Magnitude 7.2 quake strikes off eastern Taiwan

Taiwan's meteorological authorities say an earthquake with an estimated magnitude of 7.2 struck off Taiwan's eastern coast at around 7:58 a.m. on Wednesday, local time.

Taiwan's Central Weather Administration says the epicenter was about 25 kilometers off Hualien County in eastern Taiwan.

The focus is estimated to be about 15 kilometers deep.

The Weather Administration is calling on people in coastal areas to be on the alert for sudden changes in sea levels.

The quake registered an intensity of upper 6 on the Taiwanese scale in Hualien County, upper 5 in Yilan County. It registered an intensity of lower 5 in the northern cities of Taipei and New Taipei, and in Taichung.

Taiwanese television station TVBS is reporting there is extensive damage in Hualien County. The broadcaster says mountain slopes have crumbled. It also says the walls of buildings have collapsed and debris is scattered on the streets.

Footage is repeatedly being shown of swaying water in fishbowls and shaking ceiling lights.

The station says aftershocks are continuing and that Disaster Medical Assistance Teams have been dispatched.

It also says many people have gathered outdoors and are checking their smartphones for information.

Strong earthquakes occur frequently in eastern Taiwan.
In 2018, a magnitude 6.4 earthquake destroyed hotels and buildings in Hualien City and other areas near the epicenter. It left 17 people dead and more than 290 others injured.

Taiwanese authorities say seven people have died and 736 have been injured in Wednesday's earthquake.

They added that 77 people are trapped inside collapsed buildings.

Taiwan quake leaves one dead, at least 50 injured

A powerful earthquake struck off the eastern coast of Taiwan at around 7:58 a.m. on Wednesday morning. Authorities say the quake has left one person dead and more than 50 injured.

Taiwan's Central Weather Administration says the epicenter was about 25 kilometers off Hualien County in eastern Taiwan. The estimated focus was about 15 kilometers deep. It had an estimated magnitude of 7.2.

The Weather Administration has issued a tsunami warning and is calling on people to be on the alert for sudden changes in sea levels. It says tsunami could reach as high as one meter.

The quake registered an intensity of upper 6 on the Taiwanese scale of 0 to 7 in Hualien County, and upper 5 in Yilan County in the northeast.

It registered an intensity of lower 5 in the northern cities of Taipei and New Taipei, and in central Taiwan's Taichung.

A series of earthquakes have occurred since the initial temblor struck, including one that had a magnitude of 6.5.

Local fire authorities say they have confirmed that one person was killed and at least 50 others were injured in Hualien Country.

Taiwanese media outlets say buildings have collapsed in Hualien County and other areas. They say operations are underway to rescue people trapped in buildings.

They also note that individuals have been injured by landslides and falling rocks.

Lifelines have been affected as well. Power outages have been confirmed over a wide area. Water and gas mains are down and railway services have been suspended.

Strong earthquakes occur frequently in eastern Taiwan. In 2018, a magnitude 6.4 earthquake left 17 people dead and more than 290 others injured. In 2022, a quake left one person dead and more than 140 others injured.

Okinawa residents allowed to return to coastal homes after tsunami alert lifted

Residents in coastal areas of Okinawa Prefecture have been told they can return to their homes after authorities lifted a tsunami advisory that was in place following a powerful earthquake off Taiwan.

In Naha city, Okinawa's main airport has resumed operations after previously instructing inbound commercial flights to change destinations.

Police and firefighters in the city had called on people to stay away from the coast after the tsunami alert.

An exchange student from Nepal who made his way to a park on higher ground in the city said, "I came to Japan six months ago. I have never experienced a tsunami warning so I was very scared."

Japan's Meteorological Agency has warned that the tidal level could change, so people should remain cautious.

Tsunami reaches areas of Okinawa, advisory in effect

Japan's meteorological agency has changed its tsunami warning for southwestern areas of the country to an advisory, but continues to urge people there to evacuate to higher ground or safe places as soon as possible. Officials say higher tsunami waves are possible.

The advisory is for the coastal areas of the Miyakojima-Yaeyama region and the main island of Okinawa, both in Okinawa Prefecture.

