Japanese Prime Minister Abe Shinzo says it's good that the central and Tokyo metropolitan governments have agreed on the types of businesses that will be requested to close temporarily under the state of emergency to curb the spread of the coronavirus.

Abe told reporters on Friday that it is important to do everything possible under the law to contain the spread of infections.

He said the central and Tokyo metropolitan governments share the hope that the outbreak will end soon and everyone can smile and talk again.

He said people should refrain from going outside as much as possible, and great efforts are being made to reduce social contact through teleworking and other methods.

Abe added that there have been fewer people in entertainment districts at night, but cautioned that greater efforts are needed in some areas, saying this will help to protect people's lives.

He said people are being forced to put up with inconveniences, but the state of emergency can end after one month if social contact is reduced by at least 70 percent, and hopefully by 80 percent.

Nearly 400 coronavirus infections were reported in Japan on Thursday, bringing the total to more than 5,300. And Tokyo saw a record increase for the second day in a row.

The total does not include 712 cases linked to the Diamond Princess cruise ship, which was quarantined near Tokyo earlier this year.

117 people have died across the country, including 11 from the ship.

More than 1,500 people have now tested positive in Tokyo. Officials confirmed 181 new cases on Thursday in the capital, which is home to around 14 million people.

The increase comes two days after the government declared a state of emergency for some parts of the country.

Officials are calling on residents to stay home as much as possible and practice social-distancing.

A number of museums, theaters and parks have shut voluntarily.

The operator of Tokyo Disneyland and Tokyo DisneySea has decided to keep those facilities closed until at least mid-May.

The governor of Tokyo will on Friday unveil a list of business types that will be requested to close temporarily under the state of emergency declared to curb the spread of the coronavirus.

Governor Koike Yuriko discussed the list with the central government's minister in charge of coronavirus measures, Nishimura Yasutoshi, on Thursday.

Prime Minister Abe Shinzo issued the emergency declaration two days before. It covers Tokyo and six other prefectures.

Koike and Nishimura agreed that the Tokyo Metropolitan Government will, based on law, ask businesses to temporarily close or cut their operating hours.

Koike will hold a news conference on Friday afternoon to announce the business types and commercial facilities subject to the request.

Sources close to the matter say they may include internet cafes and pachinko parlors.

The sources say Koike may also request that restaurants and pubs close from 8 p.m. to 5 a.m. and offer alcoholic drinks only until 7 p.m.

The shutdown request may not cover barber shops or sections that sell necessities in department and DIY stores. They are regarded as essential for people to lead normal lives.

The Tokyo government may offer financial aid to businesses that meet the request.

It intends to put the request in place by Saturday to help stem the surging number of infections in Tokyo.

The metropolitan government can, in principle, ask businesses to suspend or scale down their operations even without a declaration of a state of emergency by the prime minister.

Kyoto Prefecture and Kyoto City in western Japan are to ask the central government to put the prefecture under a state of emergency for the coronavirus pandemic.

Kyoto Governor Nishiwaki Takatoshi and Kyoto City Mayor Kadokawa Daisaku are set to announce their request at a news conference on Friday morning.

Kyoto Prefecture has reported 165 coronavirus cases, the third largest number in the Kansai region after Osaka and Hyogo prefectures.

Osaka and Hyogo were included in the emergency declaration issued by Prime Minister Abe Shinzo on Tuesday.

The governor and the mayor believe that Kyoto residents should exercise more restraint as about 30 percent of the prefecture's confirmed cases, or 47, have unknown infection routes.

They also took into account the fact that many people travel between the prefecture and Osaka and Hyogo.

Aichi Prefecture in central Japan will declare a state of emergency independently on Friday afternoon.

Under the declaration, Aichi residents will be urged to refrain from non-essential outings. The measure will remain in place until May 6.

Aichi Governor Omura Hideaki plans to ask the central government to include his prefecture in the emergency declaration.

The office of British Prime Minister Boris Johnson says he has been released from an intensive care unit where he was being treated for coronavirus.

Downing Street issued a statement on Thursday saying, "The Prime Minister has been moved this evening from intensive care back to the ward, where he will receive close monitoring during the early phase of his recovery." It added, "He is in extremely good spirits."

But British media say it will take more time for Johnson to return to work. The virus has killed nearly 8,000 people in Britain. People are concerned whether the government can handle the crisis without the prime minister.

Johnson tested positive for the virus last month and had been self-isolating.

He was admitted to a London hospital due to a persistent fever on Sunday. After his condition worsened the following day, he was transferred to the ICU where he received oxygen treatment.

Governor Andrew Cuomo says it reminds him of another day -- one that was supposed to be the darkest here for a generation.

He said, "This silent killer. It was just a silent explosion that just ripples through society, with the same randomness, the same evil we saw on 9/11."

Cuomo said those attacks killed more than 2,700 people. The virus has killed more than 7000.

The governor has ordered the flags on state buildings to be flown at half-staff.

He says New York State has been forced to bring in more funeral directors to deal with all those who have died.

