An advisory panel of experts are giving the Japanese government the green light to move ahead with the declaration of a state of emergency. The measures will cover Tokyo and six other prefectures.

They come amid a rapid spread of the coronavirus in the capital and other major Japanese cities and an increase in the number of cases with untraceable infection routes.

Fears are rising that the country's healthcare system could be overwhelmed.

Nishimura Yasutoshi, the minister in charge of coronavirus measures explained why the government decided to shift its policy.

He said, "The number of days required to double the cumulative number of infected people is now less than 7 days. And the local medical system is in short supply. For these reasons, we received opinions that preparations should be made to declare a state of emergency."

The declaration will cover Tokyo, Kanagawa, Saitama, Chiba, Osaka, Hyogo and Fukuoka. It is expected to be in place for about a month.

Members of both the Lower and Upper chambers of the Diet will get the chance to ask Prime Minister Abe Shinzo about the emergency declaration on Tuesday afternoon.

Abe will hold a news conference Tuesday evening to explain how people's lives will change and why the country needs stricter measures.

Governors in designated areas will be able to enact various independent measures on their own.

Tokyo Governor Koike Yuriko urged people to stay at home. She said, "I would like to end this fight in the shortest possible time. I'm asking for cooperation from all citizens."

Koike said people will be allowed to go out to buy food and medicine, as well as visit hospitals when the declaration is in place.

Public transportation will keep running. Businesses will be categorized into three groups: ones to close, ones asked to close, and ones that are essential.

Osaka is another designated area. Governor Yoshimura Hirofumi urged people not to lose control because of the sudden declaration.

He said, "We have food. Please do not hoard. Don't become panic buyers."

He said that the Osaka government will also ask citizens to stay home except for necessary outings.

Keio University Hospital in Tokyo says 18 trainee doctors have contracted the coronavirus. The infections came to light after dozens of trainees dined together, despite being repeatedly warned not to.

The hospital says in a statement on its website that one trainee, who completed an internship program in the hospital, initially tested positive on March 31.

It says 99 other trainees who may have had contact with the person were told to self-isolate at home for two weeks and underwent virus tests. Results for 18 came back positive as of Monday and they have all been hospitalized.

Keio University Hospital says that during its survey of suspected contacts, it learned that about 40 trainees had dined together.

The hospital offered deep apologies, calling their action inexcusable, with healthcare providers having a duty to protect the lives of patients. It criticized the trainees for lacking the awareness of physicians.

The Japanese government is set to announce emergency economic measures on Tuesday to deal with the impact of the coronavirus. The package is worth about one trillion dollars. Tokyo plans to issue additional bonds to help fund the spending.

Prime Minister Abe Shinzo has said that the scale of the stimulus will be unprecedented equivalent to about one-fifth of Japan's gross domestic product.

Also as part of the package ... the government plans to secure enough of the flu drug Avigan by the end of next March to potentially treat up to 2 million people infected with the new coronavirus.

There is also a plan to provide 300,000 yen, or about 2,800 dollars, to households whose income has fallen significantly due to the pandemic as well as additional child allowances.

After the spread of the infection is contained, the government plans to take steps to stimulate consumer spending, boost tourism and promote entertainment events and exhibitions.

The extra bonds will total nearly 17 trillion yen, or about 150 billion dollars. This will bring the total amount of government-debt issuance this fiscal year to more than 49 trillion yen, or about 450 billion dollars. That amount includes funding for the initial budget.

British Prime Minister Boris Johnson is now in intensive care as he is treated for the new coronavirus.

On Sunday evening, Johnson was admitted to a hospital in central London with "persistent symptoms" of coronavirus, including a temperature and a cough.

The Prime Minister's office confirmed on Monday evening that "over the course of this afternoon, the condition of the prime minister has worsened and, on the advice of this medical team, he has been moved to the Intensive Care Unit at the hospital."

It continued "the Prime Minister has asked Foreign Secretary Dominic Raab to deputise for him where necessary."

Johnson, 55 tested positive for the virus on March 27.

He posted on Twitter earlier on Monday, saying he was in good spirits, and was keeping in touch with his team.

He also thanked the National Health Service for taking care of him and other patients, adding "you are the best of Britain."

