Temporary houses are now being built in central Japan for evacuees of the January 1 earthquake that killed 240 people and damaged tens of thousands of homes along the Sea of Japan coast.

In Wajima City, eighteen houses equipped with water tanks will be available starting Saturday. Fifty-five evacuees are scheduled to move in. City officials say there are more than 4,000 applicants awaiting housing.

The area is still without running water and other basic necessities. A 75-year-old shop owner has kept his business running since the quake to help the community.

The shop owner said, "For me, the customers are like my family. I want to help people as much as I can. I'm doing my best."

Meanwhile, Japan's Defense Ministry has announced it will dissolve a special task force involved in the initial response to the quake. Ten-thousand personnel with Japan's Self-Defense Forces will continue to support affected areas.

A Japanese seismic engineering expert says damage from liquefaction in the New Year's Day earthquake was concentrated on sand dunes along the Sea of Japan coast, not just reclaimed land or former river courses.

Senna Shigeki, from the National Research Institute for Earth Science and Disaster Resilience, says liquefaction of sand dunes needs greater attention.

The magnitude 7.6 quake hit the Noto Peninsula in Ishikawa Prefecture and the surrounding areas of central Japan, leaving many people dead from fires, building collapses, tsunami, and the cold weather.

Damage from liquefaction, which causes soil to behave more like a liquid than a solid as a result of ground motion, also occurred in wide swathes of land, hindering the reconstruction of people's lives.

Senna used aerial photos as well as on-site inspections to analyze liquefaction damage from the latest jolt.

He says the phenomenon was observed in areas stretching about 320 kilometers east to west from Niigata City to Toyama and Ishikawa prefectures, and to Sakai City in Fukui Prefecture.

In Uozu City in Toyama, damage from liquefaction was found in areas that registered an intensity of 4 on the Japanese scale of zero to 7. Such damage has rarely been observed with that level of intensity.

Senna says liquefaction likely occurred there because the ground motion continued for a long time.

The researcher also points to geographical features of areas that suffered damage.
In the massive earthquake that hit northeastern Japan in March 2011, liquefaction caused major damage mainly on reclaimed land and former river courses.

But Senna says that in the latest quake, the damage was also observed in sand dunes, where wind-blown sand has accumulated.

He says damage was greater on the land side of the dunes, rather than the side facing the Sea of Japan, perhaps because fine sand particles from the sea side had accumulated there.

Senna says there are many sand hills on the Sea of Japan coast, where liquefaction was expected, but the issue did not draw much attention.

He suggests that measures to prevent further damage must be formulated for affected areas and those with similar geographical features.

The Lebanon-based Shia militant group Hezbollah has expressed its determination to continue resistance to Israel unless the country ends its attacks in the Gaza Strip.

A senior official of Hezbollah's political arm, Hussein al-Hajj Hassan, told NHK on Thursday that Israel has failed to produce any results in Gaza and is heading toward defeat.

The official noted that Hezbollah's attacks have destroyed Israeli military bases and other targets and inflicted economic damage.

The Israeli military said that it had continued attacks on Hezbollah targets on Thursday.

Israeli Defense Minister Yoav Gallant earlier said Israeli troops would "soon go into action," with its forces in the north reinforced.

Meanwhile, the Islamic group Hamas is apparently carefully considering a deal proposed by Israel and mediators, including Qatar, that would see Hamas release hostages in stages in exchange for a pause in the fighting.

Qatar-based satellite TV network Al Jazeera on Thursday quoted a senior Hamas official as saying the group has yet to respond to the proposal and is still studying the deal.

Israel's offensive continues in Gaza. Health authorities there say the death toll from the Israeli attacks has risen to 27,019 since the current conflict began.

A United Nations agency that provides humanitarian aid to Palestinian refugees says it will most likely be forced to halt its operations by the end of this month if funding remains suspended.

Major donors to the UN Relief and Works Agency for Palestine Refugees in the Near East, or UNRWA, have paused additional funding following allegations that some staff members were involved in the October 7 Hamas attack on Israel.

The agency said in a statement on Thursday that 440 million dollars' worth of funding has been suspended.

Commissioner-General Philippe Lazzarini noted UNRWA "remains the largest aid organization in one of the most severe and complex humanitarian crises in the world."

He expressed a strong sense of crisis, saying the suspension of financial support will affect the agency's activities not only in the Gaza Strip, but across the Middle East as well.

US President Joe Biden has signed an executive order that allows Washington to issue financial sanctions against Jewish settlers in the West Bank who have been accused of acts or threats of violence.

Biden said on Thursday that "the situation in the West Bank -- in particular high levels of extremist settler violence, forced displacement of people and villages, and property destruction -- has reached intolerable levels."

Those targeted will have their assets in the United States frozen and will be barred from dealing with Americans.

The US State Department imposed sanctions on four individuals under the new executive order. It said they were involved in setting vehicles and buildings on fire, assaulting Palestinian civilians, or committing other acts of violence.

In December, the US government announced a visa restriction policy targeting individuals believed to have been involved in violence in the West Bank.

Biden has criticized the violence by Jewish settlers, and directly conveyed his concerns to Israeli Prime Minister Benjamin Netanyahu.

The UN Office for the Coordination of Humanitarian Affairs, or OCHA, says violence against Palestinians by Jewish settlers has been on the rise in the West Bank since the conflict between Israel and Hamas began in the Gaza Strip last October.

