The head of the World Health Organization says the agency is most concerned about the coronavirus outbreaks in South Korea, Italy, Iran, and Japan.

WHO Director-General Tedros Adhanom Ghebreyesus spoke to reporters in Geneva on Monday. He expressed concern, but insisted that the outbreaks can be contained.

Tedros revealed that a WHO team has arrived in Iran. He said the team will deliver medical supplies and support local authorities in the fight against the outbreak.

The country has reported the highest number of deaths from the virus outside mainland China.

The director-general said about eight countries have not reported new cases for two weeks. He added that they have been able to contain the outbreaks.

Tedros pointed out that the number of new cases in China has been declining.

He suggested this indicates that containment should be achievable, even in areas that have a large number of cases.

The number of confirmed cases of the new coronavirus infections across Japan hit 980 as of 10:30 a.m. on Tuesday. They include 706 people from the Diamond Princess cruise ship moored at Yokohama Port, near Tokyo.

The tally is based on data compiled by the health ministry and local governments.

Twelve people have died, including six from the cruise ship.

By prefecture, Hokkaido has the most cases at 77, followed by Tokyo with 39, Aichi with 32, Kanagawa with 30 and Chiba with 14.

Nine health ministry and quarantine officials have also been confirmed to be infected.

The health ministry announced that as of Monday, 57 patients are in serious condition. Thirty-four of them are from the cruise ship. They are on respirators or are being treated in the intensive care unit.

A total of 43 patients, excluding those from the cruise ship, had recovered and left hospital as of Monday.

Japan's government says it will pay up to about 80 dollars per person per day to businesses as income compensation for parents taking leave from work in response to temporary school closures that began nationwide.

The health and labor ministry on Monday revealed the details of a new subsidy system as the government strives to prevent the spread of the new coronavirus.

The ministry will pay the subsidy of up to 8,330 yen per person per day to businesses if their employees take paid leave to take care of their children due to school closures.

It'll also offer stipend in cases where employees care for people suspected of having been infected with the virus.

The measure will cover regular and non-regular workers who take leave between February 27 and March 31.

The ministry plans to determine and announce soon how the system will be implemented.

Nearly 20 percent of facilities in Japan that provide nursing care have run out of surgical masks amid the new coronavirus outbreak.

More than 1,000 care facilities across Japan responded to a survey over the weekend by the Nippon Careservice Craft Union.

It showed that 34.1 percent were short of surgical masks and alcohol disinfectant.

Asked how many masks they have left, 18.8 percent of all facilities said none.

The health ministry and the Cabinet Office have asked prefectural governments to survey the mask shortage among nursing care providers. But 68.1 percent of facilities said they have not yet been surveyed.

A special nursing home for the elderly in Yachimata, Chiba Prefecture, says masks became unavailable around mid-January. It has also been unable to purchase alcohol disinfectant.

The head of the facility says she wants to know when they will be able to get surgical masks. She says the government has pledged to step up production but nothing has changed. She says the staff are considering making their own masks out of cloth.

A Japanese Cabinet minister says organizers of the Tokyo 2020 Olympic Games are working on preparations for the torch relay to be held later this month as planned.

The relay is scheduled to start on March 26 in Fukushima Prefecture.

Minister in charge of the Tokyo Olympics and Paralympics Seiko Hashimoto met reporters on Tuesday. She said joint efforts by officials from relevant ministries and agencies, organizing committees, and the Tokyo metropolitan government, are extremely important.

Hashimoto said she wants to provide accurate information and reassure the International Olympic Committee and its president Thomas Bach that Tokyo is ready to hold the games.

China's ambassador to the United Nations says there will be no Security Council meeting to discuss the latest launches by North Korea. Instead, Zhang Jun stressed that dialogue is needed to break the impasse between Pyongyang and the international community.

Zhang Jun said, "Parties concerned really need to show more flexibilities in building up mutual trust, in seeking solutions through dialogue and especially in realizing the final goals of denuclearization."

China currently holds this month's presidency of the UN Security Council. The role enables the country to schedule meetings and approve the agenda.

Later this month the Security Council is expected to release an update on the monitoring of UN sanctions on North Korea.

Sources say it shows North Korea continues to export coal...mainly through ship-to-ship transfers....in violation of current sanctions.

Three aides to former Justice Minister Katsuyuki Kawai and his lawmaker wife Anri Kawai, have been arrested on suspicion of violating the election law.

Hiroshima district prosecutors arrested Shinsuke Takaya, a policy secretary to Katsuyuki Kawai, on Tuesday. They also arrested Hiroshi Tatemichi, a second secretary to Upper House member Anri Kawai, and Yugo Waki, a senior official of her campaign team.

Prosecutors suspect the aides paid Anri Kawai's campaign staff more than the legal limit during her campaign for the Upper House last year.

The daily allowance payment limit is 15,000 yen, but Kawai's camp is suspected of paying 30,000 yen, about 280 dollars.

Prosecutors searched the couple's office in their constituency and their home. They have also questioned the three suspects and the campaign staff.

Sources say Tatemichi admitted to investigators about the alleged illegal payment before his arrest.

Prosecutors are looking into whether anyone else was involved.

Former Justice Minister Kawai told reporters in October that neither he nor his wife were involved in the reported allegations, but that they would look into the accusations and fulfill their responsibility to explain themselves.

He said he will refrain from commenting further, while a criminal investigation is underway.

A Japanese official has asked Lebanon's president to cooperate in the case against former Nissan Motor chairman Carlos Ghosn, who is now in Beirut after skipping bail in Japan.

Japan's State Minister of Justice Hiroyuki Yoshiie spoke with Lebanon's President Michel Aoun and Justice Minister Marie-Claude Najm in Beirut on Monday.

Yoshiie told them that Tokyo believes Ghosn should stand trial in Japan.

The Lebanese presidential office said Aoun told Yoshiie that his country has no extradition treaty with Japan.

Yoshiie later told reporters that he clearly conveyed Japan's position and reached an understanding with the Lebanese government.

But he didn't reveal whether he had requested that the government hand over Ghosn.

Interpol issued an international wanted notice for Ghosn at Japan's request.

Tens of thousands of Syrian refugees are reportedly heading toward Europe after the Turkish government opened its borders.

Turkey announced last week that Ankara is unable to handle a fresh wave of Syrian refugees and as a result, is allowing its refugees and migrants to head for Europe.

Under a deal with the European Union, Turkey had previously prevented them from leaving the country.

But intensified conflicts in Syria's northwestern region in recent months have left about 950,000 additional Syrian refugees displaced internally.

The Turkish government now says more than 117,000 people are heading toward European countries.

But many are stranded on Turkish borders where checkpoints on the Greek and Bulgarian sides remain closed.

Among the renewed influx of refugees, a Syrian boy aged around six drowned on Monday after a boat capsized while sailing from western Turkey to the Greek island of Lesbos.

Bulgarian Prime Minister Boyko Borisov visited Turkey on the same day for discussions with Turkish President Recep Tayyip Erdogan on the refugee issue.

EU Commission President Ursula von der Leyen also plans to travel to the Greek-Turkish border for inspection on Tuesday.

European countries are on the alert for a possible recurrence of the refugee crisis five years ago.