New York Governor Andrew Cuomo said he is increasing penalties for anyone failing to comply with social distancing rules in the state, which is known as the epicenter of the coronavirus pandemic in the United States.

The number of confirmed cases around the world stood at around 1.32 million as of Monday. The United States had the highest number of cases at 352,546.

The state of New York had 130,689 cases, which accounts for nearly 40 percent of the country's total. 599 people died in the state on Monday, bringing its death toll to 4,758.

Speaking to reporters on Monday, New York Governor Andrew Cuomo suggested that the state's medical system is nearing its limits. Cuomo stressed that the state is running short on ventilators.

Cuomo presented several scenarios on how the number of infections could grow in the state. Cuomo said there are signs of a possible flattening of the curve, but it's still unclear whether the state had turned the corner or not.

The governor also said he would extend the statewide shutdown order through April 29.

Cuomo said he is increasing the penalty for failing to comply with social-distancing rules from 500 dollars to 1,000 dollars.

The daily numbers of new coronavirus cases are slowing in Italy and Spain, but medical services continue to face challenges, such as treating an increasing number of seriously ill patients.

On Monday, Italy's death toll rose to 16,523, marking the highest number in the world. The country also confirmed 3,599 new cases, down 717 from the previous day.

Spain confirmed the lowest number of daily deaths since March 25, at 637. The number of new cases confirmed in the country on Monday was 4,273, the lowest in two weeks.

Spain's health minister, Salvador Illa, told reporters that the data show the government's measures are working, but that the fight against the virus is not over yet.

The minister revealed a plan to step up testing as part of efforts to ensure that those infected are isolated.

Despite those developments, Italy and Spain are struggling to deal with an increase in the number of seriously ill patients and a wave of infections among healthcare workers.

In France, the outbreak seems to still be on the rise, with more new cases confirmed on Monday than the previous day. Deaths that took place at facilities for the elderly account for nearly 30 percent of the country's total.

French health minister Olivier Veran said the country's outbreak has not yet peaked. France plans to step up testing capacity at facilities for the elderly and is urging people to refrain from outings.

The World Health Organization says countries seeking to lift lockdown measures imposed to limit the spread of coronavirus should adopt a gradual "stepwise" approach.

WHO Executive Director Michael Ryan said at a news conference on Monday that lockdowns are effectively "dampening the flames" of the coronavirus epidemic in many countries.

Referring to a possible transition strategy, Ryan said it was "probably very inadvisable" to release all restrictions at the same time.

Instead, he stressed that exiting lockdowns would require a "calibrated stepwise approach" of gradual steps and observation.

He added, "We will look at the data. And if that works, we go to the next stage, and the next stage."

WHO Director-General Tedros Adhanom Ghebreyesus noted that some countries have recommended the use of both medical and non-medical masks in the general population to prevent the spread of the coronavirus.

He expressed concerns that the mass use of medical masks by the general population could exacerbate shortages among those who need them most, such as doctors.

He said that countries could consider using masks in communities where other measures, such as cleaning hands and social distancing, are harder to achieve due to water shortages or cramped living conditions.

The WHO chief added that as masks alone cannot stop the pandemic, countries must also continue to find, test, isolate and treat every case and trace all contacts.

He also said that he wants to announce a new strategy for the study and development of a COVID-19 vaccine as early as this week.

Singer-songwriter Lady Gaga will curate a star-studded live event that will be streamed globally to celebrate and support healthcare workers battling the coronavirus at the frontlines.

The superstar joined the World Health Organization's news conference on Monday via video link to express deep gratitude to the medical community.

Lady Gaga said her "heart is very, very achy and warm" for ER doctors as well as nurses who are sleeping in cars to make sure they don't infect their families or patients.

She said, "What you're doing is putting yourselves in harm's way to help the world," and added, "You are a triumph, truly."

Lady Gaga said she will spearhead a globally televised and streamed special on April 18 planned by the WHO and the international advocacy organization Global Citizen.

"One World: Together At Home" will feature performances by stars including Paul McCartney, Elton John and Stevie Wonder.

Lady Gaga and Global Citizen have been raising funds for the WHO to secure masks for medical workers and to supply test kits around the world.

But she had this message for the viewers of the program: "Put your wallets away, put your credit cards away, put anything away that you need to, and sit back and enjoy the show that you very much deserve."
