Volunteers have begun clearing debris created by the New Year's Day earthquake in the city of Wajima in Ishikawa Prefecture, central Japan.

The city had not accepted volunteers due to major blackouts and disruptions in its water supply. But it began accepting them in affected areas on Saturday as work to reconstruct damaged roads and collect disaster-related waste has progressed.

About 40 volunteers arrived on a bus at a commercial facility in the city shortly before 11 a.m. They had applied to be involved through a website set up by the prefecture.

Wajima Mayor Sakaguchi Shigeru welcomed them at the site. He said their involvement will be a first step toward helping people affected by the quake reconstruct their lives and their help should make people feel positive.

The staff of the city's social welfare council reminded the volunteers to stay away from buildings when a quake occurs and to consult with officials when they have questions.

The volunteers then boarded vehicles to travel to affected homes and hotels.

A man in his 20s from Saitama Prefecture said he came to help people who are in a difficult situation. He added he will work hard for them.

Japanese conductor Ozawa Seiji died of heart failure on Tuesday at his home in Tokyo. He was 88.

The world-renowned maestro was born in 1935 in what was then called Manchuria, which is now northeastern China. He returned to Japan at the age of five and began to play the piano when he was an elementary school student.

After entering the Toho Gakuen School of Music in Tokyo, Ozawa learned conducting from Saito Hideo, who taught a number of conductors.

He moved to France when he was 23 to further his musical training. He won the top prize at a local competition for conductors and began to study under legendary conductor Herbert von Karajan.

His music also impressed American maestro Leonard Bernstein. At the age of 25, Ozawa became an assistant conductor of the New York Philharmonic, and conducted many other world famous orchestras, including the Vienna Philharmonic.

Ozawa served for 29 years from 1973 as the musical director of the Boston Symphony Orchestra. He then became the musical director of the Vienna State Opera.

He also took up the baton at other famed orchestras and opera houses.

In Japan, Ozawa contributed to the founding of the New Japan Philharmonic in 1972. He established the Saito Kinen Orchestra in memory of his old teacher Saito Hideo, and organized a music festival.

Ozawa was awarded the Japanese Order of Culture in 2008.

He has performed on and off since he underwent surgery for esophageal cancer in 2010.

In 2022, he conducted an orchestra for the first time in three years in Matsumoto City, Nagano Prefecture, central Japan. It was before a concert to commemorate the 30th anniversary of the Seiji Ozawa Matsumoto Festival, which he directed. It became his last public performance.

The Vienna Philharmonic issued a statement expressing condolences for the late maestro.

It describes Ozawa as "one of the great conductors of our time." It says, "We look back with gratitude and love on many concerts and opera performances together, especially on our tours through Japan."

The Berlin Philharmonic posted a message in Japanese on social media on Friday with a photo of Ozawa conducting the orchestra.

It said the philharmonic offers its heartfelt condolences to Ozawa, who is an irreplaceable friend and an honorary member of the orchestra.

The US State Department has announced that the special envoy on North Korean human rights issues will travel to Japan and South Korea from Monday.

The department said in a statement on Friday that Julie Turner will meet government officials, civil society members and North Korean defectors during her 11-day trip.

In Japan, Turner is expected to exchange views on the abductions of Japanese nationals by North Korea and emphasize the need for an immediate resolution to these cases.

In South Korea, she will discuss efforts to promote accountability for those responsible for Pyongyang's human rights violations, as well as ways to advance the welfare of the North Korean people.

The department says Turner's trip marks the 10th anniversary of the final release of the UN Commission of Inquiry on human rights in North Korea.

The report issued in 2014 recognized the North's abductions of Japanese and other foreign nationals, North Korean political prison camps, as well as other acts as "crimes against humanity."

The US department says Turner's trip will underscore the US commitment to promoting human rights in North Korea.

About 100 Russians have reportedly become the first overseas tourists to visit North Korea in years. The trip comes after the leaders of the two countries vowed to deepen bilateral ties.

The group departed on Friday from Vladivostok in Russia's Far East.

The travel agency that organized the tour says the number of participants far exceeded expectations.

The tourists will reportedly visit Pyongyang and a ski resort in the east.

South Korean media say they are the first foreign sightseers to enter North Korea since the country tightened border controls in 2020 as part of measures against the coronavirus.

Moscow and Pyongyang's long-held friendship has grown stronger since the start of Russia's invasion of Ukraine.

North Korea is said to have supplied weapons to Russia, and the two countries are also deepening cooperation on the economic front.

North Korea uses tourism as a means of obtaining foreign currencies. Sightseeing in the country does not fall under United Nations sanctions against the regime.

Russian President Vladimir Putin and North Korean leader Kim Jong Un agreed to solidify ties when they met in September.

The Japanese government plans to present a wide range of measures to support Ukraine's reconstruction at a Tokyo conference to be held later this month.

Japanese Prime Minister Kishida Fumio, Ukrainian Prime Minister Denys Shmyhal, and other government officials are set to attend the Japan-Ukraine Conference for Promotion of Economic Reconstruction slated for February 19. Representatives from Japanese and Ukrainian companies are also expected to join.

Measures that the government plans to present at the meeting include support for recovery efforts such as landmine removal and debris disposal.

Others include helping to improve the productivity of agriculture, which is Ukraine's main industry.

The officials also plan to help expand Ukraine's digital business and power and transportation infrastructure.

The tax treaty between the two countries is up for review, as promoting the participation of the private sector is seen as necessary to accelerate such support measures.

The Japanese government apparently hopes to use the conference to highlight its efforts to maintain and strengthen the international order based on the rule of law.

In Major League Baseball, Los Angeles Dodgers' two-way star Ohtani Shohei and pitcher Yamamoto Yoshinobu, who both joined the club this season, have begun practicing at the team's spring training in Arizona.

The Dodgers began their spring training on Friday in Glendale, Arizona with pitchers and catchers reporting. It came earlier than usual as the team's opening game for the 2024 season is scheduled for March 20 in South Korea.

Ohtani underwent surgery of his right elbow last year.
He told reporters before the training his swing effort is almost 100 percent level-wise. The two-time Most Valuable Player said his next step is facing live arms.

Ohtani also said there is still about one month before he starts pitching, so he is focusing on batting first and getting into good physical condition so he can avoid injuries this season.

The two-way star did not show up at an outdoor practice site. The Dodgers say he had a workout which doubled as rehabilitation.

Yamamoto arrived at the training facility at around 8 a.m. He had light stretch training and played catch while the temperature dropped to 3 degrees Celsius. He later threw 21 pitches in the bullpen and practiced with live batters.

Some gingko trees originating from Hiroshima have survived a wildfire that swept through a botanical garden in central Chile.

They were reportedly grown with seeds from trees dating back to the atomic bombing of the Japanese city in 1945.

They are located in a section called Garden of Peace.

A civil organization in Hiroshima presented the seeds to the National Botanical Garden in Vina del Mar about 10 years ago.

The gingko leaves have turned brown due to the heat, but a worker determined that the damage is not fatal.

Head of horticulture Adriana Arancibia said, "I am grateful to the people of Japan because this gives me hope, in my work and to my coworkers."

Most of the botanical garden has been scorched. One employee was killed along with three of her family members.

Massive wildfires have recently devastated wide areas of Chile, killing at least 131 people.
