South Korea wants a planned trilateral summit with Japan and China to issue a special statement in support of the Panmunjom declaration.

South Korean President Moon Jae-in will meet Japanese Prime Minister Shinzo Abe and Chinese Premier Li Keqiang in Tokyo on Wednesday. Moon is expected to give a briefing on the outcomes of his meeting with North Korean leader Kim Jong Un.

The South's presidential office says that Moon wants the 3 countries to jointly express support for the declaration signed by Moon and Kim at the inter-Korean summit in Panmunjom last week.

The declaration says that the 2 Koreas confirmed the common goal of realizing a nuclear-free Korean Peninsula through complete denuclearization.

The South's presidential office also launched a commission of high-ranking officials to implement what the 2 leaders agreed to in the Panmunjom declaration.

Presidential Chief of Staff Im Jong-seok, who chairs the new commission, said the South should move on to the next phase for success in the US-North Korea summit.

The head of the Asian Development Bank has warned that trade friction between the United States and China could hurt the Asian economy.

ADB President Takehiko Nakao spoke to reporters in Manila, where the bank's annual meeting opened on Thursday.

Japan's Finance Minister Taro Aso and Bank of Japan Governor Haruhiko Kuroda are attending.

Nakao pointed out that trade tensions between the US and China could be an impediment to strong growth in Asia. He said if the dispute continues and trade is affected, it will have a negative impact on the economy.

Nakao stressed the importance of open and free trade and investment. He called on countries to maintain free trade frameworks, including the Trans-Pacific Partnership free trade agreement.

Finance ministers and central bank governors from Japan, China and South Korea are scheduled to hold talks on Friday on the sidelines of the ADB meeting.

Officials from the 3 countries will join members of the Association of Southeast Asian Nations at a separate meeting on Friday.

The officials are expected to discuss responses to US President Donald Trump's protectionist stance and other issues.

Events will be held across Japan on Thursday to mark the 71st anniversary of the Constitution. People in favor of or against amending the basic law will exchange views.

The 3 basic principles of the Constitution are the people's sovereignty, fundamental human rights, and pacifism. It has never been amended since it took effect on May 3rd, 1947.

Much of the focus has been on Article 9, which renounces war and states that Japan will never maintain war potential. Some legal experts say the country's Self-Defense Forces violate this clause.

But the government has interpreted the provision as not denying Japan's inherent right of self-defense and allowing it to possess the minimum level of armed force.

Prime Minister Shinzo Abe has said he wants a clause that acknowledges the existence of the Self-Defense Forces. He says that would end all doubt about the legality of the SDF.

In March, members of his Liberal Democratic Party endorsed plans for constitutional amendments, including making specific mention of the SDF. The LDP says it will strive to achieve a broad consensus in the Diet panels tasked with constitutional review.

However, NHK's April polls suggest people are divided on constitutional amendments. 29 percent of respondents said they were in favor while 27 percent said they were unnecessary.

The survey also asked whether discussion on the amendment should proceed. 19 percent said yes, while 68 percent said other issues should be handled first.