Officials say a 30-centimeter tsunami was observed at Yonaguni Island at 9:18 a.m. Japan time Wednesday.
Twenty-centimeter tsunami also reached Ishigaki Island at 9:52 and Miyako Island at 10:08.

The initial warning was issued after an earthquake hit just before 9 a.m.

The meteorological agency has since reevaluated its data. It now says it was a magnitude 7.7 quake, and the focus was 23 kilometers deep.

Officials say the epicenter was near Taiwan. This was the first time the agency issued a tsunami warning for the coastal areas of Okinawa Prefecture since the 2011 Great East Japan Earthquake and Tsunami.

N.Korea says it successfully test-fired new solid-fuel hypersonic missile

North Korea says it successfully test-fired a new solid-fuel intermediate-range ballistic missile loaded with a warhead that can glide at hypersonic speed.

The country's ruling Workers' Party newspaper, Rodong Sinmun, reported on Wednesday that the first test-firing of a Hwasongpho-16B had been carried out on the previous day on the outskirts of Pyongyang. It noted that leader Kim Jong Un was present.

The paper also said the separated warhead flew 1,000 kilometers in irregular trajectories as planned, and accurately hit the waters of the Sea of Japan.

Kim suggested that the country was able to successfully implement the Party Central Committee's "three principles of building missile armed force for rapidly, accurately and powerfully striking any target in the enemy side worldwide by perfecting all the tactical, operational and strategic missiles with various ranges on solid-fueled, warhead-controlled and nuclear warhead-carrying basis."

North Korea is expediting efforts to develop a hypersonic missile, which is said to be difficult to detect or intercept, as its separated warhead can glide low, and at irregular trajectories at a speed of more than five times the sonic speed.

The country apparently wants to keep Japan, the United States and South Korea in check by demonstrating that it is in the process of replacing liquid-fuel intermediate ballistic missiles with solid-fuel types.

The US forces' strategic bases, such as those on Guam, could be within the firing range of an intermediate ballistic missile.

The South Korean military said on Tuesday that North Korea had fired what appeared to be an intermediate-range ballistic missile from a site near Pyongyang and that it had flown more than 600 kilometers.

Biden, Xi discuss Taiwan and other issues in telephone talks

US President Joe Biden and Chinese President Xi Jinping have discussed Taiwan and other issues via telephone.

The two governments said the call took place on Tuesday. It was the first dialogue between Biden and Xi since they met face to face near San Francisco in November last year.

The White House said "the two leaders held a candid and constructive discussion on a range of bilateral, regional, and global issues, including areas of cooperation and areas of difference."

The White House also said Biden "emphasized the importance of maintaining peace and stability across the Taiwan Strait" ahead of the inauguration of Taiwan's new president Lai Ching-te next month.

The Chinese Foreign Ministry said Xi "stressed that the Taiwan question is the first red line that must not be crossed in China-US relations."

Xi is also quoted as saying that "In the face of 'Taiwan independence' separatist activities and external encouragement and support for them, China is not going to sit on its hands."

Biden reportedly stressed the importance of the rule of law and freedom of navigation in the South China Sea.

Chinese coast guard ships have fired water cannons at Philippine military vessels and injured crewmembers in waters near the Second Thomas Shoal, where both countries claim sovereignty.

The US Treasury Department announced that Secretary Janet Yellen will visit China from Wednesday to April 9.
A senior US official says Secretary of State Antony Blinken also plans to visit in coming weeks.

White House National Security Communications Advisor John Kirby told reporters the US believes that there is no substitute for regular communication at the leader level to effectively manage this complex and often tense bilateral relationship.

Japan, US, Philippines likely to agree to boost economic security ties

The leaders of Japan, the United States and the Philippines are likely to agree to step up cooperation in economic security when they hold a summit next week.

Japanese Prime Minister Kishida Fumio is set to visit the US next week for talks with President Joe Biden.

Kishida and Biden will meet Philippine President Ferdinand Marcos Jr. who will be visiting Washington. It will be the first summit between the three leaders.

