Taiwan quake: 9 dead, 1,000+ injured and dozens still missing

Search and rescue efforts continue in Taiwan following Wednesday's deadly earthquake. Authorities say at least 9 people have been confirmed dead and 42 missing in Hualien County, with more than 1,000 injured in the county and elsewhere.

On Thursday morning, people waited at a station in a village in the north of Hualien, close to the epicenter. Many who had been stranded by the quake tried to catch the first train.

A woman said: "I was on my way to work on Wednesday when the quake hit.
Train services stopped and roads were cut off, making it impossible to return home."

A man said: "I have lived here for more than 50 years and never experienced such a strong earthquake before. I want to go home right away because tremors continued last night and this morning."

Taiwan meteorological officials say the magnitude 7.2 quake struck off Hualien's coast Wednesday morning. Strong tremors also hit across Taiwan, including Taipei and New Taipei.

Japan, US leaders to review command operations

Japanese Prime Minister Kishida Fumio is planning to review with US President Joe Biden the command and control framework of Japan's Self-Defense Forces and the US military based in Japan.

The aim of the review is to make their cooperation smoother. Kishida is scheduled to meet Biden next week during an official visit to the United States.

The leaders are expected to agree that the two countries will promote strategic cooperation as "global partners" in the face of increasingly complex global issues.

They are also expected to acknowledge that defense and security is central to that cooperation.

The two will likely agree to establish a system to allow repairs of US navy vessels in Japan and to deepen cooperation in the development and production of defense equipment.

The leaders are also expected to agree to launch high-level dialogue for promoting decarbonization through expanding use of clean energy. This is in response to the global need for a stable energy supply.

South Koreans to head for the polls in general election on April 10

With a week to go before South Korea's general election, a major local news outlet suggests the main opposition Democratic Party is in the lead.

South Korea holds general elections every four years. Voters will cast their ballots next Wednesday.

The vote is seen as a midterm assessment of the administration of President Yoon Suk-yeol, who has been in office for two years.

Leaders of different parties have been seen visiting electoral districts where the races are too close to call.

Ruling People Power Party interim leader Han Dong-hoon addressed voters in the central city of Chungju on Wednesday.

Yonhap News Agency quoted him as saying the current situation is like walking on thin ice.

He added securing victory in closely fought regions will make the difference for the PPP.

Meanwhile, the head of the main opposition Democratic Party, Lee Jae-myung attended a ceremony marking the Jeju April 3 Uprising on the southern island in 1948, in which islanders were persecuted by conservatives at the time.

Following the event, he branded the ruling PPP as "descendants" of the incident.

A report by Yonhap News Agency on Wednesday interviewed political experts and others. It reported that multiple experts put the Democratic Party in the lead over the PPP.

At the same time, some Democratic Party candidates are under media scrutiny.

One candidate has been accused of making discriminatory remarks about women, while another stands accused of illegally taking out massive loans.

Tokyo police arrest 4 for mediating prostitution in US

Tokyo police have arrested a company president and three others for mediating prostitution in the United States.

Those arrested include 53-year-old Usui Yoshio, the president of a company that operates dating clubs, as well as the firm's 43-year-old accounting executive.

The Metropolitan Police Department says the suspects operated a website that offered overseas jobs.

The police say the suspects recruited two women in their 20s and 30s for a prostitution ring in the US between March and April last year.

They suspect the four violated Japan's Employment Security Act.

The police say both Usui and the accounting executive have admitted to the charge.

The suspects are believed to have set up the website around June 2021, and recruited more than 200 women for prostitution rings in other countries, including the US, Australia and Canada.

Tokyo police were informed by US investigative authorities last year that a Japanese woman who used the website was suspected of attempting to enter the US to work as a prostitute.

A series of cases have been reported of women from Japan who traveled overseas for prostitution purposes and were questioned by local investigators or were assaulted or threatened by clients.

Sales of Tokyo condominium units suspended due to concrete strength concerns

Sales of units in a pair of high-rise condominiums in the Tokyo Bay area have been suspended due to the possibility that the concrete used to build them was substandard.

The twin skyscrapers, each 189 meters tall with 53 floors, were being built in the Toyomi district of Tokyo's Chuo Ward.

Construction of the skyscrapers began in January last year to replace an old housing complex. They were due to be completed in 2026.

But tests carried out on samples of concrete showed that some had strength below standard. The examinations were conducted by Shimizu Corporation, which designed and has been building the condominiums.

The company plans to examine the test results in detail.

It says it will engage in discussions with relevant parties to understand why this happened and determine the necessary actions.

The real estate developer, Mitsui Fudosan Residential, decided to indefinitely suspend sales of the condominiums' units, which were to begin later this month.

US space agency NASA to devise time standard for the moon

The US government says it will start preparing to establish a new unified time standard for the moon.

The White House announced a policy on Tuesday to develop time standards at and around celestial bodies with an initial focus on the lunar surface.

It says the US space agency NASA will play a leading role in setting up Coordinated Lunar Time, or LTC.

Time passes a little faster on the moon than on the Earth. This is because lunar gravity is one-sixth of the Earth's.

The new policy is aimed at enabling countries and businesses to carry out missions accurately and safely to the moon, Mars and beyond.

The White House says NASA will provide a finalized strategy no later than December 31, 2026. It says the agency will coordinate with the departments of Commerce, Defense, State and Transportation.

The time standard for Earth, or Coordinated Universal Time, is set by using atomic clocks. A similar method may be used for developing LTC.

NASA Administrator Bill Nelson wrote on social media on Wednesday, "Out there in space, every second matters."
He said establishing a unified celestial time standard on the moon and beyond is essential for the future of global space exploration.

Ohtani blasts first home run for LA Dodgers

Major League baseball star Ohtani Shohei has ripped his first home run for the Los Angeles Dodgers. His much-awaited first homer of the season came in the Dodgers' ninth official game and his 41st at bat.

Ohtani started as the designated hitter batting second in Wednesday's game against the San Francisco Giants at the Dodgers' home stadium.

The two-way Japanese player joined the Dodgers in the off-season. He is only playing as a batter this season because of the elbow surgery he underwent last year.

In his first at-bat in the first inning, Ohtani struck out by swinging a low breaking ball.

In his second at-bat, in the third inning, with the score at one-one, he hit a grounder to the first base and got an infield hit. He came home with a teammate's double, scoring a go-ahead run.

In the fourth inning, he lined out to the left fielder.

The homer came in his next at-bat, in the seventh. Ohtani turned around a high fast ball to blast a solo homer into the right-center stand.

The moment he swung, fans were sure it would be a home run. The ball traveled 131 meters. Ohtani stepped onto the home base as fans greeted him with a standing ovation.

He was welcomed by his teammates in the dugout with a shower of sunflower seeds.

The Dodgers won the game five-four, marking their fourth consecutive victory.

Ohtani said his condition was not getting better quickly so he tried to curb his feeling of impatience and focus on his swinging style. He said he was relieved to have hit a homer.

Ohtani has now hit 172 home runs in the Major League, just three short of the record for a Japanese player. Matsui Hideki, who played for the New York Yankees and other MLB teams, holds the record of 175.
