Chief Cabinet Secretary Yoshihide Suga says the Japanese government will try to make its case to South Korea for Japan's request of a two-week quarantine period for those coming to Japan from South Korea and China.

Suga spoke to reporters on Friday. Seoul lodged a protest against Japan's move.

He said the request is aimed at bolstering measures to stop virus carriers from entering Japan by curbing the number of people coming from these countries.

He said this is a crucial time, adding that the government will proactively take steps to contain the outbreak.

Suga said 800 people from China and 1,700 people from South Korea entered Japan on Tuesday alone.

He also referred to South Korea announcing that the number of infected people in the country had exceeded 5,000 as of Thursday.

He added that Japan's government will explain its position and closely cooperate with Seoul to help curb the spread of the virus.

Seoul has criticized Japan's decision to quarantine visitors from South Korea starting next Monday.

Foreign Minister Kang Kyung-wha summoned Japan's ambassador to her office on Friday. She urged Tokyo to cancel the measure, describing it as both "unfriendly" and "unscientific," and said Seoul would take "corresponding measures."

The ambassador said he would urgently report the demand to Tokyo.

Japan's new rule will also apply to China, including Hong Kong and Macao. Anyone entering from there will have to stay at designated sites such as their homes or hotels for 14 days. The measure is to last until the end of the month.

The number of coronavirus cases in Japan has now topped 1,000, including about 700 from the Diamond Princess cruise ship. As of Thursday, 60 people were in serious condition and nearly 250 had been discharged from hospitals after their conditions improved.

On the Tokyo Stock Exchange on Friday, the Nikkei index hit its lowest point this year after share prices fell across the board amid concern the coronavirus outbreak will severely affect the global economy.

The Nikkei 225 of selected shares dropped 579 points to close at 20,749, its lowest so far this year. The index briefly lost more than 700 points during trading.

The TOPIX index of all First Section issues fell 44 points to 1,471.

The yen's advance against the dollar also fueled the sell-off as investors worried that a stronger yen will erode the earnings of Japanese exporters.

As part of efforts to contain the virus, the Japanese government on Thursday announced that it will ask people entering Japan from China and South Korea to stay at designated places for two weeks.

A market analyst says many investors are concerned this decision will lead to fewer tourists and a cooling of the economy. The analyst adds that volatility will likely continue next week.

Health authorities said that 143 more people on the mainland were confirmed on Thursday to have been infected, 16 of them abroad, bringing the total to 80,552.

The number of fatalities has risen to 3,042 after reports of 30 new deaths, mostly in Hubei Province.

Four people who had travelled to Italy tested positive in Beijing, while in Shanghai a person who had been studying in Iran was found to be infected.

Authorities said 11 out of 311 people who arrived in Gansu Province from Iran on chartered flights between Monday and Thursday also tested positive.

Local governments in Beijing, Shanghai and Guangdong Province are asking that people arriving from Japan, South Korea, Italy or Iran quarantine themselves at home or elsewhere for 14 days.

Russian President Vladimir Putin and Turkish President Recep Tayyip Erdogan have agreed to implement a ceasefire in Syria's northwestern province of Idlib.

The deal was reached during talks between the leaders on Thursday.

The ceasefire is expected to create a lull in Idlib where conflicts have continued between forces of Syrian President Bashar al-Assad's government and Turkish troops supporting opposition forces. Russia backs the Assad forces.

Attention is now focused on whether the ceasefire will hold. Similar agreements for Syrian areas have fallen apart.

Rakuten says it is amending a plan to offer all customers free shipping starting on March 18th. The online mall operator now says the policy will only apply to merchants who agree to it.

Company executives say they are also taking measures to help vendors that may be negatively affected by the change.

Rakuten had announced it would make shipping free for orders of 3,980 yen or more. That's about 37 dollars.

But some vendors opposed this, saying their business would suffer if they had to shoulder delivery costs. Merchants have also been calling for the plan to be postponed in light of the coronavirus outbreak.

Japan's antitrust regulator asked a court for an emergency order to stop the plan last week.

Rakuten contends there are no legal problems with the free delivery plan.

Major Japanese retailer Seven & i Holdings has scrapped plans to acquire a US chain of gas stations.

Sources say the owner of the Seven-Eleven chain decided to end negotiations with Marathon Petroleum at a board meeting on Thursday. The two sides apparently could not agree on a price of 22 billion dollars.

Marathon's Speedway has around 4,000 gas stations with convenience stores in the United States.

The sources say Seven & i wanted to strengthen its overseas business by expanding its US network amid weak growth prospects for retailing in Japan.