The leaders are likely to agree to deepen economic security ties, such as building more resilient supply chains for nickel and other critical minerals and semiconductors. Nickel is an essential material for electric vehicle batteries.

Japan and the US are expected to offer support for the Philippines in commercializing small nuclear reactors that Manila aims to introduce for power generation.

The three leaders are also expected to reaffirm the promotion of defense cooperation including joint exercises, in the face of China's increasingly assertive behavior. The Philippines has a long-standing territorial dispute with Beijing in the South China Sea.

Kishida hopes to deepen defense and economic relations with the US as well as the Philippines, to contribute to peace and stability in the region.

Diplomats trade blame over attack on Iranian Embassy in Syria

Iran's supreme leader released a statement on Tuesday saying those who bombed his country's embassy compound in Syria will "regret" the crime. Ayatollah Ali Khamenei blamed Israel's "Zionist regime."

Israel has not claimed responsibility.

The compound in Damascus was struck on Monday, and a consular building was destroyed. Iran's state-run media says 13 people were killed, including a senior commander of its elite Quds Force and Syrian citizens.

Syrian Prime Minister Hussein Arnous visited the embassy and also accused Israel, which he calls "a country that violates and does not understand the law."

Iranian Ambassador to Syria Hossein Akbari said, "There is, of course, an international responsibility toward this crime and, naturally, there will be an Iranian response." He called for the United Nations Security Council to take up the matter.

Members of the council held an emergency meeting on Tuesday. Russian Ambassador Vassily Nebenzia questioned why US officials had not gathered any intelligence on the attack.

Deputy US Ambassador Robert Wood denied that his country was involved. He said, "One thing is clear: Iran and its proxy and partner groups need to avoid escalating tensions in the region."

Wood also accused Iran and Syria of backing groups that have plotted attacks on US and Israeli personnel and facilities.

Biden condemns Israel over death of aid workers in Gaza

US President Joe Biden has sharply criticized Israel over the deaths of several members of an international non-profit organization. He said it has not done enough to protect aid workers and civilians in the Gaza Strip.

The World Central Kitchen said on Tuesday that seven of its members were killed in an Israeli airstrike. The group engages in the delivery of humanitarian food aid in the enclosure.

In a statement released on the same day, Biden said, "I am outraged and heartbroken." He called the humanitarian workers' deaths "a tragedy" and demanded that a swift investigation take place and its findings be made public.

The president also said, "This conflict has been one of the worst in recent memory in terms of how many aid workers have been killed."

Biden criticized Israel for not adequately protecting aid workers and civilians. He stressed that the United States will continue to press Israel to do more to get aid into Gaza and push hard for an immediate ceasefire.

Biden has repeatedly urged Israel to protect civilians, but with the series of deaths of humanitarian workers, his criticism has become stronger than before.

Japan tells Palestinian prime minister UNRWA funding to resume

The Japanese foreign minister has told the Palestinian prime minister that Japan will resume its financial contributions to the United Nations agency for Palestinian refugees.

Kamikawa Yoko held telephone talks with Palestinian Prime Minister Mohammad Mustafa on Tuesday. The prime minister has been leading a new cabinet formed on Sunday.

The Japanese government suspended funding to the UN Relief and Works Agency for Palestine Refugees in the Near East, or UNRWA, in January following allegations that some UNRWA staff members were involved in the Hamas attack on Israel last October.

But Kamikawa announced on Tuesday that Tokyo will lift the suspension, citing that the agency has improved its governance.

During the talks, Kamikawa explained Japan's intention to provide medical services to Palestinians in the neighboring countries and areas.

She said the country also plans to offer relief supplies for women and infants in the Gaza Strip, where sanitary conditions are deteriorating.

Mustafa expressed his gratitude for Japan's decision to restart the funding. He noted that the humanitarian situation in Gaza is grave.

Kamikawa and Mustafa agreed to work together toward a de-escalation of the Israel-Hamas conflict. Kamikawa told him that Japan will continue to contribute to realizing a "two-state solution" in which Israel coexists with a future Palestinian state.
