US President Donald Trump has expressed his intention to return to the campaign trail, saying that he will take part in the second presidential debate scheduled for next week.

Trump made the remark on Tuesday, one day after he left a hospital where he was being treated for the coronavirus.

He tweeted "I am looking forward to the debate on the evening of Thursday, October 15th in Miami. It will be great!"

The televised debates are considered climactic events in the latter stages of the campaign ahead of the November presidential election.

Trump's doctors said the president reported no COVID-19 symptoms during a check up on Tuesday morning, with an ambulatory oxygen saturation level of 95 to 97 percent.

The doctors added that Trump continued to do extremely well.

Press Secretary Kayleigh McEnany, who is working under quarantine after testing positive for the virus, suggested in a US TV program, that Trump plans to address the nation at some point.

His resumption of the election campaign may draw criticism as more than 10 people at the White House tested positive for the virus since last week.

Facebook has removed a post by US President Donald Trump which suggested that the coronavirus is not as lethal as the flu.

Trump wrote on Tuesday that "we are learning to live with" the coronavirus, which in most populations is "far less lethal" than the flu.

Facebook deleted the post, saying it removes incorrect information about the severity of COVID-19.

Twitter hid the same message, warning that it violated the company's rules on "spreading misleading and potentially harmful information related to COVID-19."

As of Tuesday, the United States has confirmed more than 7.4 million coronavirus infections and more than 210,000 deaths.

Trump left the hospital on Monday after testing positive for the virus and receiving treatment.

US media outlets have been criticizing Trump's remarks which they say downplay the risks of the coronavirus.

But the coronavirus is spreading within his administration, and that is prompting criticism of the government.

Senior military leaders in the United States are self-quarantining after a senior official tested positive for the coronavirus.

The Department of Defense said on Tuesday that the vice commandant of the Coast Guard, who tested positive, attended meetings last week with other senior military leaders.

It said potential close contacts from the meetings are self-quarantining out of an abundance of caution.

They include Chairman of the Joint Chiefs of Staff General Mark Milley, Chief of Staff of the Air Force General Charles Brown, and Chief of Space Operations of the Space Force General John Raymond.

US media say other top officials, such as those of the Army, Navy, and Cyber Command, are also self-isolating.

Some media have raised concern about combat readiness, but the Pentagon says there is no change to the military's operational readiness or mission capability.

It says, "Senior military leaders are able to remain fully mission capable and perform their duties from an alternative work location."

The US Food and Drug Administration has set out detailed requirements for coronavirus vaccine developers who want the agency to authorize the emergency use of their vaccines.

On Tuesday, the agency released guidelines that drug makers need to follow if they want to request emergency use authorization for their vaccines before completing a clinical trial.

The requirements include at least two months of follow-ups, after study participants receive the vaccine, to assess their immune responses and other results.

The guidelines also require safety data for more than 3,000 vaccine recipients that show the effects on their health.

The requirements appear to be stringent enough to make the emergency use of a vaccine before the presidential election in November almost impossible.

The decision may be a blow to President Donald Trump's plan to make a vaccine available before the election. Democrats and medical experts had criticized Trump for putting pressure on the FDA to expedite the process.

A US media outlet reported that the guidelines were so severe that the White House had blocked them.

Some experts say they appreciate the fact that the guidelines will ensure a vaccine is safe to a certain extent, but others say more strict requirements should be set out for a vaccine's emergency use.

The head of the International Monetary Fund has said the global economy is recovering from the depths of the coronavirus crisis, but she also warned: ''This calamity is far from over.''

In an online speech on Tuesday, IMF Managing Director Kristalina Georgieva said, "The IMF in June projected a severe global GDP contraction in 2020. The picture today is less dire."

The international body said in June the global economy would shrink by 4.9 percent this year. That would be the worst contraction since the Great Depression of the 1930s. Georgieva said there would be a small upward revision to the next forecast due out next week.

The IMF head cited China's faster-than-expected recovery, and the resumption of economic activity elsewhere. However, she said all countries still faced a ''long ascent'' with setbacks likely.

Georgieva spoke to NHK after the speech. She called for fiscal support to prop up the global economy.

She said, "We have to continue to help firms and workers as long as necessary to prevent bankruptcies and unemployment and then sustaining fiscal support is crucial for the next months to secure this recovery."

Georgieva also warned of uncertainties still surrounding a global economic recovery, including the renewed spread of infection.

The World Trade Organization is predicting that the global trade in goods this year will be down 9.2 percent from 2019 due to the impact of the pandemic.

North America is expected to experience a 14.7 percent decline in its export volume. Europe is forecasted an 11.7-percent drop. Asia could see a fall of 4.5 percent.

The WTO unveiled its forecast on Tuesday.

The numbers take into account the ongoing resumption of economic activities.

The WTO believes the declines could grow steeper if further waves of COVID-19 cases emerge, weighing on economic activities.

The organization is predicting that 2021 will see a 7.2-percent rise in global trade, indicating it will still fall short of levels prior to the pandemic.

WTO Deputy Director-General Yi Xiaozhun said, "One of the greatest risks for the global economy in the aftermath of the pandemic would be a descent into protectionism. International cooperation is essential as we move forward."

He added that the WTO is the ideal forum to resolve any outstanding trade issues stemming from the crisis.

NHK has learned that the organizers of the 2020 Tokyo Olympics and Paralympics are expecting to slash a total of more than 190 million dollars in costs for the Games.

The IOC's Coordination Commission and the Tokyo organizers agreed on 52 items related to their streamlining efforts in their teleconference on preparations for the Games in September.

Those include reducing the number of officials attending the Games by 10 to 15 percent from the currently planned 50,000.

Sources close to the agreement say the organizers presented the figures at the time of the meeting.

They say the staff reduction would cut up to 28 million dollars.

They also say changes to decorations for venues and the Olympic Village would knock off more than 9.4 million dollars, and revisions to the torch relay plan would reduce more than 7.5 million dollars.

The organizing committee is reportedly estimating that the total reduction from simplifications will exceed 190 million dollars.

They are expected to report the figures to the IOC Executive Board on Wednesday.

The postponement of the event is expected to require an additional cost of billions of dollars on top of the original expenditures of over 12 billion dollars on projects directly linked to the Games.

Eddie Van Halen--one of rock music's greatest guitar players and a founding member of the hugely successful band, Van Halen, died of cancer on Tuesday.

Eddie and his brother Alex founded the group named after them in early 1970s. Eddie was born in the Netherlands in 1955 and grew up in the US state of California.

The album "1984" was a blockbuster hit across the world with a monumental single "Jump."

Eddie gained popularity with his astonishing guitar skills.

His son Wolfgang said in a tweet, "My heart is broken and I don't think I'll ever fully recover from this loss."

Eddie Van Halen was 65.
