People in Japan are marking one month since a magnitude 7.6 earthquake rocked communities along the Sea of Japan coast.

240 people were killed and 19 remain unaccounted for. Thousands more living in temporary shelters are looking at a long road toward recovery.

Authorities in Ishikawa prefecture are working to support the survivors, but it is a daunting task. As of Wednesday, over 46,000 homes were confirmed to be damaged, many of them in the Noto Peninsula.

That has forced over 14-thousand people into evacuation centers. Almost 4,000 of them are living in secondary evacuation centers, such as inns and hotels, often in areas far from their homes.

In many places, running water remains offline. More than 40-thousand houses and businesses, mainly in Noto, still don't have access to it. It is expected to be restored in some areas by the end of March. But others may not have running water again until April or later.

One month after a devastating earthquake hit Japan's Noto Peninsula, thousands are still living in shelters or even cars. Many have no access to running water. While still others have lost homes and livelihoods and face an uncertain future. NHK World's Hirayama Akihide reports.

Earthquake experts say a disaster preparedness plan for Ishikawa Prefecture was insufficient to deal with the damage from the powerful earthquake that struck central Japan on New Year's Day. The plan was based on an estimate made 27 years ago.

The experts are calling for a review of the plan, saying its damage estimate is too low.

The magnitude 7.6 quake last month left more than 200 people dead and caused extensive damage in the Noto Peninsula region of the prefecture.

But the prefecture's disaster preparedness plan was based on a calculation made in 1997 that a magnitude 7.0 earthquake could strike off the Noto Peninsula.
The plan estimated that the damage from such a quake would be localized and it could be categorized as a low-level disaster.

The plan predicted there would be seven deaths, 120 destroyed buildings and 2,781 evacuees. That's far less than the figures for the January 1 quake.

The prefecture had added new estimates for tsunami damage to its regional disaster preparedness plan in line with a government report issued in 2014.

A local researcher on the prefecture's disaster preparedness panel also submitted a request in April 2011, soon after the massive earthquake and tsunami hit northeastern Japan, to review the earthquake scenario.

But the prefecture only began the review last August.

Ishikawa Governor Hase Hiroshi explained that the prefectural government had asked the central government for a survey, which is needed for the prefecture to revise its disaster damage estimate, and to disclose the results at an early date.

Hase added that the prefectural government, the Self-Defense Forces and others accurately shared information on the damage from the latest disaster, and the prefecture made the maximum efforts in its response.

Kobe University Professor Emeritus Murosaki Yoshiteru is an adviser to the prefectural government on disaster management.

Murosaki said the prefecture was unable to obtain sufficient supplies and personnel because its damage estimate was too naive. He said he shares the responsibility for this, and a review of how to set damage estimates is needed.

FBI Director Christopher Wray has warned that Chinese hackers are preparing to target US infrastructure to cause significant disruption to American citizens.

Wray spoke before a House committee on China on Wednesday.

He said, "China's hackers are positioning on American infrastructure in preparation to wreak havoc and cause real-world harm to American citizens and communities, if and when China decides the time has come to strike."

He said there has been far too little public focus on their efforts to target vital systems, such as water treatment plants and the electric grid.

Separately on Wednesday, the US Justice Department said in a statement that officials disrupted an effort by a hacking group backed by the Chinese government.

The department said the hackers tried to utilize malware-infected privately-owned routers in home offices and small businesses to conceal the origin of further hacking activities. These attempts included a campaign targeting critical infrastructure organizations in the US.

US Attorney General Merrick Garland said in the statement, "The United States will continue to dismantle malicious cyber operations that undermine the security of the American people."

A Japanese Maritime Self-Defense Force destroyer has left Japan for anti-piracy operations in the Gulf of Aden, amid continued attacks on vessels in the region by Yemen's Houthi rebels.

The Sazanami will replace another MSDF destroyer, Akebono, which is currently on an anti-piracy mission in the area.

Sazanami left with its 206-member crew from its base in Kure, Hiroshima Prefecture on Thursday, sent off by family and other MSDF members. The crew includes members from the Japan Coast Guard.

In the send-off ceremony, Rear Admiral Kawamura Shinichi of Japan's Self-Defense Fleet, said unexpected incidents could occur in the waters where the Sazanami is being deployed. But he said he believes they can deal with the situation appropriately and carry out their mission.

Sazanami is scheduled to replace the destroyer Akebono by about mid-March and start its roughly four months' mission.

The Gulf of Aden connects with the Red Sea through a strait. Houthi rebels have been repeatedly attacking vessels navigating waters in and around the Red Sea.

In November last year, ballistic missiles were launched into waters near where Akebono was operating. The US military said they were fired from Houthi-controlled areas in Yemen.

Japan's Maritime Self-Defense Force says it will monitor developing situations in the region and gather information to do all it can to ensure the safety of the vessel and crew.

Israeli Prime Minister Benjamin Netanyahu has called for the UN agency for Palestinian refugees to be shut down, saying its mission "has to end."

Israel has accused some staff members of UNRWA of being involved in the October 7 Hamas attack on Israel. The allegations have led a number of donor countries to pause funding to the agency.

Netanyahu met with a delegation of UN ambassadors from eastern European and other countries in Jerusalem on Wednesday. He said, "It's time that the international community and the UN itself understand that UNRWA's mission has to end."

He also said an alternative aid organization should be found to solve the problem of Gaza.

Israel continued its attacks in the southern city of Khan Younis and other areas in Gaza on Wednesday.

The Palestine Red Crescent Society said the Al-Amal Hospital in Khan Younis had reported seven people were killed and nine injured.

Health authorities in Gaza said hospitals, including Al-Amal, have run out of food, with people's lives threatened. They also said the death toll from the Israeli attacks on the enclave had reached 26,900.

A senior US State Department official said on Wednesday that Secretary of State Antony Blinken will soon travel to the Middle East.

Blinken is expected to discuss the negotiations mediated by the US, Qatar and other countries for the release of hostages held by Hamas and a pause in the fighting.

This would be his fifth visit to the Middle East since the conflict between Israel and Hamas began last October.