North Korean leader Kim Jong Un has instructed officials to modernize the navy's fleet and equipment. He noted that strengthening the navy is critical for "war preparations."

The ruling Workers' Party newspaper, Rodong Sinmun, reported on Friday that Kim visited a shipyard in the western city of Nampho.

The newspaper carried photos of Kim looking at docked warships. The leader was accompanied by party officials in charge of weapons development and the navy's commander.

The media outlet quoted Kim as saying that bolstering the country's naval force is "the most important issue." He reportedly noted that it needs to be done so that maritime sovereignty can be protected and war preparations can be stepped up.

Kim has strongly condemned the US for deploying nuclear-powered submarines to the Korean Peninsula.

Last September, North Korea announced that Kim had attended a launching ceremony for a newly built "tactical nuclear attack submarine." On Sunday, state media outlets reported that Kim observed the construction of another nuclear submarine.

This year is the fourth year of Kim's 5-year defense plan. During his latest visit to the shipyard, Kim instructed workers to complete projects within the time frame. South Korean media outlets report that the Nampho Dockyard could be engaged in work related to the construction of a nuclear submarine.

South Korea's intelligence agency has claimed that North Korean hacker groups stole ship designs and other data from South Korean shipbuilders in August and September of last year.

Ukraine says its forces have destroyed a Russian missile ship in the Russian-controlled southern region of Crimea.

Ukraine's defense intelligence agency said on Thursday that one of its units sank the Black Sea Fleet's Ivanovets in the waters off the western side of Crimea.

Released footage shows what appear to be Ukrainian sea drones winding their way toward a warship. In the footage, a large hole can be seen on the side of the vessel after an explosion on the water.

Ukraine is believed to be intensifying its offensive in areas around Crimea, as the situation in the eastern part of the country remains stalled. Russia's defense ministry said on Wednesday that its forces intercepted Ukrainian missiles over Crimea and the Black Sea.

Meanwhile, Russia's Investigative Committee said on Thursday that DNA analysis has identified the remains of the people on board the Russian transport plane that crashed in western Russia on January 24. Russia said 65 Ukrainian prisoners of war were aboard the aircraft.

The committee also said the plane was downed by missiles from a Patriot surface-to-air missile system that the United States gave the Ukrainian military.

It released an image of what it claims is a missile fragment with the word "Patriot" on it. It says the fragment was recovered at the crash site.

Observers say Moscow appears to be using the crash of the plane to put pressure on countries that support Ukraine. On Thursday, the Russian lower house of parliament, or Duma, approved a motion that urges the US Congress to abandon its support for Kyiv.

The Tokyo Metropolitan Police Department has searched the home of a man believed to have been involved in a bomb attack in the capital in the 1970s.

The man died at a hospital in Kanagawa Prefecture, near Tokyo, on Monday. He claimed he was Kirishima Satoshi, a member of the East Asia Anti-Japan Armed Front. The extremist group was allegedly responsible for a series of bomb attacks targeting businesses in 1974 and 1975.

Kirishima was placed on a nationwide wanted list for his suspected involvement in an attack in Tokyo's Ginza district in 1975.

The man who identified himself as Kirishima had worked at a civil engineering company in Kanagawa.

Tokyo police searched the man's home on Friday on suspicion of violating the Criminal Regulations to Control Explosives.

During questioning by investigators at the hospital, the man reportedly denied involvement in the Ginza attack, while hinting he took part in another one.

The police plan to look into how he lived, and will use DNA tests and other measures to determine his identity as soon as possible.

Japan will hold a summit-level meeting with Pacific island countries in Tokyo in July.

At a Cabinet meeting on Friday, the Japanese government approved holding the 10th Pacific Islands Leaders Meeting from July 16 to 18. Japan has hosted the meeting every three years since 1997.

This will be the first in-person meeting in six years. The last summit in 2021 was held online due to the coronavirus pandemic.

Chief Cabinet Secretary Hayashi Yoshimasa said Pacific island countries are longstanding partners and share deep historic ties with Japan.

He said the meeting will serve as a crucial opportunity for maintaining and strengthening a free and open rules-based international order and expanding mutual cooperation at a time when the foundations of that order are being shaken.

He apparently referred to China's increased maritime assertiveness and other global situations.

Hayashi said he is looking forward to discussing climate change and other issues of shared concern while supporting the region as a whole and the efforts being made by each country. He added that he hopes Japan can propose concrete steps of cooperation at the meeting.

Ukrainian broadcasters are visiting NHK to learn how to archive footage. The aim is to preserve material at risk of damage or loss amid Russia's invasion.

The team took part in a lecture in Tokyo, hearing from NHK's archive division about how it creates and stores content. They handed over three films containing footage from the 1940s.

Andriy Taranov, managing board member of Ukrainian public broadcaster Suspilne, said, "This is now part of the Ukrainian culture and heritage and I hope this test project will lead us. We have hundreds of thousands of hours of these materials."

The Ukrainian broadcasting team was established less than a decade ago with the integration of state-run TV and regional broadcasters. They have only just begun coming up with systems to archive footage.

Taranov said broadcasting-related material has already been lost in occupied territories as Russia's invasion continues to destroy infrastructure. He says they are hoping to preserve the footage as soon as possible.

He added, "I think it's very important if NHK helps us with processing and restoring the materials while we reestablish our own processes back home in Ukraine."

The films that were brought in will be screened sometime next week. The teams will then discuss methods to digitize the material.
