Japan's health ministry plans to expand the country's capacity to test for the coronavirus to 20,000 a day. It is also thinking about increasing drive-through testing.

The ministry says Japan now has the capacity for up to 12,000 daily tests, done by the National Institute of Infectious Diseases, public health centers and others.

It plans to increase the capacity to test by supporting the installment of more equipment. It would use some of the emergency economic package recently announced by the government for this purpose.

It also aims to secure more workers so that the number of tests actually conducted can increase. They have remained at 4,000 a day on average in the week through Monday.
Drive-through tests, which have already been introduced in parts of the country, including Niigata City, allow people to be tested in their vehicle.

The ministry plans to consider making this method more available as it helps to reduce the risk of in-hospital infections while allowing effective testing.

The ministry has not set a deadline, but it wants to achieve the target as soon as possible.

Officials reported 144 new coronavirus cases in Tokyo on Wednesday. That's the largest daily increase so far.

More than 1,300 people have now tested positive across the capital, which is home to around 14 million people.
The new figure comes a day after the prime minister declared a state of emergency for Tokyo, Osaka and 5 other prefectures.

Across Japan, over 500 new cases were reported on Wednesday... a record high.
More than 4,900 people have now tested positive. Another 712 cases were linked to the Diamond Princess cruise ship, which was quarantined near Tokyo.
More than 110 people have died, including 11 from the ship.

Japan's central government and the Tokyo metropolitan government are discussing which businesses should be asked to temporarily shut down following the state of emergency declaration over the coronavirus outbreak.

Prime Minister Abe Shinzo declared a state of emergency for Tokyo, Kanagawa, Saitama, Chiba, Osaka, Hyogo and Fukuoka prefectures on Tuesday, based on a revised law enacted last month.

Abe appealed to the public to cooperate in curbing the spread of the coronavirus, saying the country will make it out of the emergency in a month if they do so.

The central government is urging people in the seven prefectures to stay home to reduce person-to-person contact by 70 to 80 percent.

On Wednesday, the minister in charge of coronavirus measures, Nishimura Yasutoshi, sought cooperation from the prefectural governors in a teleconference.

The Tokyo metropolitan government wants to ask more types of businesses, such as DIY stores and barbershops, to close while the declaration is in effect.

But the central government wants the shutdown requests to be carefully considered and limited to be maximally effective in controlling the outbreak while keeping society operating smoothly.

The governor of Aichi Prefecture in central Japan says he will declare a state of emergency on Friday due to the continuing increase in coronavirus infections there.

Aichi currently has the fifth-largest number of coronavirus cases among Japan's 47 prefectures. But Prime Minister Abe Shinzo did not include the region in Tuesday's emergency declaration.

Speaking to reporters on Thursday, Aichi Governor Omura Hideaki said he has asked the central government to include his prefecture to be covered by a revised law related to the new coronavirus.

Omura said he will first independently issue a prefectural order on Friday afternoon.

Under the declaration, Aichi residents will have to refrain from non-essential outings, on top of the existing request not to visit Tokyo and the six other prefectures in Abe's declaration.

Omura said the new measure will be in place until May 6 and that he wants schools to stay closed until then, scrapping a plan to reopen them on April 20.

His request will be sent to the prefecture's public senior high schools and special needs schools.

Omura also said he'll ask cities and villages to close their elementary and junior high schools on the same schedule.

On the other hand, the governor said he will not ask for a blanket closure of kindergartens and child daycare facilities. He said these places should stay open depending on their situations.

The central government explained on Tuesday that Aichi was seeing a slower rise in confirmed infections, as well as a smaller percentage of untraceable cases, than Tokyo and other areas of concern.

A Japanese university says it has received hundreds of complaints, some of them akin to threats, over coronavirus infections originating from its students.

The number of confirmed cases linked to students at Kyoto Sangyo University has reached 74 in 13 prefectures as of Wednesday.

The university says phone calls and emails criticizing the school began to come in after it reported the first infections among students on March 29.

Some callers wanted to know where the infected students live, and threatened to set fire to the school when officials didn't answer the query.

A restaurant in Kyoto City has been reportedly refusing to serve the university's students, and a childcare facility has told parents working at the school not to bring their children.

University officials say they made information on the infections public to help contain the spread of the virus, but that the staff and students are now under great pressure.

Toyofuku Seiji, a lawyer specializing in human rights issues, says excessive criticism can amount to blackmail and other crimes.

He adds it's not people but the virus that should be fought against.

The death toll in France from the coronavirus has topped 10,000.

The government said the total number of deaths from the virus stood at 10,328 on Tuesday, making France the fourth country to pass the 10,000 mark after Italy, Spain and the United States.

The total number of confirmed infection cases in France is 78,167.

Since last Thursday, the country has been disclosing the number of confirmed or possible cases at facilities for the elderly and those with disabilities. The figure now stands at 30,902.

France has been in nationwide lockdown since March 17. But people have been allowed to go shopping for daily necessities, visit hospitals, and go walking or running within one kilometer of their homes for up to one hour.

