requesting people arriving from Japan, South Korea, Iran and Italy to self-quarantine at home or undergo intensive observation at designated facilities, regardless of nationality.

Officials also revealed on Friday that more than 820,000 people are currently under observation at home or elsewhere in the city.

People trying to get to Japan from China and South Korea are rushing to complete the trip before the government starts quarantining all arrivals from the two countries.

The Japanese government said earlier this week that from Monday it will ask everyone coming from the two neighboring countries to be isolated at designated facilities for two weeks, as part of measures to stem the spread of the new coronavirus.

Japanese nationals will also be subject to the policy.

Some travelers at Tokyo's Haneda Airport on Saturday morning said they had returned to Japan earlier than planned, while others said they had moved up their business trips. Many were wearing face masks.

A woman in her 30s said she originally planned to return from South Korea with her two children next week, but she came back on Saturday instead.

She said she agrees with the decision to restrict entry into Japan, but she is worried because her husband is still in South Korea.

A South Korean man in his 50s who came to Japan for work said he was surprised by the announcement and decided to come early as a result. He said he will return to South Korea later on Saturday. The man said he hopes the virus will be contained and things will return to normal as soon as possible.

Finance ministers and central bank governors of the Group of 20 economies have pledged to employ all available policy tools to protect economic growth against the impact of the coronavirus outbreak.

The G20 finance officials issued a statement on Friday amid turmoil in financial markets.

The officials said they are closely monitoring the latest developments, including the impact of the virus on markets and economic conditions.

They said, "We are ready to take further actions, including fiscal and monetary measures, as appropriate, to aid in the response to the virus, support the economy during this phase and maintain the resilience of the financial system."

The officials reiterated their commitment to using all available policy tools to achieve strong and sustainable growth and safeguard against downside risks.

An official with the World Health Organization says all countries should make it their top priority to stem the spread of the new coronavirus.

He also warned that there is no evidence to suggest the outbreak might wane in summer, like influenza.

Michael Ryan, the executive director of the WHO Health Emergencies Programme, spoke to reporters in Geneva on Friday.

He said the activity and behavior of the coronavirus in different climatic conditions is unknown. He also said it is a "false hope" that COVID-19 will disappear in the summer.

The official urged all countries to concentrate on what they can do, and not wait for the outbreak to come to a natural end.

The news conference comes as the number of confirmed infections sits around the 100,000 mark.

WHO Director-General Tedros Adhanom Ghebreyesus expressed deep concern about the rising number of new cases in countries with low incomes and weaker medical systems.

He stressed the need to slow down the epidemic, to allow hospitals and governments to prepare and save lives, as well to develop vaccines and treatments.

Ryan also spoke about the steps taken by Japan and South Korea to restrict entry of people from each other's countries. He described the situation as a "political spat" and urged the countries to put it to one side, because "these types of restrictions are not helping."

Prime Minister Shinzo Abe visited disaster-hit towns in Fukushima on Saturday ahead of the ninth anniversary of the earthquake and tsunami that struck northeastern Japan on March 11, 2011.

Abe laid flowers and offered silent prayers to the victims of the disaster at a cemetery in Namie Town on the Pacifc coast that morning.

He also visited neighboring Futaba Town where an evacuation order from the Fukushima Daiichi nuclear accident in place since 2011 was partially lifted earlier this month.

The Futaba railway station is included in the newly opened area. Mayor Shiro Izawa briefed Abe at the station on the town's rebuilding efforts.

A section of the Joban railway line running through the town, which was halted by the nuclear accident, will reopen on March 14.

Abe attended the opening ceremony of a new interchange on an expressway near the Fukushima Daiichi plant. The new interchange will facilitate residents' access to Futaba as well as vehicle access to the nuclear plant now undergoing decommissioning.

Abe also attended the opening ceremony of one of the world's largest hydrogen production facilities in Namie, inspected manufacturing equipment and drove a hydrogen-powered car.

Abe told reporters that he wants people to work together to build a new Fukushima where not only evacuees but people from around the country can come and live.

He said the government will increase subsidies to help create an attractive work environment and promote migration to Fukushima. He stressed that without the reconstruction of Fukushima, Japan will never be fully restored.

An explosion in the Tunisian capital has killed a police officer and wounded five other people.

The country's Interior Ministry says it was an attack carried out by two suicide bombers, who both died. It says the wounded include one civilian and four police officers.

The blast occurred on Friday morning near the US embassy in Tunis, apparently targeting a police checkpoint on a street leading to an international airport.

Other embassies are also located in the neighborhood.

No one has claimed responsibility so far. Tunisian security authorities are investigating the incident as a terrorist attack.

Authorities have been on alert since two deadly attacks at a museum and a resort hotel in 2015. Others have also occurred sporadically, targeting the police.

An international survey shows female representation in national parliaments around the world has almost doubled in the past 25 years. But Japan ranked low despite an increase in the proportion of female lawmakers.

The Geneva-based Inter-Parliamentary Union released the results of its survey of the number of women in the lower or single houses of parliament around the world. The publication comes ahead of International Women's Day, on March 8.

This year's IPU report also looked at the rate of increase in women's participation in parliaments from 1995 to 2020. It shows the overall percentage of female parliamentarians reached 24.9 percent in 2020, up from 11.3 percent in 1995.

Of 172 countries, Rwanda has achieved the greatest progress, with the rate of female participation in parliaments jumping from 4.3 percent in 1995 to 61.3 percent in 2020.

Learning lessons from the past genocide, the central African country introduced gender quotas to enhance women's roles in parliament and decision-making. This led to more than half of parliamentary seats being held by women.

As of January this year, 81 countries applied legislated gender quotas.

Meanwhile, the share of female lawmakers in Japan's Lower House rose to 9.9 percent in 2020 from 2.7 percent in 1995. But Japan only places 165th in terms of female representation, and 119th in terms of the rate of increase.

A recent study has found that some 260,000 transgender people may have problems voting in this year's US elections because of issues related to identification documents.

The Williams Institute at the UCLA School of Law, a public policy research institute, published the report.

It says that nearly 380,000 eligible voters who are transgender do not have accurate identification documents that reflect their appearance or gender identity.

In the United States, 35 of the 50 states require voters to show identification on election day. Several states such as Georgia and Indiana have strict laws that will deny the casting of ballots by those with a photo ID in which their names and genders do not match their appearance.

The report says that some 260,000 transgender people without accurate IDs live in the 35 states.

The study says that there is no way to predict precisely how election officials and poll workers will treat transgender voters at the polls if their registered name or ID do not accurately reflect their gender.

It points out that more than 30 percent of transgender people who responded to a survey reported having negative experiences after presenting ID documents that did not match their gender presentation.

An expert says keeping transgender people from voting could favor the Republican party which is more conservative than its Democratic rival.