Scientists from Harvard University and Boston Children's Hospital have teamed up with software developers to identify current and potential hotspots for the virus.

They're asking people to report if anyone in their family has been healthy or sick.

Cuomo is warning people against being complacent. He says people have underestimated the virus from day one, and it's very good at what it does.

The vice chairman of the US Joint Chiefs of Staff says hundreds of sailors aboard a nuclear-powered aircraft carrier docked at Guam have tested positive for the coronavirus.

General John Hyten told a news conference on Thursday that 416 crewmembers of the USS Theodore Roosevelt were confirmed infected. He added that one of them was admitted to an intensive care unit in Guam.

Deputy Secretary of Defense David Norquist also attended the news conference. He stressed that even amid an outbreak, "if there was a conflict," the carrier "was capable of going into the fight."

The outbreak struck the carrier while it was sailing across the Pacific with about 5,000 crewmembers. Tests are ongoing at Guam.

Hyten also said a small number of crewmembers on another nuclear-powered carrier, the USS Nimitz, had tested positive and were in isolation. The vessel is at a base in the western state of Washington, preparing for deployment.

Coronavirus cases have also been reported on another nuclear-powered carrier, the USS Ronald Reagan, which is stationed at Yokosuka, south of Tokyo.

Hyten indicated the US military will study how it should operate carriers if the virus spreads further among sailors. He said, "To think that it will never happen again is not a good way to plan."

UN Secretary-General Antonio Guterres is calling for women to be at the center of economic help amid the global fight against the coronavirus pandemic, warning that they are at greatest risk.

The head of the United Nations took part in a Security Council meeting via video link on Thursday to discuss the response to the pandemic.

Guterres said women who support households in developing and politically unstable countries are extremely vulnerable. He added the pandemic is having a devastating economic impact on them.

A representative from Britain said that governments must not use preventive measures against the pandemic as an excuse to suppress women's rights.

The UN last month came up with an emergency support program for socially vulnerable people to prevent the spread of the virus and ease its negative economic effects on developing countries.

Observers say the Secretary-General is trying to seek cooperation from Security Council members to raise funds for the UN program.

The number of people who filed for unemployment benefits in the United States last week amid the coronavirus pandemic remained close to the record-high level marked in the previous week.

The Department of Labor says the advance figure for seasonally adjusted initial claims was a little over 6.6 million for the week ending April 4.

That's near the previous week's revised level of more than 6.8 million, a record high.

The total number of claims for the three weeks since mid-March has now topped 16 million.

A broad range of businesses, including restaurants and manufacturers, have been laying off workers as the US economy has been brought to a near standstill due to the virus.

The government expanded unemployment insurance in its stimulus package enacted last month, allowing claimants to receive more payouts for a longer period.

But authorities across the country are facing the challenge of processing a huge influx of applications for the benefits.

The US Federal Reserve has announced a massive 2.3-trillion-dollar program to aid local governments and businesses that are struggling amid the pandemic. It is rare for the Fed to provide funds virtually directly to private businesses.

"We are deploying these lending powers to an unprecedented extent," Fed Chair Jerome Powell said, "We will continue to use these powers forcefully, proactively and aggressively until we are confident that we are solidly on the road to recovery."

The Fed will work with commercial banks to provide loans to small and mid-sized firms. Payments of principal and interest will be deferred for one year.

The central bank will purchase corporate bonds from major companies as part of the plan.

It will also buy bonds issued by state governments to help support their finances.

The head of the International Monetary Fund says global growth will turn sharply negative in 2020 due to the coronavirus pandemic.

IMF Managing Director Kristalina Georgieva said in a speech on Thursday that the fund anticipates the worst economic fallout since the Great Depression that began in 1929.

She said, "Just three months ago, we expected positive per capita income growth in over 160 of our member countries in 2020."

She added, "Today, that number has been turned on its head: we now project that over 170 countries will experience negative per capita income growth this year."

Georgieva warned that the crisis will hurt everyone as it has no boundaries.

She said the IMF projects a partial recovery in 2021 if the coronavirus pandemic fades in the second half of this year.

But she cautioned that there is "tremendous uncertainty" around this projection.

She also touched on the international investment fleeing from what she called vulnerable countries.

She said that in the last two months, portfolio outflows from emerging markets were about 100 billion dollars -- more than three times larger than for the same period of the 2008 global financial crisis.

A major Japanese airline group has offered to help make medical gowns to prepare for shortages that hospitals in the country may face amid the coronavirus pandemic.

ANA Holdings, the parent company of All Nippon Airways, floated the idea in response to consultation from the government.

The firm says it will talk with a textile maker to decide how aviation employees with no special sewing skills can help create hospital gowns.

ANA Holdings plans to assign the sewing job to its employees whose workload has deceased or will decrease, mostly because of a sharp cut in flights.

The company is having thousands of its flight attendants take several days off every month, starting this month. It is also considering a similar arrangement for its ground crew and other staff.

ANA Holdings says its group firms are willing to go beyond their industries to support the battle against the coronavirus.