On Wednesday, the city of Paris took steps to tighten the rules, including banning people from exercise outdoors between 10:00 a.m. and 7:00 p.m.

The move came after sunny and warm weather last weekend, when many people went outdoors.

Interior Minister Christophe Castaner urged local authorities to step up measures to minimize people's outings.

Health Minister Olivier Veran told local media on Tuesday that the country has not yet reached the peak of the coronavirus pandemic. He said the lockdown would last as long as necessary.

There is a growing sense in France that the lockdown would be extended beyond next Wednesday, when it is scheduled to end.

The World Health Organization's regional director for Europe says men account for two-thirds of the coronavirus deaths in the region.

Hans Kluge disclosed the data at a news conference on Wednesday.

It is unclear why men who contract the coronavirus have a higher mortality rate than women.

Kluge stressed that Europe is still in the acute phase of the pandemic and this is not the time to relax measures.

He called for continued restrictions to stop the spread of the virus.

US President Donald Trump has criticized the World Health Organization as being "very biased" toward China. He hinted at possible suspension of US funding for the WHO.

Trump was speaking at a White House briefing on Tuesday.

He referred to a concern expressed by WHO Director-General Tedros Adhanom Ghebreyesus in February over the US government's ban on travel from China.

The president said the WHO's criticism was wrong and seemed "very China-centric."

Trump said the US "will look at ending funding" for the WHO. The US contribution accounts for about a quarter of the WHO budget.

Meanwhile, the New York Times and other media reported that Trump failed to take seriously a memo on the coronavirus pandemic submitted to the president before the US outbreak.

White House adviser Peter Navarro reportedly sent the memo in late January warning that the coronavirus could create a pandemic, with a possible US death toll of 500,000.

Trump said that he had not seen the memo. He stressed that about the same time he was thinking he should tackle the outbreak.

The head of the World Health Organization has made an appeal against politicizing the coronavirus.

US President Donald Trump has threatened to stop funding the WHO, as he thinks it is too close to China.

WHO Director-General Tedros Adhanom Ghebreyesus told reporters in Geneva on Wednesday that the organization has been doing all it can from the start. He also stressed that the WHO works closely with every country and does not discriminate by race.

Tedros thanked the US for its financial contribution and said, "The focus of all political parties should be to save their people." He added, "Please don't politicize this virus."

The WHO chief also urged the US and China to fight the virus together.

In a statement issued on Wednesday, United Nations Secretary-General Antonio Guterres said, "The WHO must be supported, as it is absolutely critical to the world's efforts to win the war against the virus." He also said, "This virus is unprecedented in our lifetime and requires an unprecedented response."

He added, "Once we have finally turned the page on this epidemic, there must be a time to look back to fully understand how such a disease emerged and spread its devastation so quickly across the globe. The lessons learned will be essential to effectively address similar challenges in the future." He also urged the international community to "work together in solidarity" to stop the virus.

Some Japanese businesses are giving financial support to employees who are teleworking or on furlough.

Marketplace-app operator Mercari decided to close its offices in Tokyo, Osaka and Fukuoka after the government declared a state of emergency on Tuesday.

The company will provide about 550 dollars to each employee to defray some of the costs of setting up teleworking environments, including expenses for communications and utilities.

Lingerie maker Wacoal says all of its roughly 6,000 employees are now on reduced schedules of four days a week. Those apart from shop attendants work from home. Wacoal says the arrangement will remain in place until June, without pay reductions.

Precision-equipment maker Canon will be closing its offices in and around Tokyo until May 6. Employees will receive leave allowances. Those who carry out essential operations will work from home.

Japanese thermometer makers are boosting production as they struggle to keep up with soaring demand.

Electronics firm OMRON increased output by 50 percent last month. It now produces about 50,000 thermometers a day at its plant in China. The company will ramp this up even further, to 60,000, later this month.

But the firm says this will not be enough to keep up with demand. Orders for households thermometers in March were up 170 percent from a year ago.

Medical equipment maker Terumo also began increasing output in February. The company says corporate orders are on the rise as firms increasingly monitor the temperatures of their employees.

The manufacturers are urging people to ease the burden on supply by reusing old thermometers.

A UN agency says China had more international patent applications last year than any other nation for the first time. The US had held the top spot for more than 40 years.

The UN World Intellectual Property Organization says global patent filings in 2019 exceeded 260,000, an annual increase of slightly more than 5 percent.

China had the most with nearly 59,000 patent applications. The United States followed with just below 58,000. Japan ranked third.

China grabbed the No. 2 slot from Japan in 2017. It took the Chinese only two more years to surpass the US, underscoring their progress in advanced technologies like computer science and communications.

China's telecom giant Huawei filed the most applications for a company. It was followed by Japan's Mitsubishi Electric and South Korea's Samsung Electronics.
More than half of worldwide patent applications were made in Asia.

WIPO Director General Francis Gurry says the increase in global innovation means new solutions for challenges that will benefit everyone.
