Prime Minister Shinzo Abe has laid out his government's plans to fight the new coronavirus. He discussed a newly enacted law that allows him to declare a state of emergency, if needed.

Abe said "This legislation is to prepare for emergencies. When the administration determines whether to declare a state of emergency, that would put restraint on various private rights. It will seek for recommendation from experts in making the decision carefully. Currently, the number of infections is still rising. However, the increase speed is slower compared with other countries where the speed of infection in accelerating. Given the situation, it is not necessary to declare a state of emergency now."

An emergency declaration would allow prefectural governors to order schools to close, and people to stay home.

It would also enable governors to requisition land and buildings for emergency medical facilities -- without the owners' consent.

It's been two weeks since Abe asked elementary and high-schools across the country to close temporarily.
He said students should be allowed to go out to exercise and relieve stress.

Abe said "Schools are planning to have their graduation ceremonies. I would like them to carry out the ceremonies by implementing safety measures."

The prime minister referred to the impact of the pandemic on Japan's economy, and on global markets.
He said he will take all steps necessary to put the country's economy back on a steady growth track once the outbreak is contained.

Abe also promised to increase the capacity to conduct testing for the virus.

Abe said " Within this month, it is expected that up to 8,000 people will be tested in a day. With these tests, so-called cluster-infections will be detected and responded early, and diagnosis will be available early also to prevent serious cases."

He said the government has secured more than 12,000 beds for patients at hospitals across the country that can treat infectious diseases.

He added that the number of artificial respirators to treat patients in serious condition will be increased.

Abe also mentioned the cruise ship that was docked near Tokyo.

Abe said "On the cruise ship of Diamond Princess, the quarantine of all the crews and passengers is expected to finish tomorrow. The battle against the invisible virus inside the ship whose total number of people onboard was more than 3,700 has been an unprecedented, extremely tough mission, but we have finished the quarantine for all."

Abe said he wants Tokyo to host this summer's Olympics and Paralympics as scheduled, by working closely with the IOC and other organizations.

US President Donald Trump's new measures to fight the coronavirus have helped Wall Street bounce back sharply on Friday, posting its biggest gain since 2008.

The Dow soared from the opening as investors saw buying opportunities.

Then towards the end, it gained momentum when President Trump declared a national emergency to combat the coronavirus outbreak. He said he will free up about 50 billion dollars in federal aid for state and local governments.

The Dow Jones Industrial Average closed the day at 23,185, up 1,985 points or 9.4 percent, recouping much of the losses from the day before.

The tech-heavy Nasdaq and the broader S&P 500 both also gained more than 9 percent.

The US dollar rebounded against the Japanese yen reaching the lower 108 level.

But since the Dow suffered a weekly loss of more than 2,600 points, market sources say they are still cautious about next week and beyond.

Spain's Prime Minister Pedro Sanchez has declared a state of emergency in a bid to contain the coronavirus outbreak.

Sanchez said in a televised address on Friday that the number of infections in the country could reach more than 10,000 next week.

He asked elderly people and those with pre-existing medical conditions to stay at home, as they are thought to be more vulnerable to developing severe symptoms.

China's health authority says only eight more cases of coronavirus infection were reported in the country on Thursday. It's the first time that fewer than 10 cases have been reported since the authority began releasing such figures in January.

The National Heath Commission announced on Friday that the new cases bring the total number on mainland China to 80,813.

Among the eight cases, five were confirmed in the city of Wuhan, Hubei Province, the epicenter of the outbreak. Officials say the other three were people entering China from affected areas.

The death toll from the outbreak on mainland China has reached 3,176, up seven from the previous day, mostly in Hubei Province.

The commission said on Thursday that the epidemic has peaked in the country.

China has been expressing intent to strengthen cooperation with other countries to contain the virus.

Chinese media said the government on Thursday sent a medical team of nine experts and supplies to Italy, which has been hit hard by the epidemic. They said Italy is the third country, after Iran and Iraq, to which such teams have been sent.

The top US commander in South Korea has suggested that the North Korean military has been in lockdown until recently because of the coronavirus outbreak.

In a video teleconference on Friday, Army General Robert Abrams raised doubts over claims by the North that the country has been free of infections.

Abrams said "It is a closed-off nation, so we can't say emphatically that they have cases, but we're fairly certain they do."

The general said North Korea's armed forces had been "fundamentally" in a lockdown for about 30 days and only recently resumed routine training. He said military planes had not flown for 24 days.

US and South Korean forces have postponed their annual joint drills as infections spread in South Korea. Pentagon officials began restricting travel by American troops to and from South Korea for 60 days from Friday.

General Abrams stressed that US forces are maintaining their capability to rapidly respond to defend South Korea. He said the mission remains unchanged despite the viral outbreak.

A railway line along the Pacific coast of Fukushima Prefecture has resumed full service nine years after the Fukushima Daiichi nuclear accident halted operations.

The 2011 northeastern Japan disaster forced the suspension of the entire Japan Rail Joban Line, which runs between Ueno Station in Tokyo and Sendai Station in Miyagi Prefecture. Operations resumed gradually as decontamination work progressed.

The entire line was reopened on Saturday, with the 21-kilometer-section of track between Namie and Tomioka stations in Fukushima Prefecture the last to resume.

Railway fans and others looked on as a train departed Namie Station at 5:53 a.m.

The lifting of evacuation orders in nearby areas means trains can now access the stations of Yonomori, Ono, and Futaba.

The resumption of services is expected to improve convenience for residents and encourage more visitors from Tokyo and other areas.

JR says railway disruptions caused by the 2011 disaster are now fully resolved.
