Construction machinery makers are adopting digital technologies to improve disaster recovery work.

This comes as Japan marks on Monday one year since Typhoon Hagibis made landfall in the country. The storm caused rivers to overflow, inflicting considerable damage.

Komatsu streamlined repair work by introducing 3D mapping technology based on land survey data collected by drones.

It used to take several days in some cases for workers to conduct on-site assessment of damage and create blueprints for repair work.

With the new method, the time is reduced to only several hours, allowing recovery work to start earlier.

A Komatsu official says digital technologies have been steadily advancing. He says shorter repair work will also help reduce the occurrence of secondary damage.

Elsewhere, Hitachi Construction Machinery developed an app that allows users to measure amounts of soil by filming it with smartphones. The technology can be used to gauge the volume of mudslides.

Caterpillar adopted a system that enables workers to remotely operate heavy machinery as far as 400 meters away, even in inaccessible places.

Monday marks one year since Typhoon Hagibis made landfall in Japan. It brought record rainfall across eastern and northeastern regions, triggering deadly floods and mudslides. More than 9,400 people were displaced and are currently living in temporary housing.

The land ministry says levees of state- or prefecture-administered rivers were breached at 142 locations. It also says 325 rivers overflowed while landslides and other mud-related disasters occurred in 952 places.

Damage to roads, buildings, and other structures was estimated at 1.86 trillion yen, or roughly 17.6 billion dollars. It was the greatest destruction caused by a single rain-related disaster since comparable data became available in 1961.

NHK interviewed local governments nationwide and found that the number of fatalities has reached 113 as of last Friday, with two others missing. Most of those were reported in the prefectures of Fukushima, Miyagi, Kanagawa, and Nagano.

Ninety-two people died in natural disasters directly caused by Hagibis, such as mudslides and overflowing rivers. The others lost their lives due to indirect effects in the aftermath of the storm.

A total of 9,419 people in 11 prefectures are now living in temporary housing, such as prefabricated units and rental apartments.

The largest number of people, 4,123, are in Fukushima Prefecture, where the Abukuma River overflowed along with other waterways. That is followed by 1,781 people in Nagano Prefecture, where the Chikuma River overflowed along with other rivers.

Work is still underway in some areas to restore damaged structures, including breached river embankments.

A new survey shows that an increasing number of cancer patients have refrained from going to see doctors amid the coronavirus pandemic.

But it also shows that some were able to cope with anxiety with better information.

The questionnaire-style survey was conducted with cancer patients who are not hospitalized.

The result shows that 20 percent of the respondents said that they had either cancelled or postponed doctor's appointments.

Another 10 percent said that they experienced worrisome changes in their condition but did not visit a doctor.

As many as 71 percent of them said that they felt uneasy that cancer treatment may have weakened their immune system so that they have higher risk of developing serious symptoms if they are infected with the coronavirus.

On the other hand, 30 percent said that they could resolve such anxiety by collecting precise information themselves, or by receiving an explanation from a doctor.

The survey company says that there are varying levels of risk among patients, and that detailed information suitable for each of them is needed.

It hopes doctors will explain such potential risks to patients to mitigate their anxiety.

Japan's welfare ministry says the number of applications for welfare in July was down by 11.1 percent from July last year. It dropped by 2,463 to 19,650.

The month of June also saw a decline of 786, and applications in May dipped by 1,929 from the previous year.

Ministry officials say that the cash hand-out of 100,000 yen, or more than 900 dollars, for all people in Japan earlier this year amid the coronavirus outbreak and an emergency small loan program must have helped the needy.

But the officials say as the pandemic and its ramifications seem likely to continue, people may use up their savings and the number of people in need of help is expected to increase.

They say that the number of welfare applications could rise in the near future.

Russian Foreign Minister Sergey Lavrov has called on Azerbaijan and Armenia to honor a Russia-brokered ceasefire agreement. Fighting has continued even after the deal took effect at noon on Saturday, local time.

Lavrov talked by phone with his counterparts of Azerbaijan and Armenia on Saturday.

Lavrov also held a phone conversation with Turkish Foreign Minister Mevlut Cavusoglu on Sunday and is believed to have sought cooperation to keep the ceasefire alive. Turkey has been aiding Azerbaijan.

Azerbaijan and Armenia accuse each other of staging attacks in violation of the ceasefire. Azerbaijan's defense ministry said on Sunday that its forces retaliated with airstrikes against an Armenian military unit.

Russia is apparently trying to stabilize the situation through the ceasefire. But Azerbaijan and Turkey say it is only temporary and for humanitarian purposes, such as exchanging prisoners.

Azerbaijan and Armenia have been locked in a decades-long dispute over the Nagorno-Karabakh region. The contested territory lies in Azerbaijan, but is mainly populated by ethnic Armenians.

The latest round of deadly fighting between the two former Soviet republics erupted on September 27.

Travel agencies in Japan are stepping up online customer services as part of efforts to prevent spreading the coronavirus. The moves come after the government's incentive campaign for domestic tourism started including trips to and from Tokyo on October 1.

H.I.S. launched a new online system this month employing artificial intelligence. Customers can enter their travel period, budget and so on via smartphone, and AI then recommends travel plans.

If customers have questions, they can talk with H.I.S. staff using chat or video conferencing.

Sugita Takashi at H.I.S. says "Customers can use our online system and enjoy almost the same level of service as they would find at one of our outlets. We want to create a new experience fully utilizing our expert knowledge."

Other firms including JTB and Nippon Travel Agency are also enhancing their online offerings.

Japan's machinery orders rose in August from the previous month, increasing for a second straight month.

The Cabinet Office says major machinery makers received about 7.1 billion dollars' worth of orders from domestic companies, up 0.2 percent in yen terms from July.

The figure excludes orders related to ships and electric power, due to their wide fluctuations.

Officials said manufacturers of production machinery placed more orders for motors and other components, as well as transportation equipment like conveyor belts.

The improvement prompted the Cabinet Office to upgrade its overall assessment for the first time in 16 months. Officials now say the decline in machinery orders shows signs of stopping.

The Cabinet Office says it no longer foresees a prolonged downward trend. However, it says businesses still do not seem ready to actively start investing in facilities and equipment again.
